Marion County Adult Behavioral Health hiring four mental health therapists for their expanding Assertive Community Treatment (ACT) team. Provide behavioral health services to individuals with serious and persistent mental health conditions and co-occurring substance use disorders who are enrolled in Assertive Community Treatment (ACT), with the majority of services provided in the community (i.e., individual's homes, hospitals, jails, licensed care, shelters, etc). Services include:

<li>Provide intake and annual comprehensive mental health assessments, including assessing mental health and/or behavioral symptoms using a variety of standard assessment tools, individual functional skills, determining treatment needs, developing individualized treatment plans, directing provision of treatment services, and complete other related required paperwork per Office of Mental Health and Addiction Services Oregon Administrative Rules.</li>
<li>Provide individual and group therapy services to individuals using a variety of evidence-based practices as clinically indicated, which may include Cognitive Behavioral Therapy (CBT), Dialectical Behavioral Therapy (DBT), Collaborative Assessment and Management of Suicidality (CAMS), Collaborative Problem-Solving (CPI), and Motivational Interviewing. </li>
<li>Provide case management to include determining individual service needs, eligibility, and appropriateness of services; making referrals and coordinating with other agencies to obtain services and resources for individuals; and advocacy and brokerage on behalf of client to access community resources, benefits, and entitlements. </li>
<li>Provide crisis assessment and specific intervention services, which may include development of safety/crisis plans and suicide and self-harm risk assessments with supervisor oversight. </li>
<li>Provide consultation to family members and other responsible parties involved in individuals' care and well-being. </li>
<li>Work on development of individuals' natural supports.</li>
<li>May provide skills training focused on daily living and community integration. </li>
<li>Employee must be able to drive county vehicles. </li>
<li>Participate in after-hours on call rotation to provide coverage to support to individuals in crisis and to provide consultation and coordination with other agencies and providers.</li>
<li>Maintain accurate and timely clinical documentation in accordance with Federal, State, County, and treatment program requirements under the direction of the clinical supervisor. Meet performance expectations for time and billing standards.</li>
<li>Participate fully as a member of the Marion County Assertive Community Treatment (ACT) team as a supportive, reliable, positive, collaborative, and professional team member during the development of individual treatment planning, daily clinical team meetings, and client crisis intervention. Work with a team of clinicians and supervisor for clinical supervision, treatment planning, staff and departmental meetings, and trainings.</li>

Mental Health Therapist 2 - Assertive Community Treatment - Relocation Offered

Marion County Health &amp; Human Services is looking for a qualified individual to work 50% within the Marion County Correctional Facility to provide services to Adults in Custody (AIC) and 50% as a Collaborative Assessment and Management of Suicide (CAMS) Clinician. While in the jail, this position provides crisis counseling and resource/referral information for AIC's. It requires a creative individual who can think outside the box and work compassionately with AIC's as well as the jail staff to provide the best possible outcomes for the individuals we serve. <li>Assessment of Mental Status: Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for services.</li>
<li>Planning Development: Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary commitment based on dangerousness and ability to care for self.</li>

Typical Duties - Duties include, but are not limited to the following

<li>Provides Mental Health Assessments and Child &amp; Adolescent Needs &amp; Strengths (CANS) screenings for children entering protective custody. Provides annual CANS screenings for children in protective custody.</li>
<li>Provides individual, family and group therapy services. Completes intake mental health assessments, including screening for alcohol and drug issues. Completes and updates an individual service plan. Obtains and maintains competence in all screening and assessment tools required by the county. Provides case management and outreach services to clients. Assists clients and families with developing skills to access community supports/resources and to advocate for themselves. Assists with making referrals for services.</li>
<li>Provides level of care determinations and eligibility reviews for youth being referred to the Wraparound Program. Presents cases at the System of Care Review Committee, which include eligibility recommendations.</li>
<li>Participates in individual service plan development in collaboration with the treatment team and other community providers. Ensures the collaborative development, periodic review and revision of an individual service plan. Provides service coordination to assist families in accessing formal and informal supports and services; facilitating communication between the family, natural supports, community resources, and involved child-serving providers and agencies; participates in team meetings at which strengths and needs are identified and safety planning occurs; and provides for continuity of care by creating linkages to, and managing transitions between levels of care, and transitions of older youth to the adult service system.</li>
<li>Completes required documentation and documents services to meet contract, administrative rule, and billing requirements and maintains acceptable level of productivity for these requirements. Expectation is that employee will strive for 60% of work hours on average to be billable hours with a minimum of 50% billable hours on average each month.</li>
<li>Provides consultation, training, &amp; orientation regarding mental health and co-occurring disorders treatment to team members, student interns, and other professionals.</li>
<li>Develops a proactive safety/crisis plan; ensures intervention to meet safety needs of children.</li>

Provide behavioral health services to individuals with qualifying mental health conditions and co-occurring substance use disorders who are under the jurisdiction of the Psychiatric Security Review Board (PSRB) on Guilty Except for Inanity (GEI) and Extremely Dangerous commitments. Duties include: 
PSRB Supervision &amp; Monitoring 
<ul>
<li>Conduct community risk assessments to determine individuals' risk, eligibility and appropriateness for services, and develop conditional release plans to mitigate risk for individuals in the Oregon State Hospital, jail, courts, and other community agencies. </li>
<li>Prepare risk assessments and other documentation necessary for community release and placement. </li>
<li>Provide PSRB supervision and monitoring, per the PSRB's policies and procedures, to ensure individuals are in compliance with their conditional release orders and able to be safety managed in the community. </li>
<li>Conduct home visits and have regular in person case monitor meetings as indicated by individuals' community release agreements and as clinically necessary in order to assess for warning signs, symptom increased, and other signs of psychiatric decompensation. </li>
<li>Assess risk and create and implement safety plans to mitigate risk. </li>
<li>Provide timely communication to the PSRB regarding changes to individuals' psychiatric status, medications, living environment, adherence to medication regimen, etc., and provide immediate communication to the PSRB regarding serious incidents. </li>

GENERAL STATEMENT OF DUTIES Provide assessment and treatment services; crisis intervention, including intensive services, to individuals and their families with complex needs and diagnoses; or develop and implement specific services in the community. Act as a task supervisor for interns and staff, provide clinical supervision to mental health professionals, to perform various advanced, specialized clinical and treatment services for individuals receiving services and their families. 
SUPERVISION RECEIVED Work under the general supervision of a manager or supervisor, who assigns work, establishes goals, and reviews the results for overall effectiveness. Per Oregon Health Authority, Behavioral Health Services Rule 309-019-0130: Program staff providing direct services shall receive clinical supervision by a qualified clinical supervisor related to the development, implementation, and outcome of services, documentation of two hours per month of supervision for each individual supervised.
SUPERVISION EXERCISED Primary supervision of employees is not a responsibility of this classification; however, positions may act as lead workers, as defined in the Marion County Personnel Rules. May assist in the supervision of interns and volunteers.
Typical Duties - Duties include, but are not limited to the following
This position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required. 
<ul>
<li>Provides individual and family therapy to children, adolescents and transition age youth in the Salem and surrounding communities.</li>
<li>Provides intake mental health assessments including screening for alcohol and drug issues.</li>
<li>Documents services to meet contract, administrative rule and billing requirements. Employees will strive for 30 hours per week to be scheduled with therapy, client support, committee work and approved training.</li>
<li>Provides consultation, training and orientation regarding mental health and co-occurring disorders treatment to team members, student interns and other professionals.</li>
<li>Provides case management services to clients. Assists clients and families with accessing community supports/resources. Assists with making referrals for services.</li>
<li>Performs other job duties as assigned by your supervisor.</li>
</ul>
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING
<li>State of Oregon licensure, Licensed Clinical Social Worker (LCSW), Professional Counselor (LPC) or Marriage and Family Therapists (LMFT); ANDMaster's degree in psychology, social work, recreational therapy, music therapy, art therapy, or a behavioral science field; OR</li>
<li>State of Oregon licensure, Licensed Clinical Social Worker (LCSW), Professional Counselor (LPC) OR Marriage and Family Therapists (LMFT); ANDBachelor's degree in nursing or occupational therapy and licensed by the State of Oregon; ANDOne year of postgraduate degree experience in the behavioral health field.</li>
SPECIAL REQUIREMENTS

<li>This position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required. An additional 5% will be added to the hourly wage as compensation for this skill. Finalist will be required to pass a verbal and written Standardized Spanish/English Fluency Assessment as part of the hiring process.</li>
<li>The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position. </li>

PHYSICAL REQUIREMENTS Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts up to 5 lbs.; (lifts, pushes, pulls and carries can be combined if same weight amounts); operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal (or whispered) level of speech.
