.NET & PostgreSQL Developer
Washington, DC – Hybrid Work

@Orchard LLC is seeking an experienced .NET & PostgreSQL Developer with an active secret clearance for an immediate hybrid work opportunity located in Washington, DC (SW) to support the Department of Health and Human Services in the conversion of their payroll system from a legacy COBOL platform to .NET. This is an immediate opportunity to start and requires both strong .NET and PostgreSQL skills, combined with the ability to translate legacy information for deployment. The role works closely with senior government stakeholders and requires a high degree of consultative skills and emotional intelligence.
As the .NET & PostgreSQL Developer, you will.
Support the government client in utilizing Microsoft technologies to maintain HHS’ payroll system, expand the functionality of the existing solution to meet the needs of new requirements, and identify data sources to integrate using modern and legacy systems.
Role and Responsibilities
- Collaborate on the payroll system migration from COBOL to .NET
- Maintain the payroll system using the .NET framework (C#, ASP.NET, .NET Core, MVC, Web API)
- Write clean, scalable, and well-documented code.
- Participate in the full software development lifecycle, including requirements gathering, design, testing, deployment, and support.
- Collaborate with cross-functional teams to define, design, and deliver new features.
- Design, implement, and maintain PostgreSQL database schemas, tables, views, stored procedures, and functions.
- Write and optimize complex SQL queries for data retrieval, manipulation, and integration.
- Ensure data integrity, security, and performance within the PostgreSQL environment.
- Perform database administration tasks such as backups, recovery, and performance tuning.
- Troubleshoot and resolve database-related issues.
- Integrate .NET applications with PostgreSQL databases, often utilizing ORMs.
- Initiate payroll processing jobs in the payroll system.
- Develop or maintain SOPs, operator’s guide, and other documentation relating to the payroll system
Your background will include the following.
- Bachelor's degree with 6+ years of related experience. Instead of a degree, an additional 4 years of related experience or relevant professional certification may be substituted.
- Strong proficiency in C# and the .NET framework (e.g., .NET Framework, .NET Core, ASP.NET MVC, Web API)
- Extensive experience with PostgreSQL, including advanced SQL, database design, and performance optimization
- Familiarity with ORMs, particularly Entity Framework Core for .NET integration with PostgreSQL
- Experience with version control systems (e.g., Git)
- Familiarity with cloud platforms (Azure, AWS) and DevOps practices
- Experience in payroll systems is a plus
- Outstanding interpersonal communication with analysts and senior leaders
- Possess a demonstrated ability to work collaboratively across a large organization, managing diverse tasks, requirements, and commitments
- Available to work under tight deadlines and work during evenings and weekends when necessary.
- Demonstrate active listening skills to gain an understanding of key customer issues.
- Creative problem-solving ability and a consultancy mindset.
- Ability to view problems from multiple angles and apply a variety of solutions to solve them.
- US Citizen with an active secret clearance.
