Appointment Type: Full time, Permanent Exempt appointment (up to 3 years). This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

About The Park Stop Program

The Park Stop Program is a workforce development initiative operated by the San Francisco Recreation and Park Department in partnership with the Human Services Agency (HSA). The program’s mission is to ensure safe, clean, and welcoming restroom facilities at the City’s busiest parks while providing essential workplace skills training to introduce participants to career pathways in public service. The program provides a structured, in-house custodial training pathway for participants classified as 9910 Custodial Assistants, who perform ambassadorial and light custodial duties at high-traffic park restroom facilities.

Beginning in 2025, RPD deployed Park Stop Facility Attendants (9910 Custodial Assistants) to provide light custodial and ambassadorial support, alongside 2708 Custodians who perform standard custodial duties. Together, they uphold the City’s high standards for cleanliness, hospitality, and public engagement.

Job Description

This position serves as the field supervisor for the Park Stop Program, a workforce development partnership between the San Francisco Recreation and Park Department and the Human Services Agency (HSA). The 2718 Custodial Supervisor will potentially oversee both 9910 Custodial Assistants and 2708 Custodians, ensuring that restrooms meet departmental standards for cleanliness, safety, and customer service. The incumbent will work with the program manager to develop and implement a training plan for the Park Stop participants, train and evaluate staff according to that plan, and coordinate field assignments, quality assurance, and communication with departmental management and HSA partners to support successful program outcomes.

Essential Duties and Responsibilities

  • Develop and implement a Park Stop Program training plan for staff on tasks that align with Park Stop attendant duties, emphasizing skill-building, safe work practices, and professional conduct.
  • Train, coach, and evaluate staff according to the established Park Stop Program training plan, providing mentorship and guidance to entry-level employees who may be new to the workforce.
  • Make regular field checks of restroom facilities and other assigned areas to maintain high standards of work performance, ensuring quality, safety, and satisfactory progress; inspect and secure facilities as needed.
  • Work alongside staff and provide coverage as needed to maintain operational continuity, model best practices, and support team development.
  • Evaluate and support staff performance through written evaluations, documentation, counseling, and participation in disciplinary processes consistent with departmental and City policies; reinforce expectations for attendance, professionalism, and teamwork.
  • Develop, update, and evaluate work and safety standards, policies, and procedures by inspecting service quality, enforcing established protocols, and recommending improvements; conduct or oversee staff safety meetings and training sessions.
  • Schedule and assign ambassadorial and maintenance staff to park restroom facilities to ensure consistent coverage, efficient deployment, and timely response to operational needs; monitor timekeeping, leave usage, and staffing patterns to maintain continuity of service.
  • Monitor and manage supply inventories, ensuring that materials are ordered, stored, and distributed efficiently to meet field needs.
  • Serve as a field contact for the public, staff, and other City departments regarding program operations, maintaining a professional and courteous presence.
  • Receive, investigate, and respond to customer or community feedback and complaints regarding facility conditions or services; coordinate appropriate corrective action.
  • Communicate effectively with staff, clients, vendors, and administrators—both in person and in writing—by preparing and completing reports, memos, schedules, and email correspondence.
  • Drive a truck to various job sites to facilitate field operations, staff supervision, and program monitoring.
  • Perform related duties and responsibilities as assigned.

Qualifications

1. Two (2) years of verifiable experience as a custodial supervisor (equivalent to City class 2716) responsible for the supervision of a large group of employees engaged in custodial work; AND

2. Possession of a valid driver's license. NOTE: All appointees will be required to possess and maintain a good driving record.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Experience in ambassadorial and public engagement roles and prior experience in providing and participating in de-escalation training.
  • Experience working in exterior public spaces as an ambassador and/or custodian.
  • Ability (strong) to work effectively in challenging locations and solicit cooperation from park users and community members.
  • Ability (strong) to participate alongside an assigned crew engaged in performing a variety of cleaning tasks in buildings and surrounding areas at multiple sites.
  • Ability (strong) to schedule operations of a large crew and provide consistent coverage with fluctuating staffing levels.
  • Knowledge (strong) of Microsoft Office Suite (Outlook, Word, Excel, etc.).
  • Ability (strong) to participate proactively with other city staff, community members, and event organizers—including evenings and weekends—to sustain and build relationships and drive improvements.
  • Ability (basic) and willingness to drive to/from various locations in the City to perform daily responsibilities.
  • Ability (strong) to communicate both orally and in writing with others.
  • Ability (strong) to manage and maintain a positive, professional, productive, efficient, safe, and harmonious working crew.
  • Ability (strong) to maintain custodial supply inventories.
  • Ability (strong) to identify and solve problems in a timely and thoughtful manner.
  • Knowledge (strong) of and hands-on experience with custodial best practices.
  • Experience overseeing the safe use and maintenance of custodial equipment.
  • Experience using power washers, floor scrubbers, backpack blowers, and other custodial equipment.
  • Experience in disciplinary processes, including counseling, verbal warnings, written warnings, and documentation for and participation in Skelly Hearings.
