As Metrics bids to support the U.S. Coast Guard (USCG), we are seeking a Civil Engineering/Shore Infrastructure Subject Matter Expert (CE/SI SME) to provide expert-level policy and process recommendations for major and non-major acquisition programs. This position serves as a critical advisor to the Office of Acquisition Support and Systems Engineering Policy (CG-SID-9), ensuring that shore infrastructure acquisitions align with Department of Defense (DoD) and USCG standards.
The CE/SI SME will be responsible for identifying process gaps and delivering strategic guidance to senior USCG leadership to improve the efficiency of infrastructure acquisition programs.
Primary Responsibilities
- Policy Development & Improvement: Develop and provide expert-level policy support and process recommendations for major and non-major acquisition programs within the CE/SI domain.
- Gap Analysis: Proactively identify gaps and inefficiencies in current shore infrastructure acquisition policies and propose adjustments or new approaches.
- Strategic Advisory Support: Provide expert consultation and advice on Shore Infrastructure policies and processes in both verbal and written formats.
- Technical Documentation: Develop comprehensive reports, white papers, and policy recommendations aimed at improving CE/SI acquisition processes.
- Executive Briefing: Prepare and deliver high-level presentations to senior USCG officials regarding proposed policy changes and their potential mission impacts.
- Standardization: Assist in the development and maintenance of standardized documentation and briefing templates specifically for CE/SI programs.
- Interagency Coordination: Maintain currency on relevant CE/SI instructions within the DoD and USCG to advise the Office Chief on potential impacts to Coast Guard policies.
- Stakeholder Engagement: Participate in meetings and working groups to offer technical advice and support critical decision-making processes.
Minimum Qualifications
- Education: Bachelor’s Degree in Civil Engineering, Construction Management, or a related technical field.
- Experience:Minimum of 15 years of progressive experience in civil engineering or shore infrastructure project management.

- Significant experience supporting government acquisition programs, specifically within the Civil Engineering/Shore Infrastructure domain.
- Expertise:

- Deep, working knowledge of DoD and USCG shore infrastructure acquisition policies and processes.
- Proven ability to translate complex technical engineering requirements into actionable acquisition policy.
- Demonstrated experience in developing executive-level white papers and policy recommendations.
- Technical Skills: Proficiency with Microsoft Office Suite and collaborative platforms used for policy documentation and reporting.
- Communication: Exceptional verbal and written communication skills; must be able to influence senior government officials and stakeholders.
Preferred Qualifications
- Licensure: Professional Engineer (PE) license.
- Acquisition Certification: DAWIA Level III or FAC-P/PM certification in Program Management or Facilities Engineering.
- Prior Roles: Prior experience as a Senior Engineer or Program Manager within the USCG Shore Infrastructure Logistics Center (SILC) or NAVFAC.
- Specialized Knowledge: Familiarity with the Major Systems Acquisition Manual (MSAM) and Non-Major Acquisition Program (NMAP) frameworks as they apply to infrastructure.
