GENERAL PURPOSE
Performs a variety of professional executive and managerial duties related to planning, directing, organizing, and controlling the administrative and executive processes necessary to carry out the efficient and economic operation of the city.

Works under the broad policy guidance and direction of the city council and mayor.
SUPERVISION EXERCISED
Provides broad policy guidance and direction to department heads related to operations, personnel, fiscal and general management functions of the city. Provides general supervision to the Department Heads in the city.
ESSENTIAL FUNCTIONS
As chief executive officer directs the planning, delivery, and evaluation of all municipal services and activities through department heads; assumes responsibility for full and effective utilization of city personnel by facilitating overall departmental objectives, priorities, and standards; serves as final hiring authority for all non-exempt and most exempt city positions, makes recommendations for department head appointments to the legislative body.
Manages the day-to-day operations and internal affairs of the city; develops policies, procedures and processes as needed to implement the decisions of the city council; manages the city council agenda; interacts with the city council to discuss/recommend new/modified services and activities to improve the health, safety, quality of life and/or welfare of the city's residents'; performs and directs research on issues, policies, and political developments; advises and apprises the legislative body as needed; approves recommendations for executive and administrative actions; makes recommendations for legislative actions; conducts internal investigations as needed to assure integrity of operations and prevent impropriety.

The Position

Job Description:

Summary
The Director, Conservation Planning and Evaluation, is a thought-leader and works to position the Foundation as reference in the field of environmental planning and evaluation, and the convener of choice in the conservation community. Under the leadership of the Chief Conservation Officer, the Director is responsible for working with the Foundation’s staff and Board, federal agencies, and other conservation partners to update and implement an outcome-based investment and impact monitoring and evaluation framework, strategy, and business system for the Foundation’s conservation programs. In collaboration with other members of NFWF’s Science and Evaluation team, the Director will serve as a spokesperson and will work to advance the Foundation’s conservation planning and evaluation activities.
The Director will work to ensure that the Foundation’s core portfolio of programs is designed to achieve long-term impact with measurable outcomes. OVERVIEW
You will Lead program activities and a team to ensure goals are achieved on time, within budget and achieve expected outcomes 
 
KEY RESPONSIBILITIES

<li>Define the programs governance</li>
<li>Lead program development and planning </li>
<li>Establishing and handling client expectations</li>
<li>Serves as hiring manager for the project teams</li>
<li>Managing both the dependencies and the interfaces between projects</li>
<li>Ensuring effective quality assurance and the overall integrity of the program</li>
<li>Managing risks to the program's successful outcome</li>
<li>Develop communication strategy and point person to work with communications department</li>
<li>Development and management of budgets</li>
<li>Partner with Director of Advocacy and Impact on project strategy development and implementation</li>
<li>Ensuring there is allocation of common resources and skills within the program's individual projects</li>
<li>Initiating extra activities and other management interventions wherever gaps in the program are identified or issues arise</li>
<li>Reporting the progress of the program at regular intervals to the Director of Advocacy &amp; Impact </li>
<li>Develop a comprehensive project plan, defining the project's scope, and assigning duties to members and the development deliverables and deadlines</li>
</ul>
 
POSITION REQUIREMENTS

Beyond that, we are seeking a flexible and dynamic candidate capable of managing multiple logistics and administrative tasks on different projects 
 
Key Qualification
University degree – Master or Bachelor level in international development or related field or equivalent experience
 
Skills and Experience

<li>7-10 years of proven experience as a Program Manager in the international development and/or humanitarian sectors </li>
<li>Fluency in oral and written English and French is required</li>
<li>Thorough understanding of project/program management techniques and methods</li>
<li>Excellent Knowledge of performance evaluation and change management principles</li>
<li>Outstanding leadership and organizational skills</li>
<li>Proven knowledge of and experience in organization, planning, scheduling, program strategy, reporting, proposal writing, and budget planning.</li>
<li>Excellent communication skills</li>
<li>Excellent problem-solving ability</li>
<li>Proven stakeholder management skills.</li>
<li>Proven experience managing a team.</li>
<li>Experience using technology for a variety of tasks.</li>
<li>Competency in Google applications including Docs, Sheets, Meets, Chat, and Calendar.</li>
