Job DescriptionSalary: $155,000 $175,000

The Bureau of Industry and Security (BIS) within the U.S. Department of Commerce is undergoing a comprehensive IT Modernization Initiative to modernize legacy systems supporting export controls, licensing, and enforcement operations. The IT Program Manager III will serve as a senior leader responsible for the successful execution, coordination, and delivery of modernization efforts across multiple program workstreams. This role requires deep expertise in IT program governance, agile delivery, federal acquisition processes, and stakeholder management. US citizenship and a T3 Secret clearance is required. This is a 4 day a week onsite role in Washington, DC. One day a week is remote.

The incumbent will act as a bridge between BIS business owners, technical teams, and federal oversight bodies to ensure that modernization activities meet mission goals, cybersecurity requirements, and schedule/cost constraints.


Responsibilities:

Program Leadership & Strategy

  • Lead planning and execution of the BIS IT Modernization Initiative, ensuring alignment with DOC enterprise IT strategy, security, and mission goals.
  • Manage program scope, schedule, cost, and performance using industry-standard frameworks (PMBOK, Agile, SAFe).
  • Establish governance and reporting mechanisms to track progress, risks, and performance metrics.
  • Coordinate with BIS leadership to define modernization milestones, success criteria, and performance outcomes.

Stakeholder Engagement

  • Serve as the primary liaison between BIS program offices, system owners, cybersecurity staff, contractors, and interagency partners.
  • Facilitate working groups, steering committees, and decision review boards.
  • Ensure transparent communication of progress, issues, and risks to executive stakeholders.

Technical Oversight

  • Oversee system modernization efforts including architecture redesign, cloud migration, cybersecurity compliance (FedRAMP, RMF), and data management.
  • Ensure integration between legacy systems, new platforms, and BISs enterprise data environments.
  • Support development and validation of business requirements, system specifications, and testing protocols.

Risk, Quality, and Compliance Management

  • Manage program risks and implement mitigation strategies to ensure continuity of operations.
  • Monitor contractor performance and ensure compliance with federal IT policies, cybersecurity mandates, and quality assurance plans.
  • Support the preparation of ATO packages and ensure adherence to RMF and NIST SP 800-53 security controls.

Financial & Contractual Management

  • Support contract management activities, including reviewing deliverables, managing budgets, and verifying contractor performance.
  • Prepare program documentation such as acquisition plans, performance work statements (PWS), and cost reports.


Requirements:


  • Bachelors degree in Information Technology, Computer Science, Engineering, or related field.
  • 10+ years of experience managing large-scale federal IT programs or enterprise modernization initiatives.
  • Proven record leading multi-disciplinary teams in Agile and hybrid delivery environments.
  • Strong knowledge of federal IT governance frameworks (OMB A-130, FITARA, FISMA).
  • Demonstrated experience with Risk Management Framework (RMF) and cybersecurity compliance.
  • Expertise in stakeholder communication, risk management, and performance reporting.
  • PMP, PgMP, or SAFe certification (required or must be obtained within 6 months).



Preferred Qualifications:


  • Masters degree in IT Management, Systems Engineering, or related field.
  • Experience supporting the U.S. Department of Commerce or other federal regulatory agencies.
  • Familiarity with export control systems, licensing workflows, or enforcement data systems.
  • Experience overseeing Salesforce, ServiceNow, or cloud-based modernization programs.
  • ITIL certification and experience implementing IT service management (ITSM) frameworks.

Writing/Communication:

The employee may support federal programs under contract. Contract compliance activities, including scope of work, deliverables, and reporting on contract management activities to Company leadership is required. Ability to clearly articulate and provide technical guidance and assistance to senior agency program managers in the application of the advanced principles, practices and techniques of a specialized field of engineering/science.

Teleworking: The company has a hybrid remote policy for all employees and is dependent upon the type of position.This position may be assigned to support a federal contract, or to work in office. The Companys teleworking eligibility may not apply if the employee is supporting a federal services contract. In this instance, the employee may be subject to federal telework policies and may be required to work onsite in the federal facility when requested.

Position Sensitivity and Risk Designation: Moderate Risk

The position may support federal or state contracts. When required, the employee must at least go through a basic background check that can yield a public trust designation to make sure you are reliable, trustworthy, and suitable for the job. Amoderate risk
positionis likely to produce a fair amount of harm or serious damage to the publics trust. The agency with whom the contract is with, will ask you for the necessary personal information to start the background investigation process. The amount of information youll need to give depends on the contract award. Following the investigation, the agency will make their trustworthiness determination.

The employee must sign and attest to the Companys non-disclosure statement.
