Job Summary:

  • The FOIA Analyst II will provide legal, analytical, and administrative support to PBGC’s Disclosure Division, assisting with the processing of Freedom of Information Act (FOIA) and Privacy Act requests.
  • The role involves managing the full lifecycle of FOIA requests, from intake and tracking to drafting disclosure determinations and finalizing case closures, while ensuring compliance with applicable laws, regulations, and PBGC procedures.

Responsibilities:

  • Submit weekly status reports to the COR detailing daily activities, hours worked, and anticipated assignments.
  • Locate, collect, and review responsive records through both manual and electronic searches, including PBGC’s Image Processing and Case Administration Systems.
  • Process FOIA requests in PBGC’s electronic cloud-based system, importing documents, applying redactions, and tracking progress.
  • Draft disclosure determination letters, incorporating required citations, rationale for exemptions, appeal rights, and fee statements.
  • Respond to FOIA-related phone inquiries, provide request status updates, and offer submission guidance.
  • Transmit disclosure packages via email, fax, or secure file transfer platforms such as Leap FILE.
  • Manage FOIA intake, including logging requests into tracking systems, creating electronic and hardcopy case files, identifying duplicate requests, and closing completed cases.
  • Review outgoing correspondence for accuracy, grammar, completeness, and inclusion of required attachments.
  • Answer inquiries from internal offices and the public regarding FOIA processes and case status.
  • Perform other FOIA-related duties as assigned.

Experience Required: ​​

  • 4+ years of experience providing FOIA and Privacy Act request processing services of similar complexity.
  • Experience conducting manual and electronic searches for responsive records using records management and case administration systems.
  • Experience drafting disclosure determination letters, applying FOIA exemptions, and preparing redacted records.
  • Experience in FOIA intake, tracking, correspondence, and case closure procedures.
  • Experience providing phone-based FOIA support, including status updates, request submission guidance, and package transmission.

Preferred Skills:

  • Knowledge of FOIA and Privacy Act laws, regulations, exemptions, and procedural requirements.
  • Proficiency in cloud-based FOIA processing tools, electronic document management systems, and Microsoft Office Suite.
  • Strong research, analytical, and redaction skills.
  • Excellent written and verbal communication skills with attention to detail and accuracy.
  • Ability to manage multiple requests under tight deadlines while maintaining confidentiality of sensitive information.

Educational Qualifications:

  • Bachelor’s degree required.


Additional Requirements:

  • Must be able to obtain and maintain a favorably adjudicated Public Trust Clearance.
  • Must pass a criminal background check and meet federal agency security requirements.
