The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.
The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY
The Database Administrator is responsible for administering and maintaining the organization’s on-premises and Azure-based database platforms. Ensure high availability, security, and optimal performance by following established standards, procedures, and automation practices. Work includes building and executing SQL and cloud-native scripts to manage and modify data, collaborating with the Senior Database Administrator on performance and scalability improvements, and leading initiatives for physical data modeling and architecture design across hybrid infrastructures.
DUTIES AND RESPONSIBILITIES
• Installs, Patches, upgrades and maintains the system health for the database servers.
• Builds database schemas and structures based on customer needs and established standards
• Suggests performance tuning database systems/servers and database structures.
• Identifies database requirements by interviewing customers; analyzing department applications, programming, and operations; and evaluating existing systems and designing proposed systems.
• Evaluates and runs SQL and other Database scripts.
• Azure Data Factory (ADF) pipeline management
• Uses data and database processes and procedures for daily tasks such as log analysis.
• Implements and maintains transactional replication for the database environment
• Troubleshooting DB integrity and performance issues
• SQL Job scheduling and automation
• Backup and restore strategy
• Indexing and parameter optimization
• Utility and tool development for DB support
• Collaborate across Dev and User teams related to database setup and data related activities.
• On-call rotation support
• Monitoring tool assessment and set up
• Evaluates Security Auditing and Maintaining server & DB permissions
• Documents business continuity, plan processes and procedures.
• Troubleshoots and resolves database integrity issues, blocking and deadlocking issues, replication issues, log shipping issues, connectivity issues, security issues etc.
• Develop and maintain SQL Jobs based on maintenance tasks as well as tools and requirements of Dev and User communities.
• Runs and schedules backup schedules to meet organizational RTO and RPOs.
• Restore data and databases based on organizational needs.
• Test restores data recovery at a regular interval.
• Participate and provide feedback on Disaster recovery plans and tests
• Maintains database performance by calculating optimum values for database parameters.
• Creates and suggests changes to indexes and performance methods.
• Supports database functions by designing and coding utilities.
• Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
• Contribute to team effort by accomplishing related results as needed.
• Work closely with various Dev and User Community teams in progress of HBE goals/strategies.
• Supporting Microsoft SQL Server Integration Services (SSIS)
• Generating the reports using Microsoft SQL Server Reporting Services (SSRS)
• Modelling the data using Microsoft Data Warehouse technologies
• Create database reports using Business Intelligence concepts and best practices
• Making the changes to database related DNS, DHCP, Active Directory and Group policies
• DB migration—Migrating the databases from on premise to Azure SQL
• Identify the big tables and partitioning the tables based on the usage and application along, Compression and Encryption
• Configuring the SQL Monitoring system or similar products for managing multiple SQL Server instances
• Conducting Root Cause Analysis and SOP documents
QUALIFICATIONS
Required:
• Seven years of experience in enterprise SQL Database administration with large-scale, mission-critical applications (Microsoft SQL Server 2016+, MySQL, etc.)
• Experience with SSMS, MS tools, Azure VM deployment, lifecycle patching, Azure SQL database
• Experience with Data modeling, ER/physical design tools
• Experience with Database Server Performance and Optimization tools
• Experience in understanding Online Transaction Processing (OLTP), and Online Analytical Processing (OLAP) concepts
• Experience in ADF triggers and activities, data integration, performance monitoring
• Experience in role-based access control, Active Directory, Azure AD, encryption standards
• Experience in implementation of replicate database
• Experience in using performance tools like Extended Events, SQL Profiler, Azure Diagnostics, blocking/deadlock analysis
• Experiencing in scheduling jobs using SQL Agent, ADF scheduling, Logic Apps for orchestration
• Experience managing database backup, restore and data archiving tasks, Azure Backup, Recovery Vault, LRS, ZRS restore validation and compliance
• Experience in Database performance metrics, query optimization tools, cloud-based tuning
• Excellent written, oral and presentation skills and ability to communicate complex concepts
• Experience being on call rotation support 24*7 for monitoring and handling severity problems
• Familiarity with SQL Monitor or similar products for managing multiple SQL Server instances Azure cloud, third party tools
• Experience in Database Auditing, Roles and permissions
• Better understanding on Database internals
• Experience with Database backup and restore
• Experience with Database PAAS solution for backup and recovery
• Experience with Database PAAS for recovery
• Database design
• Excellent analytical skills: ability to identify core issues and formulate a workable plan of action for complex problems that cross the boundaries of database, operating system, and application.
• Self-motivated and driven to improve processes and increase velocity
• Experience of working with Data Warehouse teams and understanding concepts
• Better understanding on BI tools
Desired:
• Bachelor’s degree in computer science or related field, or equivalent training and experience
• Scripting knowledge for automating day to day tasks (Shell script, Power shell)
• Experience in automation tools like PowerShell, Python, Azure SDKs, SSMS scripting, tooling automation
• Experience in Develop and maintain SQL Jobs based on maintenance tasks as well as tools and requirements of Dev and User communities.
• Experience in participate and provide feedback on Disaster recovery plans and tests in disaster recovery setup and maintenance

SALARY INFORMATION
Full Salary Range: $81,690.00 to $122,535.00 annually, with midpoint at $102,113.00.
Hiring Range: $93,944.00 and $102,113.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer.
The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS
Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The incumbent in this role will also be required to complete a federal fingerprint background check. The results of these background screens must meet the Exchange s eligibility standards.
