Department: Administration for Children’s Services (ACS) – Office of Information Technology (OIT)
Job Summary:
ACS Office of Information Technology seeks an experienced Solution Architect responsible for designing scalable software architecture and providing technical blueprints to development teams. The consultant will create high-level product specifications, assist with design documentation, guide development teams, and ensure secure, maintainable, and high-performance software solutions.
Key Responsibilities:
Software Architecture & Design:
- Examine and define current architecture systems.
- Meet with technical managers and non-technical stakeholders to identify infrastructure needs.
- Evaluate architectural approaches, frameworks, tools, and technologies and recommend the most suitable solutions.
- Design and develop secure, scalable, high-performance applications using industry-standard architectural patterns.
- Create high-level technical specifications, design documents, and provide architectural blueprints to development teams.
- Ensure ADA compliance and address Veracode-identified vulnerabilities.
Development & Technical Support:
- Guide and assist development teams in troubleshooting design flaws and system bottlenecks.
- Provide input on DevOps, CI/CD pipelines, and version control processes.
- Support backend data integration, complex SQL queries, stored procedures, and system documentation.
Project & Team Collaboration:
- Work closely with cross-functional teams including developers, UX/UI designers, and project managers.
- Participate in project planning, estimation, and status reporting.
- Ensure project deadlines are met and deliverables align with business goals.
Mandatory Qualifications / Skills:
- 8+ years of experience in software architecture and design, providing architectural blueprints and scalable solutions.
- 5+ years of experience with Java and/or .NET development, application design, programming, testing, and documentation.
- Strong expertise in UX/UI development, Angular, Microservices, APIs, JavaScript, JSP, Spring, Hibernate, JPA, and web services.
- 5+ years experience with WebLogic 14C and/or Apache Tomcat.
- 5+ years backend experience with SQL, stored procedures, and data integration tools.
- Experience with CRM tools such as MS Dynamics or Salesforce (3+ years preferred).
- Knowledge of cloud platforms (AWS/Azure) and DevOps practices.
- Experience in creating system design, architectural diagrams, and technical documents.
- Strong analytical skills, project management capabilities, and ability to work independently and in teams.
- Excellent verbal and written communication skills.

- High-level problem-solving and critical thinking skills.
- Prior experience guiding development teams and addressing performance optimization.
