Job Description
FUNCTIONAL PURPOSE:
Serves as a subject matter expert (SME) architect for network strategy, design, specifications, implementations, and operation to ensure performance, reliability, and security of Data Centers, Postal Service sites, applications, and systems. Leads the adoption, implementation, and operation of network systems for assigned area via planning, process, procedure, automation, and optimization.
DUTIES AND RESPONSIBILITIES:
1. Serves as a technical and SME architect in leading projects and initiatives for network solutions. Provides oversight, technical guidance, and expertise to professionals and other stakeholders involved in the design, implementation, and operation of network technologies and architecture to ensure developed solutions align with business organizational strategies and objectives. Leads research, evaluation, and assessment efforts of innovative and emerging technologies as proposed solutions and provides recommendations.
2. Leads large scale initiatives and projects to design, implement, and operate enterprise wide network solutions including: LAN, WAN, Wireless, Software Defined Networks, Data Center LAN, telephony, network management solutions, network specific security, and remote access technologies and approaches.
3. Leads the design, implementation, and operation of large scale physical and virtual networks, cloud environments/services, telephony, remote access, business partner access, and network security measures with automation across a wide variety of systems to support solutions for business requirements and customer needs.
4. Leads the creation, implementation, and maintenance of network processes, procedures, standards, triage, designs, guides, operations, future strategies, and current state layouts using collaborative tools to share consistent knowledge, security, and reliability of network technologies to stakeholders.
5. Provides technical assistance to and collaborates with stakeholders engaged in the analysis, design, development, implementation, operation, usage, and maintenance of network solutions. Escalates significant issues to appropriate personnel for awareness.
6. Leads the identification and resolution of issues encountered on IT systems related to analysis, design, development, implementation, operation, and usage by leading the triage through complete technical assistance, guidance, advice, tuning, modifications, communications, and reporting.
7. Leads and approves optimized performance measurements, resiliency, and security metrics. Leads and approves processes for the evaluation of network systems and applications effectiveness, including the defining and tracking of performance metrics. Develops, presents, and publishes deliverables (e.g., bandwidth utilization for wide area networks) for broad stakeholder consumption.
8. Serves as Contracting Officer Representative (COR) for contracts. Maintains relationships and ongoing communications with vendors to ensure clear expectations, appropriate prioritization, consistent service, and troubleshoot issues. Certifies invoices to ensure timely vendor payment. Provides input on budget plans for obtaining funding for contracts. Initiates contract extensions and proposals to ensure continuity of service.
REQUIREMENTS:
1. Knowledge of major cloud provider services (e.g., Amazon, Microsoft, Google) sufficient to lead the design, implementation, and management of cloud-based network solutions.
2. EDUCATION REQUIREMENT: Applicants must possess one of the following: 1. Bachelors or Graduate degree in Information Technology, Computer Science, Engineering, Network Systems Administration, or a closely related field from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education. OR 2. Possess four (4) years of equivalent professional experience managing enterprise-wide network technologies.
3. Knowledge of traditional and innovative voice protocols sufficient to lead the design, implementation, and oversight of enterprise voice solutions.
4. Ability to lead the research and evaluation of existing, new, and emerging network solutions sufficient to provide adoption recommendations and proposals based on current network compatibility to meet business strategy and requirements.
5. Ability to lead the design and implementation of automation technologies to provision, patch, upgrade, deploy networks across the enterprise.
6. Ability to design and implement processes used for evaluating network performance, including procedures to define performance metrics, analyze data, and improve network operability.
7. Ability to lead the resolution of incidents and restore network and IT infrastructure services through technical assistance, guidance, triage, coordination, collaboration, and configuration.
8. SPECIAL CONDITIONS: Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires, among other things, completion of a questionnaire and f ingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position.
9. Ability to communicate, orally and in writing, sufficient to develop and present technical documentation; technical briefings; architectural documentation; provide written and/or verbal guidance on technical issues; and prepare/publish/present recommendations and reports to all levels of management including executive leadership.
10. Knowledge of enterprise-wide network solutions sufficient to provide technical expertise, guidance, and oversight in the design, implementation, and maintenance of physical and virtual networks, cloud environments/services, and network security measures.
