Regional Infrastructure Project Manager – North Los Angeles Region


Location: Ventura / Site visits required


We are seeking a proactive and experienced Project Manager to support utility infrastructure programs across the North Los Angeles Region (Thousand Oaks, Ventura, Santa Barbara, and surrounding areas). This role requires strong leadership, the ability to independently drive project execution, and deep knowledge of pre-construction requirements to ensure seamless project delivery with minimal oversight.


Key Responsibilities

  • Lead end-to-end project planning and execution for regional infrastructure initiatives, maintaining full ownership of scope, schedule, and cross-functional coordination.
  • Navigate environmental reviews, permitting processes, easements, right-of-way needs, and other pre-construction requirements to keep projects moving.
  • Facilitate communication between internal teams, external agencies, contractors, and senior leadership to ensure alignment and timely decision-making.
  • Identify obstacles, evaluate alternatives, and drive solutions to advance project milestones and mitigate risks.
  • Oversee project documentation, compliance obligations, and reporting to ensure accuracy and adherence to regulatory expectations.
  • Conduct routine field visits to assess site conditions, validate project constraints, and maintain strong relationships with operational teams.
  • Coordinate with environmental, engineering, and construction partners to resolve issues and maintain project momentum.

Qualifications

  • Bachelor’s degree in engineering, environmental science, construction management, or a related field (or equivalent experience).
  • 5+ years of project management experience leading full-cycle infrastructure or field-based projects.
  • Required: Experience with environmental considerations, permitting, and pre-construction processes.
  • Required: Ability to independently manage complex projects and effectively communicate with all levels of leadership.
  • Strong understanding of easements, right-of-way coordination, and regional jurisdictional requirements.
  • Excellent organizational, communication, and problem-solving skills with the ability to pivot quickly in a dynamic environment.
  • Preferred: Experience within utility infrastructure, transportation, or public works sectors.
