The Student Services Milieu Manager oversees the development and maintenance of a safe, supportive, and therapeutic environment within a non-public school setting. This role is responsible for managing the day-to-day operations of the school's milieu, ensuring that the physical and emotional atmosphere aligns with the educational and behavioral needs of the students. The manager works closely with educational staff, counselors, and administrative personnel to implement and uphold strategies that foster positive student behavior, engagement, and well-being, while ensuring compliance with all relevant regulations and policies.
Qualifications:
- A master’s degree in education, special education, psychology, counseling, or related field preferred.
- Minimum of two years' experience in special education as a case manager.
- Minimum of four years’ supervisory experience.
- Proficient in Microsoft Office Suite, Outlook, Excel, Word.
- Attention to detail, accuracy, and timeliness are required.
- Strong organizational skills and detail oriented.
- Bilingual Spanish preferred.
- A valid California driver’s license is required of staff who have regular driving duties, and the driving record must meet the requirements of their position and be approved by the agency’s insurance company
Essential Job Functions:
- Knowledge of biological, behavioral, and environmental aspects of emotional disturbances, mental disability, substance abuse and trauma informed care.
- Knowledge of eligibility qualifications for autism, emotional disturbance, intellectual disability, other health impairments and specific learning disability.
- Knowledge of crisis management and steps to take in a crisis, including child abuse and psychiatric hospitalization.
- Be conversant in the philosophy, techniques, and language of a comprehensive Outpatient program, and have a thorough understanding of agency’s treatment philosophy.
- Ability to establish and maintain positive and effective working relationships with the public, co-workers, supervisors, and other professionals.
- Effective leadership skills and ability to work effectively with diverse multicultural and linguistic backgrounds.
- Ability to communicate in oral and written form.
- Physical capability to restrain children, lift over 20 pounds, and engage in physical activity including sports, sitting, walking, bending, climbing, kneeling, twisting, etc.
- Physical, mental and emotional health adequate to perform duties.
Responsibilities:
- Responsible for implementing leadership development concepts in staff oversight, including time management, purposeful coaching and development, effective communication, and meeting facilitation.
- Manage day-to-day operations and ensure compliance with all personnel legal requirements, including staff oversight, hiring, scheduling meal periods, and approving timesheets.
- Collaborate with administration to develop a culture of "people first"
- Develop the annual budget for the program/department and collaborate on budget reports.
- Develop and collaborate on program/department grants and RFPs.
- Responsible for contract review and ensuring deliverables are met. (Maintenance)
- Responsible for executing organizational strategies and initiatives.
- Ensure compliance with regulatory requirements (such as HIPAA) for reports, records, and policies as outlined in contracts
- Develop and maintain a procedural manual for program operations.
- Responsible for identifying and mitigating risks associated with potential adverse events, outcomes, or behaviors stemming from legal, ethical, or operational process breakdowns.
- Consult with teaching / floor staff as necessary regarding clients and client treatment plans including Behavioral Intervention Plans (BIPs).
- Provide crisis supervision including rotation of staff involved in the use of physical restraints of children.
- Provide additional clinical counseling support and provide documentation to include but not limited to counseling and guidance, individual counseling, social work services, and charting and billing for counseling services.
- Follow NPS assessment protocols to assess high risk variables.
- Review incident reports and red flags; consult with client’s clinician, teacher, school nurse and other related clients and staff.
- Contact parents, guardians, Ed Rights holder, STRTP staff, etc., regarding crisis interventions. Communicate / coordinate with LEA Program Specialist regarding need to schedule IEP or BIP revision resulting from BEIR.
- Participate in the development and maintenance of emergency policies and school-wide incentive programs.
- Develop, maintain, and monitor emergency interventions procedures for program.
- Track suspensions used and report to Director of Educational Services.
- Abide by all ethical and legal standards regarding client’s right to confidentiality.
- Assess and coordinate training needs.
- Responsible for preventing and controlling infection.
- Responsible for maintaining a culture of quality and safety.
- Effectively use de-escalation skills and techniques for crisis prevention.
- Properly administer the C-SSRS to help prevent suicide (not just children).
- Effectively use Therapeutic Crisis Intervention techniques for crisis prevention and/or intervention.
- Effectively communicate with clients with intellectual and/or developmental disabilities to teach life domain skills and adhere to principles of normalization.
Other:
- Attend all required meetings and trainings.
- Report any suspected child or dependent adult/elder abuse or neglect immediately to direct supervisor or utilize the chain of command if supervisor is unavailable.
- Report any client imminent danger to self or to others or gravely disabled immediately to direct supervisor or utilize the chain of command if supervisor is unavailable.
- Other duties as assigned.
