PoP- Base 1 and 4 option years

As an Independent Verification and Validation (IV&V) Project Manager, your role will be an objective "third eye" ensuring that large-scale government systems are built correctly and meet the needs of the stakeholders. You will lead a specialized team of 5–6 technical analysts to provide oversight for major federal grant management programs: such as Grants.gov, TAGGS Data PMO, and GrantSolutions.


1. Strategic Oversight & Governance

  • Provide independent evaluations of software development life cycle (SDLC) artifacts to ensure compliance with federal regulations and agency-specific standards.
  • Monitor the performance of the primary development contractors for these programs
  • Conduct Risk Assessments to identify potential bottlenecks or technical debt before they impact system deployment.

2. Team Leadership

  • Manage a high-performing team of 5–6 subject matter experts (SMEs) in QA, technical writing, and system evaluations
  • Coordinate workload distribution across the three distinct programs to ensure no single stream falls behind.

3. Stakeholder Management

  • Act as the primary point of contact for Government Program Managers and Executive Leadership.
  • Translate complex technical findings into actionable "Executive Summaries" for non-technical federal leads.
  • Facilitate monthly IV&V status briefings and "In-Process Reviews" (IPRs).

4. Technical IV&V Execution

  • Validation: Ensure the software satisfies its intended use and user needs,
  • Verification: Ensure the software adheres to specifications.
  • Oversee deep-dive audits into code quality, security posture (ATO support), and data integrity for these systems/programs

Required Qualifications

  • Experience: 8+ years of Project Management experience, specifically within the Federal IV&V or Quality Assurance space.
  • Certification: PMP (required); CSM or CISA (highly preferred).
  • Domain Knowledge: Familiarity with the Federal Grants Management
  • Technical Literacy: Ability to understand cloud architecture (AWS/Azure) and Agile/DevSecOps methodologies to effectively challenge developer assumptions.
