The DNA Group is seeking a Data Science Technical Specialist to support the development, implementation, and enhancement of data science solutions and predictive analytics within the District Government. Key responsibilities include designing algorithms, modeling large datasets, evaluating data collection methods, and developing compelling data visualizations to support decision-making and improve operational performance.

The candidate will work closely with senior leadership and cross-functional teams to integrate machine learning into business processes, enhance data quality, and implement enterprise-level data architecture solutions. This role operates with a high degree of autonomy and requires advanced expertise in analytics and application development.

Overview Requirements:

• Develop and apply statistical algorithms and machine learning models to analyze data trends and improve business outcomes.

• Evaluate, clean, and prepare large datasets for advanced analytics and predictive modeling.

• Design, create, and maintain performance monitoring tools and dashboards.

• Collaborate with senior stakeholders to identify opportunities for innovation using data science techniques.

• Create technical documentation, including data models, analytical processes, and best practices.

• Coordinate across departments to implement and maintain data analytics tools and pipelines.

• Present findings in the form of interactive and static visualizations that clearly communicate complex information.

• Contribute to enterprise data architecture strategy and data governance improvements.

Minimum Qualifications:

• Bachelor’s degree in IT, Computer Science, Data Science, or a related field, or equivalent experience.

• Strong knowledge of predictive modeling, machine learning, and data mining techniques.

• Proficiency in Python or R for statistical analysis and model development.

• Advanced SQL skills for database querying, optimization, and schema design.

• Experience designing technical documentation and business process solutions.

• Demonstrated ability to communicate technical concepts clearly to both technical and non-technical audiences.

• Ability to analyze large volumes of data with a high degree of accuracy and attention to detail.

Required Experience:

• Convey technical and functional concepts for a specific technical specialty: 6 years (Required)

• Prepare complex technical documentation: 6 years (Required)

• Hands-on management of MS SQL Server 2008 or higher, Oracle, or IBM DB2, involving implementation of schemas, indexes, and query optimization: 6 years (Required)

• Work with senior officials throughout the organization to identify opportunities for business solutions. Solve complex business processes and information requirements: 8 years (Required)

• Coordinate with different business units within the agency to implement tools to monitor and analyze performance outcomes: 8 years (Required)

• Interpret data trends and present material using compelling data visualizations: 10 years (Required)

• Design, create, deploy, and manage data architecture in an enterprise environment: 6 years (Highly desired)

• Working with large data sets: 6 years (Highly desired)

• Develop computational algorithms and statistical methods to find patterns and relationships in multiple database sources: 6 years (Highly desired)
