The Organization

North Los Angeles County Regional Center “NLACRC” is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults.

Department / Location:Finance Administration / San Fernando Valley (Chatsworth)

Supervision

Receives supervision from the Director of Privacy and Compliance, provides general supervision to Contract Administration and Privacy Specialist and other assigned staff.

Scope: Oversees all ongoing activities related to the development, implementation, maintenance of, and adherence to the organization’s policies and procedures covering the privacy of, and access to, consumer health information in compliance with federal and state laws and the Center’s information privacy practices. Responsible for negotiating and managing contracts made with third-party vendors.

Supervision: Receives supervision from the Director of Privacy and Compliance, provides general supervision to Contract Administration and Privacy Specialist and other assigned staff.

EXAMPLES OF DUTIES: (These are examples of the types of duties that may be performed. Additional duties may be added.)

  • Assigns, reviews, and approves work of unit staff members. Hires, trains, directs and evaluates unit staff.
  • Provides assistance to the Director of Privacy and Compliance in the identification, implementation, and maintenance of organization information privacy policies and procedures.
  • Performs initial and periodic information privacy risk assessments and conducts related ongoing compliance monitoring activities.
  • Works with Director of Privacy and Compliance and key departments to ensure the Center has and maintains appropriate privacy and confidentiality consent, authorization forms, and information notices and materials reflecting the Center’s current and legal practices and requirements.
  • Ensures delivery of initial orientation and ongoing privacy training to all employees.
  • Initiates, facilitates and promotes activities to foster information privacy awareness within the Center and related entities.
  • Tracks, investigates and recommends / implements solutions to all privacy breaches.
  • Assists Director of Privacy and Compliance in tracking and overseeing all subpoenas seeking records from the Center
  • Works with the Director of Privacy and Compliance with any aspect of release of protected health information, to ensure full coordination and cooperation under the Center’s policies and procedures and legal requirements.
  • Serve as a liaison between internal and external parties during contract development and negotiation stages and executes outcomes from contract negotiations into contractual language.
  • Negotiate contract terms, conditions, and pricing, and ensure that contracts are accurately executed and satisfied.
  • Follow up to ensure contractual payments are consistent with contract terms and are made in accordance with the contract terms.
  • Resolve any contract conflicts.
  • Prepare contracts for approval by the Board of Trustees.
  • Additional duties as assigned.

EMPLOYMENT GUIDELINES:

Knowledge: California developmental services system, Regional Center internal operations (particularly in the area of eligibility), administrative principles and practices, management and supervisory principles and practices. Knowledge of the HITECH Act and HIPPA.

Skills: Research, critical review, conflict mediation. Decision making in the administration of program and/or service standards. Interpretation of complex governmental (and other) regulatory information. Strong oral and written communications. Employee training.

Education & Experience: A Bachelor’s degree in a related field and one to three years of related experience or Bachelor’s degree in an unrelated field and three to five years of experience.

Essential Requirements: A valid California Driver's License and transportation, or acceptable substitute, are required for this position.

Compensation

This position is exempt. Regular salary: $86,874.06 - $126,772.88 annually.

Base Pay Rate / Salary Range Information

The actual amount offered within the posted salary/pay rate range will depend on a variety of factors, including degree obtained/education, experience, skills and abilities, and other relevant job-related factors. The lower end of salary range applies to candidates who meet minimum qualifications or have limited years of relevant experience; the higher end of range will apply to seasoned candidates with considerable years of direct relevant experience.
