Job Description and Profile

The Director of Civil Engineering is responsible for leading a team of project managers and engineers while also leading select projects and working with clients to develop and maintain a pipeline of projects for the team. This position will oversee multiple projects, working closely with clients and the design team to coordinate the completion of quality designs while maintaining project schedules and adhering to the budget. This position also includes responding to RFQs and RFIs and ensuring that all permit and contract requirements are met.

Responsibilities may also include analyzing engineering and survey reports, long-range plans, maps, and other data to design new projects considering budget, jurisdictional regulations, and environmental hazards during the risk analysis stage. Additional duties include forecasting design and construction timelines, oversight of permit applications to appropriate agencies, and ensuring projects are compliant with all relevant regulations throughout the design and construction stages.


Duties and Responsibilities

  • Lead a team of project managers and civil engineers.
  • Develop and initiate new business development opportunities, forming excellent connections with existing clients and developing plans to boost market share and increase profitability with new clients and projects.
  • Lead civil efforts of engineering designs, report preparation, construction drawing development, specifications, and calculations for various projects.
  • Establish and foster client relations and develop proposals and budgets.
  • Participate in professional and/or technical organizations.
  • Communicate effectively with various departments, clients, and agencies.
  • Mentor and manage the design associates on technical matters and procedures, and act as a technical resource to staff.
  • Continuously review project budgets and work with PMs on change order negotiations as necessary.
  • Develop fee estimates for all project types and ensure projects are delivered on schedule and within scope and budget.
  • Review reports, correspondence, calculations, and technical recommendations of staff.
  • Complete performance reviews and mentor employees on improved performance.
  • Lead and review all proposals for the civil department.
  • Ensure QA/QC procedures are implemented within design teams.
  • Launch business development opportunities to include expansion of business lines.
  • Develop and/or improve company resources and tools to improve quality and efficiency.
  • Proactively build upon the financial success of the department and company by analyzing, managing, and leveraging all available resources.
  • Travel regularly to client sites, jurisdictional offices, and project locations to provide oversight, attend meetings, and support project delivery.

Skills and Specifications

  • Exceptional technical skills with the ability to articulate ideas and concepts both visually and verbally.
  • Experienced in preparation of plans, specifications, cost estimates, and providing engineering support services during construction of municipal projects.
  • Experienced in permit processing and permitting strategies.
  • Ability to understand land use code and its implications for project-specific details.
  • Demonstrated ability to solve complex problems.
  • Staff management, leadership ability, and mentoring skills.
  • Strong oral and written communication skills; ability to prepare reports and proposals.
  • Demonstrated project task management abilities.
  • Demonstrated ability to use standard computer programs such as Microsoft Word, Excel, Access, Outlook, and PowerPoint required.
  • Ability and willingness to develop business from new and existing clients.
  • Strong local and client relationships within civil engineering, land development, and related services.
  • Proficient in Bluebeam software for civil engineering design.

Education, Experience, Qualifications

  • Bachelor of Science degree in civil engineering; master's degree preferred.
  • 15+ years of progressively responsible engineering and management experience.
  • Land development project experience.
  • Professional Engineering license required. Multi-state preferred.
  • Must possess a valid Washington drivers license and maintain an acceptable driving record, as regular travel to job sites, client meetings, and jurisdictional offices is an essential function of this role.

Physical Considerations

  • Ability to operate standard office equipment, including a personal computer, printer, copier, telephone and calculator.
  • Ability to perform repetitive, fine hand and arm movements.
  • Work activities involve the combination of sitting for longer periods and intermittent standing/walking.
