The Bryan County Board of Commissioners is now accepting applications for a Seasonal Poll Worker in our Elections Department.
This position is to perform polling station duties, prepare and process a variety of election and poll reports, forms, assist citizen requests, monitor the polling machines, maintain departmental records, and to ensure that the Election Process is handled in an orderly, professional, fair, and lawful manner in the assigned precinct. Must have the ability to interact with individuals from various backgrounds, as well as those with various learning styles.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Arrives on time as assigned and ensures that the assigned Precinct is prepared for voting by the designating opening time.
Identifies any difficulties or concerns and reports them immediately to the Elections Supervisor or Poll Manager.
Assists with the polling location set-up / disassembly of voting equipment.
Reports any missing supplies to the Elections Supervisor or Poll Manager.
Delivers required materials to the designated location at the end of the Election and prepares or completes various required forms, reports, correspondence, or other documents including recording and maintaining records.
Demonstrates strong verbal and communication skills.
Adheres to established laws, policies, rules and regulations set forth by the Secretary of State and the Board of Elections, and conducts business in accordance with Federal and State Election Guidelines.
Assists citizens and voters with information needs, including providing written and oral information; maintains supply of information, brochures, and Election process.
Operates/monitors election equipment.
Communicates and interacts effectively with Elections Supervisor, Election Day team members, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Attends mandatory training and meetings.
Assists Elections Supervisor and Poll Managers as needed.
ADDITIONAL FUNCTIONS
Provides assistance to other employees and voters as needed.
Performs other related duties as required.
Maintain a professional attitude and appearance.
Manages multiple tasks simultaneously.
Ability to work 12 + hours on Election Day.
MINIMUM QUALIFICATIONS
A U.S. Citizen, a resident of the county where you will be working, 16 years of age or over, able to read, write and speak the English language, and have no prior felony convictions for at least 10 years. A poll officer is not eligible to run for public office and cannot hold a public office, other than a political party office, while serving as a poll worker. A parent, spouse, child, brother, sister, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, or sister-in-law of a candidate cannot serve as a poll worker in any precinct where that candidate is listed on the ballot. Required to attend training sessions. After successful completion, a certificate stating that you are qualified to work in an upcoming primary or election will be issued.

Elections Poll Official, Pre-Election &amp; Early/Advance Voting Elections Official or Election Day/Night Worker – Seasonal Workers
Hall County Voter Registration and Elections is responsible for planning and organizing all elections and voter-related activities and assists Hall County cities and special districts with election preparations. The division is comprised of staff who are proud to be part of a team that works together to assure that every vote counts.

Education/Experience, Licenses, Knowledge and Skills, Physical Requirements
Qualifications: * Must be a U.S. Citizen and a resident of Hall County or an employee of the Hall County Government. Poll Officials: · At the polling locations on Election Days, shifts are approximately 14 hours. · Staff must report to assigned polling location by 6:00am and remain until all voters have left and closing procedures are completed. · Staff cannot leave the polling location during an Election Day. Breaks are provided throughout the day including a meal break. 
ESSENTIAL DUTIES:
ELECTION DAY POLL OFFICIALS WORKING AT POLLING LOCATIONS
Clerk Responsibilities:
· Clerk pay scale: $9/hour (includes training hours); · Clerks report to the Poll Manager; Must be accessible to Poll Manager and Election office staff; May serve as an Assistant Manager in the event of an emergency; Duties to be assigned by the Poll Manager. · On Monday, prior to Election Day, you may be required to help set up polling location. · On Election Day, after everyone in the line has voted, you must help the Managerial staff repack the paperwork and equipment. You may leave only when your Poll Manager has dismissed you. Clerks who have received in person classroom training on how to issue ballots, must be prepared to assume Assistant Management responsibilities, at the request of the elections office staff or in the event that the Assistant Manager is unavailable to work on Election Day.
Assistant Poll Manager Responsibilities:
· Assistant Poll Manager Pay Scale: $10/hour (includes training hours) · In the absence of the Poll Manager, Assistant Manager assumes all responsibility for the operations and management of the poll; Ability to recruit and train workers if needed; Accessible to Poll Manager, Team/Area Manager and election office staff; Assists Poll Manager, as directed. · On Election Day, you will assist the Poll Manager to ensure that problems or questions are handled in an efficient and orderly manner. After everyone in line has voted, you must assist the Poll Manager with reporting, repacking and, if needed, transporting the paperwork and equipment back to the election office to be checked in. · An Assistant Manager must be prepared to assume Poll Management responsibilities, at the request of the elections office staff or in the event that the Poll Manager is unavailable to work on Election Day.
Poll Manager Responsibilities:
· Poll Manager Pay Scale: $11/hour (includes training hours). · Must have reliable transportation capable of carrying supplies needed for an election; Accessible to Team/Area Managers and Election Office staff; Serves as Chief Election Official at the poll; Ability to recruit Poll Officials (clerical staff) in sufficient numbers to operate poll and ensures that they are trained, as required by law; Coordinates and arranges the details for the setup of polling location with facility staff; Picks up and returns election supplies as specified; Ensures strict and rigid accountability of every ballot, all Official Election equipment and supplies; Ensures that no Poll Official leaves the polling location while the poll is open. · In this position you will be responsible for recruiting a staff of 6 – 10 clerks and appointing two Assistant Managers to assist you as prescribed by law. · Poll Manager is responsible for forwarding necessary emails to all staff; notifying staff of in person training class dates and times; and registering those who are required to attend. · Poll Manager is responsible for distributing Online Training information to staff and ensuring they complete the training before the deadline, as required by law. · Prior to each election, you must be able to pick up election supplies from the Election Office (located in Gainesville) to be set up at the polling location on Monday, before Election Day. · On Election Day, after the voting occurs, you and one other Poll Official must transport the paperwork and election supplies back to the Elections Office to be checked in.

All Election Workers (Poll Workers) Must (under Ga. Election Code 21-2-92):

<li>Be a resident of or otherwise employed by the county in which appointed or reside in an adjoining County (waiver must be signed by county of residence, if outside Rockdale County).</li>
<li>Must be at least 16 years of age.</li>
<li>Be able to read, write, and speak the English language.</li>
<li>Cannot be a public officer nor a candidate.</li>
<li>Cannot be the parent, spouse, child, brother, sister, father-in-law, mother-in-law, son-in-law, daughter-in- law, brother-in-law, or sister-in-law of a candidate whose name is to appear on the ballot in such election.</li>
<li>Have the patience and the ability to deal courteously with the public and coworkers.</li>
<li>Have reliable transportation to the polling place and training classes.</li>

General Definition of Work
Performs intermediate skilled administrative work assisting with the registration of voters, providing voter and election related information, managing the maintenance, storage, testing and records of elections equipment; recruits and supervises poll workers and officials and related work as apparent or assigned. Work is performed under the moderate supervision of the Elections Director.

Essential Functions
Performs administrative work associated with the election process such as compiling database information on voters, ensuring documentation from precincts are correct, updating and maintaining district maps, and development of voter lists.
Provides customer service for voter information and queries regarding voter registration policies and procedures; issues voter identification cards and voter registration certificates; aids voters in locating and using online tools; discerns when a voter or an issue should be escalated to management
Serves as liaison for voters, elected officials, and the Secretary of State; maintains current knowledge of Federal, State, and local laws governing the elections process for both County and municipal elections.
Maintains inventory, coordinates maintenance, storage, testing and records of election equipment and precinct supplies; coordinates delivery of equipment to precincts on election day; ensures equipment meets all Federal, State, and local regulatory standards, ordinances, laws, and requirements; updates and inventories election equipment after each election; and maintains inventory of supplies needed to conduct day-to-day work activities.
Assists with recruiting of poll workers and training of poll workers; designing training classes &amp; coordinating training schedule, materials, supplies and equipment for poll worker classes
Assists in coordinating staffing schedule for facilitators to conduct each election; supervises seasonal and part-time poll workers in regards to absentee by mail, equipment testing, inventory, equipment delivery, etc..
Assesses training effectiveness and adjusts as needed after every election; ensures efficient and accurate tracking and reporting of class attendance to comply with State Law
Supervises and directs assigned poll officials, develops and oversees poll official work schedules; compiles and reviews timesheets; directs work; acts as a liaison between poll workers and management; and trains poll workers in operations, policies, and procedures.
Ensures the department's compliance in accordance with all federal, state, and local regulatory standards, ordinances, laws, and requirements.
Assists with preparation and submission of ballots to the Board; preparation of audit materials; assists with the counting of absentee ballots, canvassing votes, and recounts.
Enters a variety of data into computer system; verifies statistical and other records for accuracy and completeness; enters and retrieves sensitive and restricted information into computer system. 
Assists in the coordination and preparation of periodic, special, and other reports; collects information from a variety of sources and compiles data.
Maintains daily voter registration forms and performs daily voter transfer process; maintains voting districts and combos in the state system.
Coordinates and is responsible for voting by mail activities; conducts public test of equipment and ballots; manages balloting printer; inspects ballots for accuracy; issues ballots; generates lists of voters and statistics, manages incoming voted ballots.
Coordinates early processing of absentee ballots; assists with Risk Limiting Audits, Recounts, and Hand Counts.
Assists with the coordination of election activities: reserves locations for use as Advance Voting polls, helps supervises early voting polls, as needed; requests equipment and supplies to fully operate early voting polls for each election cycle; issues provisional ballots; verifies voters have received the correct ballot based on their registered address; inspects generated ballots for accuracy; keeps records and statistics of activities and performs all close-out duties.

Thorough knowledge of Federal, State and local election and voter registration laws and regulations; thorough knowledge of registration and voting procedures and of the maintenance and protection of voting registration lists 
and records; thorough knowledge of standard office practices, procedures, equipment and administrative support techniques; general knowledge of departmental programs and policies; general knowledge of business English, spelling and arithmetic; thorough knowledge of Microsoft Word, Access, Excel and PowerPoint; ability to type accurately at a reasonable rate of speed; ability to read and understand detailed and complicated policies, procedures and materials that contain specialized words and phrases; ability to solve problems within scope of responsibility; ability to operate a variety of office equipment to produce complex/technical documents; ability to establish and maintain effective working relationships with associates, vendors, and the general public; ability to plan, train and supervise the work of others.

Education and Experience
Associate degree in Public Administration, or related field preferred; five years of experience managing elections and voter registration including lead and supervisory experience; or any equivalent combination of experience.
Physical Requirements
This work requires the regular exertion of up to 25 pounds of force and the occasional exertion of additional force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Record management experience and/or training.
Favorable background history as determined by review of Local, State and Federal records.
Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
Must be available to work weekends and nonstandard hours.
Must exhibit a professional demeaner/attire and have the ability to remain nonpartisan.
