GBS is seeking a Computer Programmer – Senior with expertise in development, modifications, testing, and maintaining client's business applications following client's programming standards using approved languages such as Natural, SQL, Java, JavaScript, and/or JCL. This position ensures software quality, performance, and security across both legacy and modern environments supporting systems such as FPPS and NextFPPS. The work will be performed remotely with occasional on-site visits.

Job Functions

  • Develop and maintain system architectures for enterprise HR and payroll systems such as FPPS, NextFPPS, and related web and database components.
  • Design, code, and maintain application programs supporting HR/payroll systems.
  • Translate system and design specifications into well-structured, maintainable code.
  • Adhere to IBC programming standards, configuration-management, and documentation requirements.
  • Develop and execute unit, integration, and regression tests; debug and optimize code.
  • Prepare and follow detailed test plans as required under IBC's structured process.
  • Collaborate with system analysts, database administrators, and QA staff to ensure functional accuracy.
  • Participate in design walk-throughs, peer code reviews, and change-management reviews.
  • Support system integration, modernization, and data-conversion efforts.
  • Maintain comprehensive program documentation and version-control records.
  • Ensure compliance with DOI/IBC IT-security, accessibility (Section 508), and quality standards.
  • Mentor junior programmers and provide technical guidance within the development team.

Experience Requirements

  • Writing and implementing efficient code for various government applications.
  • Collaborating with other programmers, engineers, and IT specialists to design and implement functional software solutions.
  • Conducting tests and evaluations regularly to ensure software is secure and efficient.
  • Maintaining and upgrading existing software to improve performance or address security concerns.
  • Documenting all phases of software development for future reference and compliance.
  • Strong verbal and written communication skills to collaborate with technical teams and explain complex ideas to stakeholders.
  • Ability to diagnose issues, identify limitations, and develop effective solutions for complex systems.

Skills and Abilities

  • Strong proficiency in programming languages such as Natural, SQL, Java, JavaScript, and/or JCL
  • Familiarity with the software development lifecycle and agile methodologies.
  • Proven experience in developing, testing, and debugging code.
  • Good problem-solving skills and ability to troubleshoot software issues.
  • Excellent communication skills for effective teamwork and stakeholder interaction.

Education / Certification Requirements

  • Bachelor's degree in Computer Science, Software Engineering, or related field.
  • At least 5 years of experience in software development or programming, with a preference for experience in government or regulated sectors.
  • Must be a US Citizen or Permanent Resident
  • Must be able to obtain a position of public trust with the US Government
