GBS is seeking a Computer Systems Analyst - Journeyman to provide full systems development and maintenance life-cycle support for clients' business systems, including analysis, design, testing, and documentation. This position assists in translating functional and technical requirements into system solutions, ensuring software quality, usability, and compliance with clients' standards across mainframe and web-based environments.

The federal clients (FPPS) is a custom-built, mission-critical legacy application developed and maintained in-house using Software AG's Natural and ADABAS technologies on an IBM z/OS mainframe. It comprises more than 4.5 million lines of Natural code and supports payroll and personnel processing for numerous federal agencies. The environment prioritizes stability, data integrity, compliance, and secure change control over rapid modernization. All developments follow disciplined mainframe O&M practices with tightly controlled code promotion, structured testing using JCL and batch jobs, and formal production turnover procedures. Modernization occurs only at the periphery-through web interfaces, reporting tools, and selective integration with systems such as ServiceNow, LifeRay, and TomEE-while the core mission remains sustained, reliable mainframe operations.

Candidates should have experience analyzing and documenting business and system requirements for large, mainframe-based applications, preferably built on Software AG Natural and ADABAS. They must understand federal HR, payroll, or financial processes, data relationships within ADABAS files, and how changes propagate through tightly coupled legacy systems. Emphasis should be on requirements validation, impact analysis, regression planning, and coordination between functional users and Natural/ADABAS developers to ensure accuracy and compliance in all system modifications.

Job Functions

  • Provide full systems development and maintenance life-cycle support, including requirements analysis, systems design, and process modeling.
  • Analyze program and subsystem requirements to develop data flow and logic diagrams for use by Government decision-makers.
  • Participate in requirements development, technology research, communications analysis, and system architecture planning.
  • Conduct software testing and debugging; modify programs to correct errors and improve performance.
  • Develop and maintain test data, test environments, and test procedures for validating system functionality.
  • Support system integration and maintenance activities, ensuring new modules function within existing system architecture.
  • Contribute to change management and release management by documenting actions taken and tracking level of effort.
  • Collaborate with developers and DBAs to ensure traceability of requirements to design and implementation.
  • Provide user and system documentation in support of development and maintenance activities.
  • Ensure Section 508 compliance and usability standards are considered in system design.
  • Utilize MS Office, SharePoint, and collaboration tools (Teams, Visio) to document workflows and system relationships.

Education / Certification Requirements

  • Bachelor's degree in Computer Science, Information Systems, or related field.
  • 3-5 years of experience in systems analysis or IT operations, preferably in a government or enterprise environment.
  • Must be a US Citizen or Permanent Resident
  • Must be able to obtain a position of public trust with the US Government
