POSITION SUMMARY: The Contract Specialist manages cradle-to-grave contracts activities for federal, state, and select international customers. This role supports proposal development, negotiates terms, administers prime and subcontracts, and ensures compliance with FAR, DFARS, applicable agency supplements, and company policies. The Contract Specialist also delivers strong customer service to both internal and external stakeholders. LOCATION: Onsite in Tampa, FL is preferred; remote candidates will be considered. Occasional travel to Tampa HQ may be required.
POSITION REQUIREMENTS AND ESSENTIAL JOB FUNCTIONS
KEY RESPONSIBILITIES:
- Pre-Award: Review solicitations, assess risk, draft exceptions, prepare certifications, and support pricing/terms analysis. Negotiate NDAs, Teaming Agreements, and subcontractor RFPs with required flowdowns.
- Award & Negotiation: Support or lead negotiation of prime and subcontract terms; document positions and approvals.
- Post-Award: Administer contracts, track funding and performance, process modifications, issue/manage subcontracts and Pos, and support closeout.
- Customer Service: Act as primary point of contact for program managers, contracting officers, suppliers, finance, and leadership. Provide clear decision support tools (briefers, matrices, summaries).
- Compliance: Ensure adherence to FAR, DFARS, agency supplements, and applicable international requirements. Support audits, reporting, and regulatory obligations.
- Subcontractor Enablement: Provide guidance, tools, and training to less experienced subcontractors.
- Completes all other tasks and duties as needed to help drive Liberty Alliance’s Vision, fulfill our Mission, and abide by our organization’s values.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in business, contracts, supply chain, or related field OR an equivalent combination of education, training, and directly related experience.
- Experience with GSA MAS, GWACs, OTAs, SBIR/STTR, CAS basics, or international public sector customers.
- 5+ years of federal contracting experience with primes and subs (IDIQs, task orders, FP, CR, T&M).
- Strong knowledge of FARS/DFARS and ability to apply other agency supplements.
- Proficiency in redlining and negotiating government and commercial terms.
- Expert-level MS Office and collaboration tool skills.
- Ability to work effectively with cross-functional teams in a deadline-driven environment.
- Eligibility for a U.S. security clearance may be required depending on programs supported.
- Flexibility and adaptability to changing priorities.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
Must be physically able to operate various machines and equipment, including computers, office equipment, telephones, etc. Physical demands are essentially those of sedentary work. Tasks may require extended periods at a keyboard or workstation. Must be able to lift up to 20 pounds at times.
