Hours: Approximately 15–20 hours per week, based on organizational needs
Compensation: $28–$36 per hour, depending on experience and qualifications
Position Summary
Conscious Puzzles is seeking an experienced, organized, and dependable Part-Time Human Resources (HR) Contractor to support the organization's growing behavioral health and community-based programs.
The HR Contractor will provide hands-on support with recruitment, candidate screening, onboarding, personnel documentation, employee and contractor records, compliance tracking, performance documentation, and general HR administration.
This position is particularly important as Conscious Puzzles continues to expand its clinical, behavioral health, Enhanced Care Management (ECM), administrative, and community-based programs. The ideal candidate will be comfortable working in a fast-paced environment and managing multiple priorities while maintaining confidentiality and professionalism.
Essential Responsibilities
1. Recruitment & Hiring
- Develop and post job descriptions for clinical, administrative, behavioral health, and support positions.
- Post positions on appropriate employment platforms and professional networks.
- Review applications and resumes for minimum qualifications.
- Conduct initial candidate screening and phone/video interviews.
- Coordinate interviews with hiring managers and clinical leadership.
- Maintain an organized applicant tracking system.
- Conduct reference checks as authorized.
- Prepare interview documentation and hiring recommendations.
- Coordinate offer letters and contingent employment/contractor agreements.
- Maintain records of candidates throughout the recruitment process.
2. Employee & Contractor Onboarding
Coordinate onboarding for new employees, contractors, interns, and other personnel, including:
- New-hire paperwork.
- W-4/Contractor and applicable employment documentation.
- I-9 coordination and verification processes.
- Direct-deposit information.
- Confidentiality agreements.
- HIPAA and privacy acknowledgments.
- Organizational policies and procedures.
- Background-check requirements.
- Fingerprinting requirements when applicable.
- Credential and license verification.
- Professional liability requirements when applicable.
- Required training documentation.
- Technology and system access coordination.
- Completion of onboarding checklists.
3. Personnel File Management
Maintain accurate and confidential personnel records, including:
- Employee and contractor agreements.
- Job descriptions.
- Licenses and professional credentials.
- Certifications.
- Background-check documentation.
- Training records.
- Performance documentation.
- Corrective-action documentation.
- Attendance-related documentation.
- Continuing education records.
- Expiration and renewal dates.
Ensure personnel records are organized and that missing documentation is identified and communicated to leadership.
4. Credentialing & Compliance Tracking
Assist leadership with monitoring professional credentials and organizational compliance requirements.
Track, as applicable:
- LCSW, LMFT, LPCC, ACSW, AMFT, APCC, and other professional licenses.
- Behavioral health certifications.
- CPR/First Aid certifications.
- Background checks.
- Fingerprinting.
- Required trainings.
- Professional liability insurance.
- License expiration dates.
- Credential renewal deadlines.
Maintain a centralized credentialing tracker and notify leadership of upcoming expirations.
5. HR Compliance Support
Assist the organization in maintaining compliance with applicable federal, California, and local employment requirements.
Responsibilities may include:
- Maintaining required employment documentation.
- Supporting required workplace postings and notices.
- Maintaining required training records.
- Assisting with employee classification documentation.
- Supporting wage and hour documentation.
- Maintaining confidentiality of personnel information.
- Escalating potential HR compliance concerns to leadership.
- Supporting preparation for audits or compliance reviews.
The HR Contractor will not provide legal advice and will escalate legal or regulatory questions to organizational leadership and/or qualified employment counsel.
6. Employee Relations
Provide administrative support related to employee and contractor concerns, including:
- Receiving and documenting workplace concerns.
- Coordinating meetings between employees and leadership.
- Maintaining appropriate documentation.
- Supporting performance-improvement processes.
- Preparing disciplinary documentation at the direction of leadership.
- Tracking corrective-action plans.
- Supporting conflict-resolution processes.
- Identifying recurring workplace concerns and bringing them to leadership's attention.
Sensitive employee-relations matters must be handled confidentially and escalated appropriately.
7. Performance Management
Assist supervisors and managers with:
- 30-, 60-, and 90-day reviews.
- Annual performance reviews.
- Performance-improvement plans.
- Documentation of performance concerns.
- Employee goal-setting.
- Tracking completion of evaluations.
- Maintaining performance records.
8. HR Administration
Provide general HR administrative support, including:
- Maintaining HR spreadsheets and trackers.
- Preparing HR reports for leadership.
- Maintaining onboarding and offboarding checklists.
- Coordinating exit interviews.
- Tracking employee status changes.
- Maintaining organizational charts.
- Assisting with staff announcements and HR communications.
- Coordinating staff training.
- Supporting workforce planning.
9. Offboarding
Coordinate personnel offboarding procedures, including:
- Resignation documentation.
- Exit interviews.
- Return of organizational property.
- Termination documentation.
- Removal of system access.
- Final documentation.
- Personnel-file updates.
- Notification to appropriate administrative personnel.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, Organizational Management, or related field preferred.
- 2+ years of HR experience preferred.
- Experience with recruitment and onboarding.
- Strong knowledge of professional workplace practices.
- Strong organizational and documentation skills.
- Excellent written and verbal communication.
- Ability to maintain strict confidentiality.
- Ability to work independently with minimal supervision.
- Strong attention to detail.
- Proficiency with Microsoft Office and/or Google Workspace.
- Ability to manage multiple projects and deadlines.
Preferred Qualifications
- PHR, SHRM-CP, SHRM-SCP, or related HR certification.
- Experience working with healthcare, behavioral health, nonprofit, social-service, or community-based organizations.
- Experience recruiting licensed mental health professionals.
- Experience with California employment practices.
- Experience with contractor onboarding.
- Experience with credentialing and compliance tracking.
- Experience working with electronic HR systems or applicant-tracking systems.

Suggested Weekly Schedule
The position is expected to average 15–20 hours per week, with scheduling based on organizational needs.
A sample schedule may include:
Monday: Recruitment and applicant screening
Tuesday: Onboarding and personnel files
Wednesday: Credentialing/compliance tracking
Thursday: Employee relations and HR administration
Friday: HR reporting, follow-up, and outstanding tasks
The schedule may be adjusted based on hiring volume, organizational priorities, and program expansion.

The HR Contractor is expected to:

Independent Contractor Classification
This position is intended to be engaged as an independent contractor, subject to applicable federal and California classification requirements. The contractor will be responsible for maintaining their own applicable tax obligations and professional requirements.
The organization should have its HR/legal advisor review the engagement structure to ensure the position is appropriately classified under applicable California independent-contractor requirements.
