About Us: Meals on Wheels Orange County is the largest nonprofit provider of nutrition and supportive services for at-risk older adults in Central and North Orange County. Our mission is to combat hunger and loneliness among older adults through nutritious meals, friendly visits, and safety checks and to support families through day services. Annually, we deliver nearly 2 million meals to 20,000 at-risk older adults.
Location: Santa Ana, CA
Hours: Monday - Friday, 8:00 AM - 4:30 PM
Salary Range: $80,000 - $90,000 annually (Salary will be determined based on factors such as geographic location, skills, education, and experience)
JOB SUMMARY: Under the direction of the Vice President (VP), Home and Care Services and The Senior Manager Enhanced Care Management will have overall strategic and operational responsibility for all program areas. The Quality Assurance Manager is part of the management team that drives program components as establish by organization strategic plan.
The Quality Assurance Manager's primary function is to ensure the continuity of best practices of our programs under CalAim programs including the ECM program. The Quality Assurance Manager will be responsible for evaluating program needs and current practices and creating and delivering a training development plan complete with materials, tutorials, instructions, and learning resources such as online modules and guides, including but not limited to industry evidenced-based practices.
The Quality Assurance Manager will also be responsible for researching and selecting the best platform to deliver and utilize training materials. Responsible for meeting contractual requirements, goals, quality measures, security "HIPPA"( CalAim, ECM, Managed Care systems) and Local, State, Federal guidelines.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human), and directs a quality/compliance support functions for the implementation and maintenance of Quality System essentials throughout the Adult Day Services programs in compliance with each departmental goals and objectives
- Ensure compliance with all guidelines, standards, regulations, and laws of the pertinent licensing, accrediting, credentialing, and regulatory agencies.
- Responsible for developing, implementing, and maintaining a robust training program for staff, and advancing quality systems
- Selects, assigns, directs, and evaluates the performance of department staff
- Manages, directs and coordinates health, wellness, Therapeutic and Social Programming, and facilities
- Demonstrate consistent quality of administration, communications and systems; recommend timelines and resources needed to achieve the program goals
- Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance
- Work with staff to develop systems to ensure consistent, high-quality project management
- Provide leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth
- Develop a schedule to assess training needs
- Consult with other trainers, managers, and leadership
- Conceptualize training materials based on data and research
- Create training strategies, initiatives, and materials
- Responsible for meeting departmental goals and key metrics as approved by Senior Management.
- Responsible for meeting Contractual goals and quality measures ( CalAim, ECM, Managed Care systems) and Local, State, Federal guidelines.
- Compiles program statistics, including participant surveys, staff survey, monitors and evaluates the effectiveness of and participation in program
- Effectively leading a performance-based and outcome-based program and staff. Developed and operationalized strategies that have taken a program or organization to the next stage of growth
- Work collaboratively with the senior management team to integrate cross program activities and functions
OTHER ESSENTIAL DUTIES:
- Participates in patient care planning responsive to age specific needs.
- Develops and maintains working relationships with community agencies.
- Participates in planning the social work component required in selected hospital programs.
- Performs basic administrative tasks related to the job; updating community resource lists, statistics, reports, and other routines as required
- Works with hospital case management team, and community-based organization
- Coaches patient’s and caregivers to overcome barriers identified
- Working knowledge of programs and services available in Orange County
- Other duties and special projects as assigned.
EDUCATION, EXPERIENCE AND QUALIFICATIONS:
- Graduate of an accredited educational institute with preference given to one of the following degrees: Social Work (Medical Social Worker), Nursing (Registered Nurse or Public Health Nurse), or Psychology.
- At least two years’ experience managing Quality Assurance Methodology in Care Services or program management or related leadership potential in a supervisory position required.
- Must have knowledge of the aging process and related psycho/social issues.
- Experience in, or knowledge of, physical, social and mental health programs operating within a licensed health facility or clinic required.
- Bilingual in Spanish or threshold language.
- Must have excellent communication, written and interpersonal skills
- Demonstrates a "can-do" spirit, a sense of optimism, and commitment
- Good problem-solving skills and critical thinking skills required
- Knowledge of state and federal programs that provide medical care and financial support to individuals
- Knowledge of community resources
- Ability to work with diverse patient and staff population
- Proficient in Microsoft Office (Word, Excel, Outlook).
- Experience working with the frail, elderly persons desired
