GENERAL STATEMENT OF DUTIES

Performs highly responsible executive, administrative, and managerial work assisting the City Manager in planning, directing, coordinating, and evaluating municipal operations and services.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class serves as a principal advisor to the City Manager and assists in the administration of all municipal functions. Work involves coordinating operations across departments, implementing City Council policies and strategic initiatives, evaluating organizational effectiveness, overseeing complex projects, and fostering collaboration among departments, elected officials, community stakeholders, and external agencies. The employee exercises considerable independent judgment and discretion in carrying out responsibilities. Work is performed under the general direction of the City Manager and is evaluated through conferences, reports, and achievement of organizational goals and objectives.

DUTIES AND RESPONSIBILITIES

  • Assists the City Manager in directing and coordinating municipal operations, programs, and services.
  • Oversees assigned departments and functions to ensure effective service delivery, operational efficiency, and compliance with applicable laws, regulations, and policies.
  • Participates in the development, implementation, and monitoring of strategic plans, organizational goals, and performance measures.
  • Assists with the preparation, administration, and monitoring of the annual operating and capital budgets.
  • Conducts organizational studies, operational assessments, and program evaluations; develops recommendations for process improvements and service enhancements.
  • Coordinates special projects, capital improvement initiatives, and interdepartmental efforts of significant complexity.
  • Researches, analyzes, and prepares reports, presentations, ordinances, resolutions, policies, and recommendations for the City Manager, City Council, and advisory boards.
  • Represents the City Manager at meetings, public events, intergovernmental functions, and community engagements.
  • Responds to citizen concerns, requests for information, and sensitive issues requiring executive-level attention.
  • Assists with personnel matters, organizational development initiatives, and workforce planning efforts.
  • Coordinates emergency management, continuity of operations, and disaster response activities as assigned.
  • Develops and maintains effective working relationships with elected officials, employees, residents, business leaders, community organizations, and governmental agencies.
  • Performs additional duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and practices of public administration, municipal, and local government management.
  • Knowledge of municipal budgeting, financial management, strategic planning, and performance measurement.
  • Knowledge of federal, state, and local laws, regulations, and policies affecting municipal operations.
  • Ability to analyze complex administrative, operational, financial, and organizational issues and develop effective solutions.
  • Ability to exercise sound judgment, discretion, and leadership in sensitive and confidential matters.
  • Ability to manage multiple high-priority initiatives simultaneously and adapt to changing organizational priorities.
  • Ability to establish and maintain effective working relationships with the public, department heads, government officials, City employees, and contractors.
  • Ability to communicate effectively, both orally and in writing, and to prepare and maintain accurate records and reports.

EDUCATION AND EXPERIENCE

  • Graduation from an accredited college or university with a bachelor’s degree in public administration, business administration, or a related field; master’s degree preferred.
  • 8-10 years of progressively responsible experience in municipal government, with comprehensive knowledge of municipal finance, municipal operations, personnel management, economic development, and governance or an equivalent combination of education and experience providing the necessary knowledge, skills, and abilities to adequately perform the essential duties may be considered.

SUPERVISOR RESPONSIBILITIES

  • Provides direct and indirect supervision to assigned departments.

WORKING CONDITIONS

  • Work is generally performed in an office with controlled environmental conditions without exposure to harmful conditions; employee may be subject to standing for lengthy periods of time.

PHYSICAL REQUIREMENTS

  • Must be able to perform the basic life operational skills of climbing, stooping, kneeling, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
  • Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or up a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.
  • Must possess visual acuity to analyze data and figures, operate a computer, and to read, analyze and prepare reports. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels.

SPECIAL REQUIREMENTS

  • Legally eligible to work in the United States.
  • Possession of a valid North Carolina Class C Driver’s License.
