The Marketplace Plan Management Compliance Reviews (MPMCR) are conducted under the oversight of the Center for Consumer Information and Insurance Oversight (CCIIO), which is part of the Centers for Medicare & Medicaid Services (CMS). The MPMCR contract is a strategic initiative by CMS to ensure that health insurance issuers participating in the Health Insurance Marketplace comply with federal regulations.
The Data Analyst is a Subject Matter Expert (SME) with a general knowledge of Information Technology (IT), with an emphasis on Health Insurance Marketplace issuer operations. This is a remote position. This position does not offer Employment Visa sponsorship.
Data Analyst will be responsible for the following:
- Collects, merges, and analyzes data from various sources, including health insurance exchange public use files and data extracted from internal CMS systems that monitor issuers on the federal health insurance marketplace, to identify trends and potential compliance issues.
- Conducts predictive analyses to evaluate issuer compliance with federal compliance requirements.
- Collaborates with the Senior Data Analyst to produce actionable insights from the data.
- Develops data models, dashboards, and reports that summarize key findings and support decision- making for program leadership.
- Ensures data integrity and accuracy throughout all program-related analysis, including during audits and investigations.
- Participate in the development of study designs. This will include selecting appropriate statistical analysis methods and conducting sample size and power calculations.
- Prepare and present oral and written reports of findings, including tables and graphical displays.
Requirements
- Bachelor's degree
- A minimum of eight (8) years’ experience in all aspects of data science lifecycle, including but not limited to: gathering and storing data; processing and converting data into clean datasets, organizing information; developing tools and processes for analysis; applying various tools and techniques to provide findings and insights from structured and unstructured data; combining, analyzing and interpreting large and/or complex data sets; applying data governance; and working within established systems and networks.
- Proficiency in data analysis tools such as SQL, Python, R, or comparable analytic tools, as well as experience with data visualization platforms.
- Experience working with large datasets.
- Ability to identify various technical solutions to increase process efficiency.
- Must be capable of taking ownership of assigned efforts and ensuring their successful completion.
