The Mid-Level Contract and Acquisition Specialist shall provide support in processing a wide variety of service and commercial item acquisitions and contracts such as all types of requirements which include the following: simplified acquisitions, small to large dollar contracts, varied contract types (i.e. Labor Hour, Firm-Fixed Price (FFP), cost type etc.), purchase orders, Inter/Intra-Agency Agreements (IAAs), Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), task, delivery and call orders etc. Commonly, TAD-40 procures requirements utilizing various contract methods such as those cited in FAR Parts 5, 12 - 15, 37, 43 and FAR Subpart 8.4 Federal Supply Schedules (FSS). In addition, TAD-40 work performed utilizes the pricing mechanism and principles described at FAR Part 16, Types of Contracts.

Requirements:

  • Provides mid-level expertise and knowledge concerning acquisitions in various stages of the procurement process (i.e. acquisition planning, market research/analysis, preparation of solicitations/Request for Proposals (RFP) and Request for Quotes (RFQ), review of information provided for evaluation, review Statement of Work (SOW), Statement of Objectives (SOO) and Performance Work Statements (PWS) developed).
  • Works under general oversight of the COR in performance of contractual support for two acquisition divisions within FTA concerning contract management activities respectively.
  • Prepares or reviews pre-procurement packages as well as maintains work items and provides effectively the status of all contractual actions.
  • Utilizes knowledge to select and contribute to assistance of the administration of various contract mechanisms such as contracts, task orders, Blanket Purchase Agreements (BPAs), call orders and purchase orders etc.
  • Able to utilize different contract types such as Firm-Fixed Price (FFP), Cost Reimbursable, Labor Hour (LH), Time and Materials (T&M) etc. for actions.
  • Handles complex problems through resolution, assists with validation of data, completes tasks successfully, assists with advertising, soliciting, constructing, awarding, and administering contractual actions.
  • Assists with preparing all contractual actions with use of acquisition E-Gov tools and systems, assist with other task assignments within the acquisition scope as notified by the Contracting Officer’s Representative (COR) to support FTA programs not otherwise specified herein.
  • Must have mid-level expert knowledge and hands-on experience (equivalent to at least FAC Level II training and experience) in Federal acquisitions and acquisition operations (see www.fai.gov) website for more information concerning the competencies for FAC-C Level II.)
  • Experience in processing acquisitions utilizing various parts of the FAR such as Subpart 8.4 Federal Supply Schedules, Part 12: Acquisitions of Commercial Items, Part 13: Simplified Acquisitions, Part 37: Service Contracting and Part 43: Contract Modifications and Part 4.804: Closeout of Contract files.
  • Possesses ability to assist the program office with the appropriate preparation of purchase request (PR), packages for input into a contracting system, understand what documents shall be attached to the actual PR package as supporting documentation and what the purpose for each.
  • Reviews acquisition packages prior to submission to the Acquisition Office, assists in the review of existing contracts to determine compliance with applicable laws, regulations and policies.
  • Possesses the ability to work closely with mid-level or lower-level program professionals to develop acquisition documentation and assists SME’s (COR and program offices) with acquisition planning to develop requirements and evaluation criteria for acquisitions.
  • Assists program personnel with the development of acquisition plans; acquisition requirements (SOW, SOO, PWS), functional requirements or specifications, market research reports, determination and findings, and exception to fair opportunity statements, and justification and approval.
  • Attends relevant meetings involving the program and acquisitions office. Meetings must not cause any potential conflict of issue situations. Take meeting notes and use various methods of communication to effectively communicate with people at various levels of the organization.
  • Must possess demonstrated ability to handle complex problems through resolution, assist with validation of data, complete tasks needed to successfully assist with advertising, soliciting, constructing, awarding, and administering contractual actions (i.e. contract modifications).
  • Maintains and keeps an updated electronic excel spreadsheet of the status on all contract actions for which assistance has been provided.
  • Works under general supervision of the PMO Division and Operations Division contract management, respectively.
  • Reviews Acquisition packages prior to submission to the Acquisition Office, assists in the review of existing contracts to determine compliance with applicable laws, regulations and policies.
  • As required, assists in the management of reporting requirements.
  • Able to independently analyze work assignments and provide feedback to the Government as required. DELIVERABLES AND DELIVERABLE SCHEDULE Monthly status reports shall be provided to the COR via email with a copy to the CO and Contract Specialist on the 5th day of each month via email.

Special Qualifications and Notes:

  • Must possess a Public Trust Clearance
  • With limited guidance, personnel must be able to successfully assist with carrying out pre-determined and recurring contract administration duties.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to work independently as well as act as a team player and work collaboratively.
  • Strong analytical and problem-solving skills.
  • Customer Relationship Management (CRM) experience is desired.


Required Background, Education and Skills:

  • Bachelor’s Degree or its equivalent or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • 3-5 years of relevant experience in the contracting, contracts and/or acquisition fields.
  • Knowledge of, and experience with the Federal Acquisition Regulation (FAR)
  • Knowledge, exposure and ability to utilize different contract types (i.e. FFP, Cost Reimbursable, LH, T&M etc.) as needed.
  • Excellent computer skills, especially in the use of Microsoft (MS) Office products/Suite such as Word, Outlook, Excel, MS Teams, etc., PRISM and possess analytical skills. Knowledge of SharePoint is also desired.

DAILY HOURS OF PERFORMANCE The Contractor shall perform an 8-hour workday (Monday - Friday) – between the regular core work hours of FTA Program Office staff–earliest 7:00 a.m.; with latest departure 6:00 pm Eastern Standard Time (EST).


Washington, DC - All work conducted concerning the requirement must be performed within the United States and its territories.
