Job Title: Freedom of Information Act (FOIA) Analysts – National Park Service

Location: Reston, VA

Contract: National Park Service/ Reston, VA

Period of Performance: One (1) Year Contract (with a possibility of extension)

Start Date: On or around September 27, 2025

Salary: Compensation $36.00 per hour (compensation may be subject to change)

Work Shift: 6:00 a.m. through 6:00 p.m. with required core hours of 9:30 a.m. through 2:30 p.m

Note: Must be highly experienced in using the

Microsoft Office Suite (to include Outlook, Word, and Excel).

Additionally:

  • The candidate must have three or more years of experience in analytical and administrative support

services, including advanced skills in processing records for release under the FOIA, and an

Associate’s degree or equivalent experience.

  • Manage intake processes for new requests in accordance with statutory and

    regulatory requirements, as well as DOI and NPS policies and guidelines.

  • Manage searches for new and existing requests in accordance with statutory and

    regulatory requirements, as well as DOI and NPS policies and guidelines.

  • Process records and prepare responses in accordance with statutory and regulatory requirements, as well as DOI and NPS policies and guidelines.

  • FOIA Administrative Support.

Job Description:

The candidate shall work closely with NPS FOIA Officers and Points of Contact (POCs), designated subject matter experts, the Information Management Program Manager, and the NPS FOIA Officer to respond to FOIA requests, including:

  • Manage intake processes for new requests in accordance with statutory and regulatory requirements, as well as DOI and NPS policies and guidelines, to include:
  • Monitoring FOIAXpress for new requests and referrals.
  • Monitoring mail, faxes, email accounts, and inputting new requests into FOIAXpress.
  • Analyzing incoming requests for procedural deficiencies.

  • Drafting acknowledgment letters.

  • Manage searches for new and existing requests in accordance with statutory and regulatory requirements, as well as DOI and NPS policies and guidelines, to include:
  • Identifying offices, personnel, and park units that may have responsive records.
  • Tasking searches and monitoring the responses to ensure searches are complete.
  • Follow up with custodians who do not reply within timeframes.
  • Ensuring custodians complete proper search documentation.
  • Providing guidance and hands-on training to custodians to assist with conducting proper searches of records.
  • Process records and prepare responses in accordance with statutory and regulatory requirements, as well as DOI and NPS policies and guidelines, to include:
  • Identifying information exempted from release in accordance with the applicable statutes and regulations described in Part 6 and applying the appropriate exemptions to the information.
  • Redacting protected information in records for FOIA requests, annotating on records the FOIA/Privacy Act (PA) exemptions or PA exceptions used to withhold safeguarded information, and preparing the agency response to FOIA/PA requests discussing the bases for the application of FOIA/PA exemptions and PA exceptions.
  • FOIA Administrative Support.
  • Creating and maintaining electronic administrative case files to include comprehensive documentation of actions taken in each case.
  • Updating cases in FOIAXpress to ensure accuracy of data and actions taken in processing requests.
  • Reconciling differences between administrative case files and FOIAXpress.
  • Preparing and posting monthly data quality audit reports, e.g., overdue fee waiver, expedited processing tasks, and missing perfected dates.

  • Preparing custom reports as needed.
  • Performing case file close-out, including archiving files.

Qualifications

  • The candidate must have three or more years of experience in analytical and administrative support

services, including advanced skills in processing records for release under the FOIA, and an

Associate’s degree or equivalent experience.

  • FOIA Analysts must be highly experienced in using the Microsoft Office Suite (to include Outlook, Word, and Excel), Adobe Acrobat, and electronic FOIA processing and e-discovery tools.
  • FOIA Analysts shall possess an excellent ability to communicate orally and in writing to assist, interpret, track, and document casework effectively.
  • The candidate shall ensure the Contractor’s employees possess certificates of training at an expert skill level for MS-Word and Adobe.
  • Candidate shall possess proven knowledge of requirements under Section 508 of the Rehabilitation Act of 1973 and understand how to technically ensure electronically fillable forms are 100% free of accessibility errors and how to minimize accessibility warnings whenever possible.
  • The Candidate possesses proven technical knowledge of the Freedom of Information Act, 5 U.S.C. § 552, sufficient to determine what information is or is not covered under this Act and to properly analyze documents and identify exempt information.
