Position Overview

Bay Systems Consulting Inc. is seeking a System Administrator II (Windows) to support NOAA’s cybersecurity and IT operations. This position involves maintaining and administering systems to ensure data integrity, security, and reliability across networked computing environments. The ideal candidate will have hands-on experience with system maintenance, security protocols, and administrative support in enterprise-level IT environments, with a strong emphasis on Windows platforms.

Key Responsibilities

  • Maintain data files and system control procedures for networked desktop and server environments.
  • Manage user access, assign passwords, and monitor use of system resources to ensure compliance with security standards.
  • Perform routine data backups and support disaster recovery processes.
  • Monitor system performance, troubleshoot issues, and resolve hardware/software conflicts.
  • Support the generation of periodic business reports and produce output such as labels, forms, and correspondence.
  • Act as a subject matter expert on Windows operating systems and department-wide LAN configurations.
  • Respond to frequent information requests and support technical teams and end users.
  • Ensure security configurations are aligned with NOAA’s cybersecurity policies and federal compliance requirements.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent work experience).
  • 2 to 4 years of experience in systems administration or IT operations in a similar role.
  • Strong proficiency in Microsoft Windows operating systems and business application suites (e.g., Microsoft Office).
  • Experience with user account management, file system permissions, system imaging, and patch management.
  • Familiarity with security protocols, system auditing, and vulnerability mitigation practices.
  • Must hold an active security clearance.

Preferred Qualifications

  • Experience in federal IT environments or supporting government agencies such as NOAA.
  • Knowledge of Active Directory, Group Policy, remote desktop tools, and virtualization platforms (e.g., VMware, Hyper-V).
  • Strong problem-solving skills and attention to detail.
  • Ability to document procedures and communicate technical information to both technical and non-technical stakeholders.
