GBS is seeking a Computer Systems Engineer/Architect – Senior responsible for developing, maintaining, and overseeing the technical architecture of client's enterprise systems, including FPPS, NextFPPS, and associated web and database components. This position ensures that system designs meet client's standards for performance, scalability, and security while integrating legacy mainframe and open-system environments. The work will be performed remotely with occasional on-site visits.

Job Functions

  • Develop and maintain system architectures for enterprise HR and payroll systems such as FPPS, NextFPPS, and related web and database components.
  • Design, document, and review the architecture of applications and infrastructure, ensuring scalability, performance, and security across mainframe and open-systems environments.
  • Conduct system-level analysis and trade studies to evaluate performance, capacity, and integration options for legacy and modernized systems.
  • Identify, design, and oversee system interfaces among HRD applications, middleware (EntireX, Tomcat/TomEE), and database platforms (ADABAS, Oracle, Postgres).
  • Map and maintain traceability from system requirements to design and implementation artifacts.
  • Collaborate with developers and DBAs to ensure design consistency, logical data flow, and optimized resource usage.
  • Perform systems configuration management-installing new application products, applying patches, and ensuring adherence to DOI/IBC standards.
  • Plan and execute technical refresh activities, identifying obsolete technologies and recommending replacement solutions with cost/benefit analyses.
  • Support COOP and disaster-recovery planning, providing system architecture inputs to continuity tests.
  • Provide technical leadership for performance tuning, load balancing, and systems integration.
  • Ensure compliance with Federal IT security controls, privacy standards, and Section 508 requirements.
  • Document architecture diagrams, interface specifications, and configuration baselines using standard modeling and documentation tools (Visio, SharePoint, MS Project).

Experience Requirements

  • Strong understanding of computer systems, networking, databases, and various hardware and software technologies.
  • Capacity to plan for short-term and long-term IT needs and develop comprehensive architectural visions.
  • Strong verbal and written communication skills to collaborate with technical teams and explain complex ideas to stakeholders.
  • Ability to diagnose issues, identify limitations, and develop effective solutions for complex systems.

Skills and Abilities

  • Expertise in systems engineering methodologies and lifecycle processes.
  • Strong understanding of IT infrastructure, networking, cloud computing, and cybersecurity.
  • Knowledge of compliance frameworks such as NIST, FISMA, and FedRAMP.
  • Experience with system modeling tools and enterprise architecture frameworks.
  • Excellent problem-solving, analytical, and communication skills.

Education / Certification Requirements

  • Bachelor's or Master's degree in Systems Engineering, Computer Science, or a related field.
  • 5-10 years of experience in systems engineering, preferably in a government environment.
  • Must be a US Citizen or Permanent Resident
  • Must be able to obtain a position of public trust with the US Government
