Land Development Preconstruction Manager

Location: North Wales, PA


Reports To: Director of Land Development


Position Summary

The Land Development Preconstruction Manager is responsible for the planning, estimating, budgeting, and coordination activities that prepare residential land development projects for construction. Working closely with the Director of Land Development, engineering consultants, utility companies, subcontractors, and internal project teams, this role ensures projects are financially accurate, technically complete, and construction-ready.


Key Responsibilities

  • Develop & maintain site development budgets from due diligence through construction.
  • Prepare conceptual budgets for prospective land acquisitions and update estimates as engineering plans change.
  • Perform detailed quantity takeoffs for grading, earthwork, utilities, stormwater management systems, roadways, erosion and sediment controls, and other site improvements.
  • Maintain historical cost data.
  • Review civil engineering plans for constructability, efficiency, and cost effectiveness.
  • Identify value engineering opportunities while maintaining project quality and compliance.
  • Work with engineering consultants to incorporate practical, cost-effective design solutions.
  • Prepare bid packages and coordinate requests for proposals from site contractors.
  • Assess contractor proposals, prepare bid comparisons, and assist with contractor selection and contract preparation.
  • Develop relationships with subcontractors, suppliers, and utility providers.
  • Create applications for electric, gas, communications, and other dry utilities.
  • Keep organized project files, drawings, specifications, and estimating documentation.
  • Have project planning and design review meetings while communicating estimating updates, budget changes, and constructability concerns to leadership.


Qualifications

Experience

  • 5+ years of experience in residential land development, site construction, construction estimating, civil engineering, construction management, or a related field.
  • Experience preparing site improvement estimates and quantity takeoffs.
  • Strong understanding of residential site construction methods and sequencing.
  • Experience reviewing civil engineering plans and identifying practical, cost-effective solutions.

Education

  • Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, or a related field preferred.

Technical Skills

  • Ability to read grading, utility, roadway, and stormwater management plans.
  • Advanced proficiency in Microsoft Excel.
  • Experience with Bluebeam Revu, PlanSwift or similar takeoff software, Microsoft Project.
  • AutoCAD is helpful.
