With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

Program Description:

The agency is embarking on a data modernization initiative to accelerate its data strategy. During the COVID-19 pandemic, data was the life blood of the agency’s response to making informed data-driven decisions and policies that directly impacts the lives of New Yorkers. These included operational data in our vaccination campaign at the Vaccine Hubs, distribution strategy throughout the city’s vaccine infrastructure, as well as health equity data breaking down lab tests, positive cases, hospitalizations, deaths, and vaccination rates by age, place, and race. With grant funding support from the Centers for Disease Control (CDC), DOHMH is embarking on a data modernization initiative to move from siloed and brittle public health data systems to connected, resilient, adaptable, and sustainable systems. This initiative is not just about technology, but also about putting the right people, processes, and policies in place.

NYC DOHMH’s modernization strategy focuses on key areas in data collection, storage, processing (including transformation, standardization, matching, deduplication), data integration and exchange, data analysis and data reporting and visualization

The DMI initiative will allow DOHMH to build up foundational technology capabilities within the Division of Information Technology. This includes increasing capacity, knowledge, and experience with Azure cloud technologies within the broader NYC cloud and cybersecurity infrastructure and all within the context of public health.

Summary of Position:

We are seeking a highly skilled Senior .NET Developer to join our core team focused on the "eOrder" initiative—a critical project designed to modernize and streamline the electronic transmission and processing of laboratory and radiology orders between our Electronic Health Record (EHR) system and various external providers and internal services. This project is at the intersection of modern software development and mission-critical healthcare data exchange.

You will be responsible for the full lifecycle development, from design and implementation to deployment and maintenance, of integration services and APIs that handle high-volume clinical data. A deep understanding of healthcare messaging standards, particularly HL7, is mandatory for success in this role.

Job Duties:

  • Design, develop, and maintain robust integration engines and middleware using C#/.NET Core to process, parse, transform, and validate HL7 messages (v2 and potentially v3/CDA) for orders (ORM) and results (ORU).
  • Develop secure, high-performance RESTful APIs and microservices using ASP.NET Core for internal and external consumption related to order management and status tracking.
  • Work with relational (SQL Server) and NoSQL databases, ensuring data integrity, optimized queries, and efficient storage of order metadata and transactional logs.
  • Implement and maintain CI/CD pipelines and deploy services using Azure DevOps, focusing on scalability, security, and performance within the Azure cloud environment.
  • Act as a subject matter expert during troubleshooting sessions, diagnosing issues related to message routing, transport protocols (MLLP, HTTPS), and data mapping within the integration layer.
  • Work closely with clinical analysts, interface engineers, and testing teams to ensure solutions meet strict regulatory compliance and clinical requirements.

Qualifications and Requirements:

  • 7+ years of professional software development experience.
  • Expert proficiency in C# and the .NET / .NET Core framework.
  • 3+ years of experience working specifically with HL7 messaging standards (v2), including detailed knowledge of segments like PID, PV1, OBR, ORC, and message types like ORM (Orders) and ORU (Results).
  • Demonstrable experience developing and deploying services using ASP.NET Core (Web API, Microservices).
  • Strong understanding of modern architectural patterns (e.g., Microservices, Event-Driven Architecture).
  • Proficiency in SQL and experience with SQL Server, including stored procedures and complex query optimization.
  • Experience with SSIS packages.
  • Experience with reporting tools such as SSRS, Power BI, or similar platforms.
  • Familiarity with cloud platforms (preferably Azure, including App Services, Functions, and Service Bus/Event Hub).

Additional Information:

  • This is a temporary grant-funded position ending in November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
