Position Overview:

The Subject Matter Expert II will support the Department of Defense (DoD) Chief Information Officer (CIO) in advancing and managing IT standards, technical profiles, and interoperability frameworks across the enterprise. This role involves contributing expert-level insights to ensure consistency, compliance, and strategic alignment of technical standards with enterprise architecture and modernization initiatives. The SME will assist in the governance of the DoD IT Standards Registry (DISR) and collaborate with stakeholders across the DoD enterprise.

Key Responsibilities:

• Contribute to the development and maintenance of DoD IT standards and technical profiles to ensure interoperability across systems.
• Support the governance and lifecycle management of the DoD IT Standards Registry (DISR), including coordination with DISA and other stakeholders.
• Participate in technical working groups, including the Joint Enterprise Standards Committee (JESC), providing input on standards adoption and applicability.
• Review and assess proposed IT initiatives for alignment with approved standards and interoperability frameworks.
• Assist in developing documentation, reports, and strategic briefs for DoD leadership related to IT standards and profiles.
• Track updates to authoritative standards and identify potential gaps or risks to interoperability.
• Support efforts to educate and guide Components and stakeholders on the appropriate application of IT standards in system development and acquisition.

Qualifications:

Required:
• Active Top Secret / SCI (TS/SCI) clearance.
• 8+ years of experience in enterprise IT, technical standards, or system interoperability, preferably within a DoD environment.
• Knowledge of DoD standards governance processes, including experience with DISR or similar registries.
• Familiarity with the DoD Architecture Framework (DoDAF) and data standards.
• Strong communication and collaboration skills, with experience working across organizations.

Preferred:
• Bachelor’s or Master’s degree in Information Technology, Systems Engineering, or a related field.
• Prior experience with Joint Staff, DISA, or DoD CIO technical working groups.
• Industry certifications such as CISSP, TOGAF, or equivalent.
• Understanding of XML schemas, interface standards, and architecture modeling tools.

Clearance Required:

Active Top Secret / SCI (TS/SCI)
