Job Summary:

Team eTel is seeking an experienced, MBI-cleared Senior API Developer / Architect to support the IRS Unified API (UAPI) initiative. The ideal candidate will have deep, hands-on experience with WebMethods, Kong, and Java-based backend services, and a proven track record of working in federal agencies or IRS programs. This role requires full lifecycle involvement, including solution architecture, design, coding, testing, and deployment of APIs, while adhering to government standards and security protocols.

Key Responsibilities:

  • Lead the design, architecture, and implementation of enterprise APIs using WebMethods and/or Kong API Gateway.
  • Develop backend services primarily in Java, ensuring scalability, maintainability, and compliance with federal security standards.
  • Generate API client and server code using Swagger Codegen and other automation tools.
  • Build, maintain, and optimize CI/CD pipelines using Git and related DevOps tooling.
  • Design and deploy containerized applications in Kubernetes environments, including orchestration and monitoring.
  • Collaborate closely with federal stakeholders, including IRS program offices, to understand requirements and translate them into technical designs.
  • Drive end-to-end API lifecycle management, including design, coding, testing, deployment, monitoring, and maintenance.
  • Apply best practices in API governance, security, versioning, and documentation.
  • Conduct code reviews, provide mentoring, and enforce coding standards and architectural principles across the team.
  • Support integration of APIs with downstream systems and other agency applications, ensuring performance, security, and reliability.
  • Troubleshoot complex production issues, perform root cause analysis, and implement robust fixes.
  • Maintain awareness of federal IT standards, IRS-specific policies, and security guidelines to ensure compliance in all deliverables.
  • Participate in technical planning sessions, sprint planning, and agile ceremonies, providing architecture guidance and technical leadership.

Required Qualifications:

  • Must hold a current MBI clearance.
  • Extensive experience with WebMethods and API development.
  • Strong Java backend development skills with hands-on coding experience.
  • Experience with Swagger Codegen or similar API automation tools.
  • Proven experience designing, architecting, and implementing APIs in a federal or IRS environment.
  • Strong understanding of CI/CD pipelines, Git workflows, and DevOps practices.
  • Hands-on experience deploying and managing applications in Kubernetes environments.
  • Familiarity with Kong API Gateway or similar API management platforms.
  • Strong knowledge of API security, governance, and federal compliance standards (e.g., FISMA, NIST).
  • Demonstrated ability to work independently and collaboratively in a fast-paced, deadline-driven environment.

Preferred Qualifications:

  • Direct experience working on IRS programs or other federal agencies.
  • Experience with microservices architecture and cloud-native development.
  • Familiarity with automated testing frameworks, API monitoring, and performance tuning.
  • Prior experience mentoring or leading a team of developers.
