Job DescriptionSalary:
Custom Software Systems, Inc. (CSS) is seeking two Senior Power Platform Developers to lead the migration of legacy solutions into clean, model-driven Power Apps backed by Dataverse, and to take on a backlog of applications that could not be built in SharePoint due to platform technical limitations. This is hands-on, end-to-end work: data modeling, application development, process automation, Power BI dashboards, and paginated reports. Existing SharePoint environments will continue to run during the transition, and ongoing site administration will remain part of the job, though at a scale appropriate for a division of about 100 people.
This client IT section is small. Developers, BAs, PMs, and QAs are not separate functions here they are roles the same people fill depending on what the work requires. That means real
ownership and direct engagement with the mission, and it means these developers will workface-to-face with the economists, examiners, and attorneys who use these systems. Thoseconversations require more than technical skill. The people on the other side of the table arenot IT professionals, but they are sophisticated they know their domain with precision. Thecore competency is developing a strong understanding of business needs, not eliciting basictechnical requirements.
Responsibilities
SharePoint to Power Platform Modernization
- Design, develop, and deliver Dataverse-backed Power Platform applications that
replace or substantially refactor existing SharePoint Online sites, lists, libraries, and
workflows.
- Analyze legacy SharePoint solutions to understand data structures, business rules,
`permissions models, and operational dependencies.
- Independently design Dataverse data models, including tables, relationships,
constraints, and security roles, aligned to business requirements and long-term
maintainability.
- Plan and execute data migration from SharePoint lists and libraries into Dataverse,
including data validation, transformation, and reconciliation.
- Modernize business processes by replacing SharePoint-centric workflows with Power
Automate flows and app-driven interactions.
- Identify and address technical debt or architectural limitations during migration, rather
than performing one-for-one rewrites of legacy solutions.
Application Design and Development
- Design and build Power Platform Premium solutions, including canvas apps and/or
model-driven apps, based on solution needs.
- Implement business logic using Power Automate, Dataverse rules, and application-level
logic.
- Apply role-based access controls using Dataverse security roles and application
permissions.
- Package, version, and deploy solutions using Power Platform ALM practices.
- Use Microsoft Graph or HTTP actions selectively within Power Automate or applications when platform connectors do not meet functional requirements; this does not include designing or maintaining custom integration services.
- Troubleshoot and resolve application issues across development, testing, and production environments.
- Develop basic operational reports and dashboards using Power BI over Dataversebacked application data to support reporting, monitoring, and transparency needs.
SharePoint Online Support (Operational Site Administration)
- Provide ongoing SharePoint Online site administration in support of in-scope business solutions, representing a significant but non-dominant portion of the role.
- Perform routine site administration tasks, including permissions management, site configuration, list and library maintenance, and troubleshooting.
- Support business users and stakeholders with day-to-day SharePoint operational needs while modernization efforts are underway.
- Assist with site cleanup, rationalization, and transition activities as solutions are migrated to Power Platform applications.
- Coordinate closely with SharePoint stakeholders and technical leadership to ensure continuity, stability, and alignment with modernization objectives. Requirements, Testing, and Delivery Support
- Collaborate with the technical lead and project manager to refine functional and technical requirements.
- Participate in requirements elicitation sessions, technical discovery, and solution design discussions.
- Contribute to the development of test plans, test scripts, and acceptance criteria.
- Support functional testing, user acceptance testing (UAT), defect triage, and remediation.
- Produce and maintain technical documentation describing application behavior, data models, and operational considerations.
Senior-Level Expectations
In addition to hands-on development, senior developers are expected to:
- Independently design complete application solutions from problem statement through implementation.
- Balance application development and operational responsibilities without sacrificing delivery quality.
- Identify technical risks, tradeoffs, and data modeling concerns early and communicate them clearly.
- Make informed design decisions within established platform constraints and technical oversight.
- Provide informal mentoring and technical guidance through collaboration and example.

Required Qualifications
- Significant hands-on experience developing production applications using Microsoft Power Platform, with a strong emphasis on Dataverse.
- Demonstrated experience in modernizing or migrating SharePoint Online solutions into Dataverse-backed Power Apps and Power Automate workflows.
- Strong understanding of relational data modeling and its practical application within Dataverse.
- Experience delivering solutions that use Power Platform Premium capabilities.
- Strong practical experience administering SharePoint Online sites, including permissions, site configuration, and operational support.
- Ability to work directly with senior subject matter experts economists, policy analysts, attorneys, and program staff to develop requirements and designs; skill at uncovering underlying business needs, which may require significant effort to surface.
- Experience collaborating with technical leads, project managers, and business stakeholders in structured delivery environments.
- Strong troubleshooting and problem-solving skills in complex application scenarios.
Preferred Qualifications
- Experience developing both canvas apps and model-driven apps.
- Familiarity with Power Platform application lifecycle management and solution packaging.
- Prior experience working within a U.S. federal government environment (helpful but not required).
- Experience supporting testing efforts, including UAT coordination and defect remediation.
- Familiarity with Microsoft 365 integration patterns (Teams, Outlook, SharePoint).
Work Environment & Schedule
- Full-time position.
- On-site presence is required during the initial onboarding and ramp-up period (approximately 68 weeks).
- Transition to full-time teleworking following successful onboarding.
