The Maintenance Supervisor position, under the general direction of the Executive Director, is responsible for the upkeep and maintenance of all units, buildings and grounds owned by the Statesboro Housing Authority. This includes leading the maintenance team by scheduling, monitoring, inspecting, and aiding in the completion of maintenance repair and vacancy work orders in four public housing neighborhoods and administrative buildings. The Maintenance Supervisor develops, implements, and monitors the progress of a long-term preventive maintenance plan to preserve building systems and minimize equipment failure. This position also maintains maintenance records for all inventory, appliances, keys, equipment, and fleet vehicles. The Maintenance Supervisor is a certified specialist in at least one or more of the building trades (plumbing, HVAC, or electrician).
HUD EXPERIENCE REQUIRED FOR THIS ROLE
ESSENTIAL JOB FUNCTIONS:
1. Responsible for reviewing and recommending a course of action for the completion of work orders and overseeing the flow of maintenance work through to completion for the Agency.
2. Monitors the conditions of all units, buildings, and grounds- identifying deficiencies and completing repairs throughout the year in preparation for annual inspections.
3. Manages maintenance team including payroll, performance evaluations, and assigning maintenance works as required to repair and rehabilitate units, and buildings.
4. Manages 24-hour emergency maintenance service responses including rotation of on-call maintenance staff.
5. Serves as the primary on-site point of contact with approved contractors assigned on-site work as needed.
6. Conducts a walk-through of vacant units, identifying necessary repairs to be completed by maintenance staff or approved contractor.
7. Responsible for developing and executing a Preventive Maintenance Plan to address the on going, long-term maintenance concerns of multi-family housing developments and administrative buildings of varying age, design, and construction.
8. Perform warehouse activities including ordering, receiving, tracking, storing, issuing, delivering, and shipping of widely diversified maintenance supplies.
9. Conduct semi-annual inventory count and manage loss prevention protocols in warehouse. 10. Serves as the subject matter expert on the methods (code), quality and quantity of materials used.
11. Makes daily quality control field inspections and spot checks of the units as a basis for determining conformance of work; reports any defective work to the Executive Director.
12. Remains alert to the work order, preventive maintenance, and vacant unit schedules and to conditions which may cause delays in completion and reports same immediately to the Executive Director.
13. Monitor units, buildings and properties for any safety concerns, potentially hazardous conditions, etc. and report to the Executive Director.
14. Develop and maintain fleet maintenance schedule (oil changes, tune-ups, repairs, etc.).
15. May aid in construction management of capital improvement and maintenance rehabilitation projects through the upkeep of records, inspection of work for degree of completion, and the determination of work items and quantities.
16. Conduct safety equipment checks (hard hats, goggles, back braces, etc.) and perform duties of Safety Coordinator for the Agency.
17. Replace key cores and make duplicate keys.
18. Conduct Davis/Bacon Wage interviews, when required.
19. First Responder duties for emergencies.
20. Performs related work as required.
REQUIRED KNOWLEDGE AND ABILITIES:
1. Knowledge of the principles of construction and maintenance, with emphasis on residential construction, as well as applicable codes and ordinances governing building construction, methods, and materials.
2. Ability to read blueprints and other technical writings to ascertain the correct measures to be taken in a preventive maintenance program.
3. Knowledge of proper inspection methods and of legal procedures involved in enforcing building codes and ordinances and contract compliance.
4. Ability to establish and maintain effective relations with maintenance staff, suppliers, and contractors.
5. Proficient with MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams, etc.). 6. Skill to operate personal computer, cell, calculator, and other common office machines. 7. Knowledge of the general operations and procedures of a Public Housing Agency (PHA), and Housing Modernization Program.
8. Knowledge of current trends and developments in the fields of building construction and modernization.
9. Ability to present ideas and information in a clear and concise manner, both orally and in writing.
10. Ability to work in less-than-ideal conditions, e.g., noise, heat, cold, wind, dirt. etc.

PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Ability to operate a variety of carpentry, electrical, and plumbing equipment, tools, machines, and vehicles. Ability to work/inspect in wet, damp, hot, cold, dusty, and dirty places. Ability to bend (90 degrees), stoop, crouch, climb (stairs and ladders), twist (to 180 degrees), turn, and kneel. Ability to work while standing for extended periods of time on a recurring, repetitive, and often continuous basis while performing job duties. Ability to move or carry objects or materials such as sinks, counter tops, solid core and metal doors, debris, floor tile, fan motors and other HVAC parts, etc. Ability to handle ranges and refrigerators using appliance hand trucks. Ability to lift objects up to 50 pounds from ground to over-the head. This position requires you to work indoors and outdoors in all weather conditions and is subject to heavy and strenuous work.
MINIMUM EDUCATION, TRAINING, AND/OR EXPERIENCE:
The ideal candidate must possess a technical college certificate in one of the construction trades (HVAC, Plumbing, or Electrical). Additional education, including a college degree in a technical related field such as construction management or engineering is preferred. At least five to seven years of previous HUD-assisted multi-family or public housing maintenance experience is required. Three years having supervised maintenance staff in a multi-family apartment complex required. EPA certification preferred or ability to obtain the proper handling of Freon and other refrigerants within twelve (12) months. Computer proficiency required. Ability to multi-task projects with competing priorities, strong attention to details, excellent organizational skills, and the ability to work well under pressure. Must reside in Statesboro/ Bulloch County, GA or be willing to move within 12 months of hire date to the location.
SPECIAL REQUIREMENTS:
1. Possession of a valid driver's license.
2. Able to be covered under the Housing Authority's fidelity bond.
3. Must be able to pass a pre-employment physical, drug/alcohol test, DMV check, credit check, and criminal background check.
