Location: Government facility in Washington, D.C./Maryland/Virginia (DMV); remote performance permitted for certain tasks, with in-person attendance required for designated meetings.
Schedule: Core hours are Monday through Friday, 6:30 a.m.–6:00 p.m.
Overview
KeenLogic is seeking a highly skilled Delivery Architect to ensure the successful implementation and realization of technical solutions. This role focuses on the practical aspects of delivery, ensuring projects are built and executed on time and within budget. The Delivery Architect will oversee portfolio and investment management, budget planning and execution, and performance management tasks while working closely with stakeholders to translate vision into practical, measurable outcomes.
Requirements
- 10+ years’ experience in federal budgeting and investment management.
- 3+ years’ experience with ServiceNow certification, including budget, business analysis, and investment management
- Bachelor’s degree in Information Systems, Computer Science, Engineering, Business, Finance, or related field required; advanced degree (e.g., MBA or Master’s in Information Systems) preferred
- Project Management Professional (PMP) and/or PMI-PBA highly desirable
- Demonstrated expertise in IT Portfolio Management, CPIC, and investment processes
- Thorough knowledge of the Federal budget life cycle, organizational development methodologies, and ITIM reporting requirements
- Experience automating workflows, managing data, and producing reporting using ESM tools (ServiceNow ITSM, ITFM, ITBM)
- Skilled in design thinking, Lean Agile, SAFe, and rapid prototyping
- Strong experience in negotiations and senior management engagement
- Excellent written and verbal communication skills, including preparing reports and briefings for senior government officials
- Proficiency with Microsoft Office applications
- Experience producing measurable results through modernization and continuous improvement efforts
- Demonstrable knowledge or experience of the Technology Business Management (TBM) framework and taxonomy
Job Duties
- Ensure the successful implementation and realization of solutions, focusing on delivery within schedule and budget.
- Manage budget and investment activities, including portfolio management, capital planning, program management, budget formulation, execution, and financial tracking.
- Transform the needs, obstacles, and visions of stakeholders into viable solutions.
- Produce measurable results cultivated by industry evolution, academic improvements, and government modernization efforts.
- Utilize innovation design concepts, rapid design model(s), iterative design thinking, Lean Agile, and SAFe Extreme Prototyping methods.
- Negotiate and interface with senior management.
- Apply the principles of the nine primary knowledge areas and the five process groups defined by the Project Management Body of Knowledge in operational environments.
- Conduct Organizational Development analysis to support As-is and To-be models and recommend improvements in efficiency, effectiveness, and resource utilization.
- Implement concepts, systems, methods, and business rules for achieving data quality assurance, including completeness, availability, timeliness, accuracy, referential integrity, and integration.
- Oversee IT Portfolio Management methodologies and processes, including strategic planning, trend analysis, organizational reporting, and performance measurement.
- Support the Capital Planning and Investment Control (CPIC) process and other federal IT investment processes.
- Assess, interpret, and provide guidance on Office of Management and Budget (OMB), Department of Justice (DOJ), and other budget/reporting directives.
- Facilitate working group sessions and engage stakeholders to capture and document business and technical needs.
- Lead work sessions, mentor program analysts and managers, and conduct training sessions.
- Develop or revise procedures, templates, and related documentation through research, interviews, and collaboration.
- Act as liaison between functional stakeholders and engineering/development teams, articulating functional and technical needs.
- Assess customer business processes and functions and recommend improvements for functional services.
- Conduct compliance and service audits, prepare findings, and develop corrective action plans.
- Design, configure, develop, troubleshoot, and implement baseline and custom applications to enhance the platform while managing system stability during architectural changes.
- Implement all requirement solutions as described and agreed upon with the government.
- Provide ongoing requirements gathering with the Client, as needed.
