The Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) is a grant program that prepares the healthcare delivery system to save lives during emergencies that exceed the day-to-day capacity of healthcare and emergency response systems. This program enables the formation of public-private partnerships among multiple types of healthcare, public health, and emergency management organizations through healthcare coalitions (HCCs), which are networks of individual public and private healthcare and response organizations partnering to conduct preparedness activities and collaborating to ensure each member has what it needs to respond to disasters and emergencies.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position.

Division Overview:

The Office of Emergency Preparedness and Response (OEPR) promotes DOHMH’s and NYC’s ability to prepare for, respond to, and recover from health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises and through regular engagement with communities as well as city, state and federal partners. OEPR is responsible for ensuring DOHMH is in a constant state of readiness as well as preparing NYC’s healthcare system to respond to any type of emergency.

Bureau Overview:

OEPR’s Bureau of Healthcare and Community Readiness (BHCR) streamlines external partner engagement to launch a synchronized approach to building local capacity to respond and recover from disasters through community engagement; healthcare coalition planning, technical assistance programming, and operations, to best align our efforts across sectors while strengthening situational awareness and information-sharing. This Bureau also works to coordinate across NYC and with NYS partners to work on infectious disease preparedness and medical surge planning and developing robust mechanisms for program evaluation for continuous improvement. Leveraging technology, data and partner communications this bureau will support healthcare and community programs using preparedness and response applications, providing operational support for event coordination across 500+ healthcare and community partners.

We leverage the HPP grant to enhance systems level readiness across NYC through partnerships across health care sectors, subject matter experts and sister agencies at the city and state level.

Job Description:

Reporting to the Director of Technology & Risk Analytics, the Technology Project Manager will lead program implementation and quality improvement for healthcare and community readiness projects, including focused evaluation planning, streamlining work plan development and tool development for program managers, and supporting integration of grant requirements into programming with timely reporting.

Duties

  • Identify and prioritize OEPR and emergency response healthcare and community readiness technology needs.
  • Plan and serve as the program lead for project initiation to completion. This includes leading or serving as part of a team to define business requirements.
  • Develop, administer and work with DIT to establish projects by defining and identifying resource needs, ensuring the appropriate program staff provide information and meet deadlines, coordinating necessary application testing, drills, User Acceptance Testing and on-going trainings and maintenance.
  • Liaise with DIT and represent OEPR at meetings and coordinate agenda materials by implementing public health and healthcare community strategies with regards to public health emergency preparedness, response and readiness.
  • Coordinate technical discussions with third party vendors as needed, in partnership with DIT.
  • Conduct research on the use of technology for emergency response operations across healthcare and community readiness initiatives.
  • Provide effective programmatic project management for new and existing OEPR technology projects to ensure appropriate project management practices are followed throughout the project lifecycle.
  • Assist Division staff with navigating technology solutions to support their program requirements
  • Engage in proactive capacity planning, including evaluating or participating in the review of new technology solutions to ensure OEPR's technology is scalable, extensible, and supportable for the future both for daily work and emergency response.
  • Support emergency response by ensuring applications are prepared for surge capacity use and work with vendors and/or stakeholders to adjust based on the needs of the incident. In partnership with DIT, assess the technology needs for emergency planning and response.

Preferred Skills:

  • Strong technical project management skills, with deep understanding of the IT development project lifecycle
  • Strong business analysis and documentation skills
  • Strong verbal and written communications skills “ able to communicate equally with technical and non-technical stakeholders to assure common understanding of goals and priorities
  • Strong technical understanding of technology platforms such as: Microsoft Teams, CRMs such as Salesforce, Mapping and data visualization (e.g., ESRI, Tableau), Data storage, integration and analytics and other messaging tools/protocols, custom application development models, identity management and application security
  • Experience with emergency management applications, open data and social media data as data sources for analytics and research, understanding of HIPAA and other security/privacy rules and understanding of multiplatform architectures and solutions.

Qualifications:

  1. Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
  2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1”above; or
  3. A satisfactory equivalent combination of education and experience. However, all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.

Additional Information:

  • This is a grant-funded position.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
