Capability Portfolio Management Subject Matter Expert (Special Programs SME IV)
Premier Enterprise Solutions is seeking a Capability Portfolio Management Subject Matter Expert to provide analytical support to the DoD Mission Partner Environment Executive Agent (DoD MPE EA). Leveraging DoD Directive 7045.20, Capability Portfolio Management, this position will provide expert support services across the full spectrum of CPM activities.
Tasks will include:
- Strategic Alignment: Assist in aligning capability portfolios with National Defense Strategy (NDS) objectives, Joint Defense Planning Scenarios (JDPS), and other relevant strategic guidance.
- Conduct research and analysis of relevant strategic guidance documents.
- Develop and maintain a repository of strategic objectives and requirements related to DoD MPE capabilities.
- Develop and report frameworks and methodologies for assessing the alignment of capability portfolios with strategic objectives.
- Portfolio Analysis: Conduct comprehensive analysis of existing and emerging capabilities, identifying gaps, overlaps, and opportunities for optimization.
- Conduct comprehensive inventories of existing and emerging DoD MPE capabilities.
- Analyze capability portfolios to identify gaps, overlaps, and areas for improvement.
- Develop and apply analytical tools and models to support portfolio optimization decisions.
- Investment Planning: Develop and maintain capability portfolio investment plans that prioritize resources towards the highest priority capabilities.
- Develop and maintain capability portfolio investment plans that align with strategic priorities and resource constraints.
- Conduct cost-benefit analyses and other economic evaluations of capability investments.
- Develop recommendations for resource allocation decisions.
- Performance Measurement: Establish and track key performance indicators (KPIs) to assess the effectiveness of capability investments.
- Develop a comprehensive set of KPIs to track the performance of DoD MPE capabilities.
- Collect and analyze data on capability performance.
- Develop dashboards and other reporting tools to communicate performance information to decision-makers.
- Data Management: Develop and maintain comprehensive databases and analytical tools to support CPM activities.
- Recommend enhancements to databases and repositories for CPM-related data.
- Ensure the accuracy, completeness, and consistency of CPM data.
- Develop data management policies and procedures.
- Training and Facilitation: Provide training and facilitation support to DoD personnel on CPM principles and best practices.
- Recommend and advise on CPM principles and best practices.
- Facilitate working groups and other collaborative forums on CPM topics.
- Develop training materials and other resources to support CPM implementation.
SKILLS/QUALIFICATIONS:
- Seven (7) years of relevant experience as a functional or technical expert supporting DoD-wide enterprise- level Capability Portfolio Management
EDUCATION:
- Bachelor's degree is required
CLEARANCE
- Active Top Secret / SCI is required.
