The City of Johnson City, TN is accepting applications for a Police Records Clerk. *The position work schedule is from 12:30 pm - 9:30 pm.* The employee performs intermediate clerical work that follows well-established procedures; does related work necessary to the efficient operation of the Police Records Division. The work in this class involves varied clerical tasks. Work assignments are such that they may be learned after a short training period. Specific and detailed instructions are given to new employees and accompany any subsequent new assignments. After the initial training period, supervision is limited to a review and check of the work upon completion. Questions or problems arising from the work are referred to a supervisor for decision. Accuracy in the filing and completion of reports is extremely important. Meeting and dealing with requests from the public in a cooperative manner is also required.

GENERAL PURPOSE:
Under the supervision of the Police Chief, this position is an essential role for the police records division team performing a variety of customer service, data entry, and clerical tasks. This position is responsible for maintaining paper and computer files, and any associated Police Department databases. Daily duties may include, but are not limited to, processing and preserving police records and reports, compiling, analyzing, and inputting data into law enforcement databases. The Police Records Clerk is responsible for maintaining records pertaining to persons in custody, as well as monitoring persons in custody for their safety and well-being. The Police Records Clerk is expected to provide exceptional customer service when dealing with the public, village employees, and elected officials. The hourly wage for this role is $15.00. The work shifts for this are primarily weekends, holidays, and overnights, but may vary based on team and department needs. 
 
 
ESSENTIAL FUNCTIONS:
· Creates new police records, reports, logs, case files and other departmental documentation and materials
· Maintain accurate data, records and computer files associated with the Records Bureau.
· Process data entry for local and national law enforcement agencies
· Complete mandated reporting to State and Federal agencies
· Locate and copy reports for the public.
· Collect fees for reports and fines and prepare and provide receipts.
· Manage the customer service window by answering questions and providing information to the public regarding police reports, fines, and fees.
· Provide excellent customer service, communication, and distribute documents to employees and / or agencies 
· Assists the Chief and Deputy Chief with matters involving reports, fines, fees, correspondence to the public or any clerical matter.
· Maintain dispatch operations within the department and communicate with ECOM Regional Dispatch personnel.

Requirements:

Abraxas WorkBridge is hiring a Case Manager to provide opportunities to youth involved with Allegheny County Juvenile Probation to complete court ordered community service hours through an established community service site. 
The Case Manager maintains a client case load from intake to discharge. Responsibilities include finding an appropriate nonprofit community service site to complete court ordered community service hours, conducting placement interviews with site supervisor and youth/family, and establishing a schedule conducive for youth to be successful in completing the hours. 
The Case Manager is responsible for monitoring each youth’s hours through follow up and updates from each community service site and reporting progress to the referring Juvenile Probation Officer (JPO). Once obligations are met, the Case Manager is responsible for case closure and submission of discharge paperwork. This position requires travel throughout Allegheny County.

Case Manager Basic Responsibilities:

<li>Maintain a client caseload with appropriate service plans.</li>
<li>Develop and maintain relationships with community service sites. Develop and maintain relationships with assigned Juvenile Probation Department.</li>

POSITION SUMMARY
 
The IHD Caseworker provides casework and supervision to clients and families in the In-Home Detention component of the Home-Based Delinquent Services Program. Cases from other HBDS components (In-Home Detention) may be allocated on an as needed basis. The In-Home Detention Case Worker reports directly to the Supervising Social Worker or Director of the IHD program. The position is Fee for Service and cases are allocated on an as needed basis. Cases are not guaranteed, and the position is a contracted position, therefore, hours, assignments and cases fluctuate week to week. The actual daily hours and workdays are determined between the individual IHD case worker and the supervising social worker, in order to ensure daily coverage (7 days a week).
POSITION RESPONSIBILITIES
<ul>
<li>IHD casework and monitoring. </li>
<li>The IHD Caseworker provides monitoring and supervision of 5 contacts per youth per week in the IHD program up to 6 cases. All contacts must be documented and submitted for review on a weekly basis. Contacts consist of visits made by the IHD Caseworker to meet with the youth face to face for a brief contact or transporting a youth on an activity with other youth where IHD Caseworkers conduct educational, life-skills counseling, recreational, cultural and social activities that may benefit the client. </li>
<li>The IHD Caseworker meets the objectives of providing sufficient supervision to ensure the youth's appearance in court, the client’s remaining arrest-free, the observation of curfews, and school and/ or work attendance.</li>
<li>When a client referral is received from the JJC, the first face-to-face contact must be made within 24 hours. </li>
<li>At the initial meeting with the youth and the family in their home, the IHD Caseworker describes the program requirements (curfews, school attendance, and making court dates). Required forms are completed and a schedule worked out for the coming week.</li>
<li>The IHD Caseworker makes clear to youth and family that he/she is required to report immediately to the JJC IHD Caseworker the following.
<ul>
<li>His/her arrest</li>
<li>An absence without permission</li>
<li>Curfew violation</li>
<li>Unexcused absence from school</li>
<li>Relocation without permission</li>
<li> Serious family breakdown</li>
<li>Missed court date</li>
<li>Any serious incident that involves police, fire, or medical attention</li>
</ul>
</li>
<li>The IHD Caseworker must ensure court dates are kept and that hearing results are communicated to the program director. </li>
<li>The IHD Caseworker ensures the youth's court appearance by picking up the client and family at their home and taking them to the scheduled hearings. </li>
<li>The IHD Caseworker provides written court reports for court.</li>
<li>Upon arrival at court (usually by 9:00 a.m.) the IHD Caseworker checks the youth in with the court clerk. He/she/they are also responsible for making contact with the client’s attorney, usually a Public Defender, explaining that the client is committed to the IHD program. </li>
<li>The IHD Caseworker is required to turn in proper court reports, progress reports and any other reports to the court and attorneys concerning the client’s adjustment and or progress.</li>
<li>The IHD Caseworker accompanies the youth and family into the court room and must be prepared to make an oral report and to answer any questions the Judge may have.</li>
<li>If the case is continued, the IHD Caseworker must specifically ask the Judge or clerk if the youth is still committed to the In-Home Detention program. </li>
<li>The IHD Caseworker is responsible for explaining the court outcome to youth and family.</li>
<li>The IHD Caseworker is responsible for maintaining the youth’s record in accord with JJC policies and procedures. Paperwork is kept brief as possible/allowable so that IHD Caseworker may concentrate on client contact but must contain necessary information to support IHD Caseworker actions and recommendations.</li>
<li>The IHD Caseworker has a weekly conference with the supervising social worker or director, and there is a monthly staff meeting that must be attended. </li>
<li>The IHD Caseworker agrees to conditions outlined in this job description and understands that hours and cases are not guaranteed regardless of how long a client is committed to the program. FFS IHD Caseworker are used on an as needed basis. </li>
<li>The IHD case worker may also be given cases from other components of JJC if there is a need for coverage due to staffing shortage.</li>
</ul>
EDUCATION/CREDENTIALS/EXPERIENCE
<ul>
<li>High School diploma. Associate or Bachelor’s degree preferred</li>
<li>Six months of experience and knowledge in the principles, practices, procedures, and applications of juvenile detention and counseling methods and techniques.</li>

REPORTS TO: Communications Supervisor
DEPARTMENT: Police Department (E-911)
Salary Range: $41,746 - 42,786 Annually
NATURE OF WORK
This is telecommunications work in monitoring City service radios, answering incoming telephone calls and dispatching emergency services, personnel, and equipment. Work involves the operation of radios, telephones, alarm board, computer terminals and printers and recording equipment. Police, fire, emergency service and animal control calls are received 24 hours every day from the public. The position dispatches personnel, vehicles and equipment to the scene of an emergency based upon the location and nature of the emergency. The position also monitors radios for status of City employees and calls. State and national crime information networks are maintained and records for all calls are established. Work is reviewed while in progress and through evaluation of records and reports.
MAJOR RESPONSIBILITIES &amp; DUTIES

<li>Answers emergency and non-emergency calls; obtains vital information; refers callers to appropriate departments and/or contacts agencies and obtains assistance for caller.</li>
