Position Summary:
Aalis Management Consulting is seeking an experienced Senior Contract Specialist IV to provide comprehensive acquisition support to our federal government client. The ideal candidate will be a seasoned professional responsible for the full spectrum of the contracting lifecycle, from acquisition planning through contract closeout. This role requires a deep understanding of federal acquisition regulations (FAR), exceptional analytical skills, and the ability to collaborate effectively with project teams and Contracting Officers.
Key Responsibilities:
- Lead acquisition planning activities, including market research and analysis, to determine the most appropriate contract type and method of solicitation.
- Advise on and implement socioeconomic and small business set-aside considerations to support government goals.
- Prepare and finalize all pre-solicitation documentation and post solicitations through the System for Award Management (SAM.gov).
- Develop and issue solicitations, Requests for Proposals (RFPs), Requests for Quotations (RFQs), and related amendments.
- Serve as a key liaison for project teams, addressing vendor questions and conducting reviews of proposals for responsiveness.
- Coordinate technical evaluation panels and provide crucial support to the Contracting Officer throughout the source selection process, including best-value tradeoff evaluations.
- Assist in negotiations, perform cost and price analyses, and document all source selection activities to determine fair and reasonable pricing for final Contracting Officer approval.
- Process contract awards, prepare comprehensive award packages, and distribute announcements.
- Perform post-award contract administration duties, including maintaining official electronic contract files, resolving payment issues, and addressing general administrative inquiries.
- Process contract modifications, evaluate contractor proposals, and prepare supporting documentation for government signature.
- Prepare all necessary documentation for the formal closeout of contracts.
Required Qualifications:
- A bachelor’s degree from an accredited institution in business-related fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- At least five years of direct federal government contracting experience, specifically with service-based requirements.
- Ten years of experience in federal construction contracting preferred.
- Three years of experience in federal architect-engineer services contracting, preferred.
