Job Description
Turner & Townsend are looking for a Technical Engineering Director to work with our team alongside a key technology client. The role will be responsible for developing CQV procedures and managing the efforts of a third-party group. This role will also work closely with the QA/QC Director.
The ideal candidate will be resilient, self-starter, and able to take the initiative and drive activities with limited supervision. This role requires a minimum of 20 years leading and directing CQV professionals. This person will have experience of a strong scientific or engineering background with CRDR IQ, OQ, PQ.
The Director of Technical Engineering will serve as the senior technical authority for all engineering activities across our nationwide portfolio of megaprojects. This role carries engineering stamp responsibility for major capital programs and ensures that all designs, technical decisions, and engineering deliverables meet the highest standards of safety, quality, compliance, and performance.
The ideal candidate brings deep expertise in fiber and electrical engineering, combined with extensive experience delivering data centers, semiconductor facilities, energy systems, or large‑scale infrastructure megaprojects. This leader will oversee all aspects of engineering governance, commissioning, QA/QC, technical risk management, and design assurance across multi‑billion‑dollar programs.
This is a highly visible, mission‑critical role requiring exceptional technical judgment, cross‑disciplinary engineering knowledge, and the ability to lead technical teams across complex, fast‑paced environments.
Responsibilities:
Technical Leadership & Engineering Governance

Serve as the Engineer of Record (EoR) or equivalent technical authority for select megaprojects, holding engineering stamp responsibility where required.

Establish and enforce engineering standards, design criteria, and technical governance frameworks across all projects.

Provide executive oversight of multidisciplinary engineering teams, ensuring alignment with program objectives, regulatory requirements, and industry best practices.

Lead technical risk assessments, design reviews, and constructability evaluations for all major engineering packages.
Electrical, Fiber, and Specialty Systems Expertise

Oversee the design, integration, and commissioning of electrical distribution systems, fiber networks, critical power systems, and high‑density technical infrastructure.

Ensure engineering solutions meet the stringent requirements of mission‑critical environments such as data centers and semiconductor fabs.

Guide the development of resilient, scalable, and energy‑efficient systems across all megaprojects.
Megaproject Delivery & Technical Oversight

Provide technical direction for capital programs exceeding $1B, including planning, design, procurement, construction, commissioning, and turnover.

Partner with project directors, construction leadership, and external engineering firms to ensure seamless integration of engineering into program delivery.

Oversee technical interfaces across civil, structural, mechanical, electrical, fiber, controls, and specialty systems.
Commissioning, QA/QC & Technical Assurance

Lead commissioning strategy and execution for all major systems, ensuring performance validation and operational readiness.

Establish QA/QC frameworks and conduct technical audits to ensure engineering integrity throughout the project lifecycle.

Drive continuous improvement in engineering processes, documentation, and technical standards.
Stakeholder & Regulatory Engagement

Serve as the senior technical representative in discussions with clients, regulatory agencies, utilities, and key partners.

Ensure compliance with federal, state, and local engineering regulations, codes, and permitting requirements.

Provide expert guidance on technical claims, change management, and engineering‑related disputes.

SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications

Required
-
Bachelor’s degree in Electrical Engineering, Fiber/Telecom Engineering, or related discipline (Master’s preferred).

Licensed Professional Engineer (PE) with ability to obtain multi‑state licensure; eligible to stamp engineering documents.

15+ years of engineering leadership experience, including oversight of large‑scale capital projects.

Proven experience delivering data centers, semiconductor facilities, energy systems, or major infrastructure megaprojects.

Deep technical expertise in electrical systems, fiber networks, critical power, and high‑reliability engineering environments.
-
Strong background in commissioning, QA/QC, technical risk management, and engineering governance.

Demonstrated ability to lead multidisciplinary engineering teams across complex, high‑pressure programs.

Preferred

Experience with EPC/EPCM delivery models.

Familiarity with hyperscale data center requirements, cleanroom environments, or high‑density industrial systems.

Certifications such as CxA, PMP, or LEED AP.

Salary range for this nationwide role is $250k base and upwards, based on experience and location.
