POSITION SUMMARY:
The City of Muscatine is seeking a knowledgeable and compassionate Housing Counselor to
assist residents with a wide range of housing-related issues, with a significant focus on first time
homebuyer education and assistance.This part-time (20 hours/week)position plays a key role in supporting the City's
mission to promote safe, stable, and affordable housing for all. The Housing Counselor will
provide one-on-one counseling, group education, and outreach services in areas such as rental
assistance, credit counseling, homebuyer education, tenant-landlord law and fair housing.
Starting wage is $25.64/hour with benefits including IPERS, paid vacation, sick leave, and holiday pay.
ESSENTIAL DUTIES ANDRESPONSIBILITIES:
- Develop and deliver group education workshops related to homeownership, tenant rights and responsibilities, credit, budgeting, and other housing topics.
- Provide individualized housing counseling services in compliance with HUD guidelines, including but not limited to:
- Pre-purchase/homebuying assistance
- Rental counseling
- Financial literacy and budgeting
- Fair housing rights and responsibilities
- Maintain accurate and confidential client files and documentation in compliance with HUD and City policies.
- Enter data into client management systems (e.g., HUD's Housing Counseling System (HCS)and prepare required reports.
- Collaborate with local partners including non-profits, lenders, landlords, and legal services to support client goals.
- Stay current with federal, state, and local housing regulations and resources.
- Participate in community outreach events and educational campaigns to promote housing stability and resources.
- Manage grant compliance and reporting as needed.
- Perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
- HUD Housing Counselor Certification required within 6 months of hire.
- Minimum of 2 years' experience in housing counseling, property management, finance/banking or related work.
- Associate's or Bachelor's degree in Social Work, Urban Studies, Public Administration, Finance, or related field preferred.
- Strong knowledge of federal housing programs, fair housing laws, and financial coaching practices.
- Excellent interpersonal, written, and verbal communication skills.
- Strong organizational skills and attention to detail.
- Proficiency in Microsoft Office Suite and client management software.
- Ability to use various online platforms.
- Ability to work with diverse populations and maintain a high level of confidentiality.
- Bilingual skills (English/Spanish) a plus.
- WORKING CONDITIONS & PHYSICAL REQUIREMENTS:
- Work is typically performed in an office environment with occasional community site visits.
- May require occasional evening or weekend work for workshops or outreach events.
- Must be able to sit or stand for extended periods and lift up to 25 lbs.
