Site Manager / Intake – AMP 1

Scope and Purpose

Under the immediate supervision of the Executive Director, the Site Manager / Intake – AMP 1 is primarily responsible for planning and directing all phases of the Public Housing Program in AMP 1.

This position coordinates efforts with the Site Manager in AMP 2 and the Housing Choice Voucher Program to provide decent, safe, and sanitary housing for a greater number of low-income families in the City of Marion, Illinois.

Duties and Responsibilities

General Administration

• Present a professional image and attitude while supporting the objectives of the Housing Authority and the welfare of participants.
• Answer telephone calls and greet office visitors pleasantly and professionally.
• Maintain courteous communication with participants, applicants, and the general public.
• Maintain general office files and records.
• Prepare letters, memos, and other correspondence as needed.
• Perform other duties as instructed by the Executive Director.

Site Manager – AMP 1

164 Elderly/Disabled Units

• Assist in developing and recommending policies governing applications for Public Housing, family selection, computation of gross family contribution, rent adjustments, family recertification, and complaint procedures.
• Actively seek applicant participation through extensive outreach efforts.
• Work with maintenance personnel to coordinate apartment turnover and prepare units for occupancy.
• Work with the housing inspector to coordinate unit inspections related to housekeeping, infestations, and complaints.
• Develop and maintain positive working relationships with social service agencies, local officials, and community organizations regarding the Public Housing Program.
• Perform annual recertifications for all participants.
• Perform interim recertifications as necessary.
• Maintain accurate and complete participant files.
• Verify participant income and other eligibility criteria to ensure information is accurate.
• Maintain responsibility for the care and custody of funds, including rent collection, deposits, and accurate records of receipts and disbursements for the Public Housing Program.
• Maintain effective office practices and procedures to ensure prompt and efficient processing of records.
• Prepare monthly reports on program progress for review by the Board of Commissioners.
• Provide regular reports to the Executive Director regarding program status.
• Continuously evaluate the Public Housing Program through established controls.
• Interpret federal regulations as they apply to the Public Housing Program.
• Maintain submission of 50058 information to PIC and regularly review reports to ensure information remains current and accurate.
• Comply with the Admissions and Continued Occupancy Plan (ACOP) and other related policies and procedures adopted by the Housing Authority.
• Attend workshops, seminars, training sessions, and certification programs as instructed by the Executive Director.
• Perform other duties as assigned by the Executive Director.

Intake Responsibilities

Primary intake responsibilities are handled by the Accounts Payable Clerk. The Site Manager / Intake – AMP 1 will assist with the following:

• Distribute applications for both Public Housing and Section 8.
• Receive and process housing applications.
• Obtain necessary verifications.
• Process references.
• Process criminal background checks.
• Determine preliminary eligibility for assistance.
• Maintain Public Housing Waiting List files.
• Work with Site Managers and the Section 8 Coordinator to purge and update waiting lists as necessary.
• When vacancies occur, work with Site Managers to offer applications to the top three applicant families on the applicable waiting list.

Skills and Knowledge Requirements

• Knowledge of, or ability to become knowledgeable about, the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners and HUD regulations.
• Knowledge of, or ability to learn, local, state, and federal laws governing public and other subsidized housing programs.
• Knowledge of, or ability to learn, the Public Housing Admissions and Continued Occupancy Plan (ACOP) and other participant-related Housing Authority policies.
• Knowledge of basic modern office practices, procedures, and equipment.
• Ability to perform mathematical calculations quickly and accurately.
• Ability to use standard office equipment, including telephone, fax machine, copier, and computer.
• Ability to interact courteously and tactfully with the general public.
• Ability to establish and maintain effective working relationships with peers, supervisors, applicants, participants, landlords, and the general public.
• Ability to handle confidential matters with discretion, prioritize responsibilities, and exercise sound judgment when managing time and workload.
• Willingness and ability to cross-train with other Housing Authority employees.
• Willingness and ability to attend workshops, seminars, training sessions, and certification programs as instructed by the Executive Director.

Qualifications

• High school diploma or equivalent.
• One to three years of experience in property management or related public-facing work.
• Strong organizational skills.
• Professional and appropriate appearance.
• Ability to understand instructions and work effectively with other employees.
• Ability to read and understand policies, procedures, regulations, and related materials.
• Ability to work effectively with and understand the needs of applicants and participants.
• Accurate typing skills and computer literacy, with the ability to learn appropriate Housing Authority software.
• Ability to accurately operate a calculator, fax machine, copier, computer, and other standard office equipment.
• Valid driver’s license.
• Ability to be covered under the Housing Authority’s fidelity bond.
