Job Description:
Position Summary:
Administrative supportive services are an integral part of the overall operation of the SUNY North Bronx Career Counseling &amp; Outreach Center's (NBCCOC) mission, goals, and objectives. The Administrative Support Specialist performs all crucial administrative support services which includes intake, screening, follow-up for applicants as well as reviewing/validating financial income documents and academic guideline requirements for program eligibility. They will be responsible for the timely data entry of student applications into the Banner system to reflect the Center's progress towards meeting annual target goals.
Responsibilities:
<ul>
<li>Responsible for Center administrative support: answering/screening phone calls and routing/assigning them to the appropriate staff member for follow up, correspondence, reporting, mailings, and document management.</li>
<li>Assist with student applicant data collection for NBCCOC program students and the Advanced Technology Training And Information Networking (ATTAIN) Lab participants.</li>
<li>Responsible for data entry into the Banner system: contact information, demographics, eligibility documentation, programs of interest, test scores, etc.</li>
<li>Assist with staff calendar appointments and scheduling student TABE Assessment Exam appointments.</li>
<li>Provide updates regarding all incoming calls from participants/perspective students, external partners during weekly staff meetings.</li>
<li>Assist with the preparation of promotional materials for Center onsite/virtual workshops and events for outreach and recruitment efforts.</li>
<li>Provide support to staff during Center open houses and orientation sessions as well as College Connections Initiative (CCI) activities and workshops.</li>
<li>Track and monitor leave requests for NBCCOC professional staff and faculty for Director approval.</li>
<li>Participate in all professional development trainings sponsored by UCAWD, ATTAIN, and other entities.</li>
<li>Maintain office and program supply inventory and perform routine evaluations of office equipment.</li>
<li>Assist with document management of marketing brochures, official forms, student/participant files and other documents.</li>
<li>Prepare all written reports/correspondences and update program forms used in the operation of the Center.</li>
<li>Assist in purchase requisitions for office supplies and items for Center events in coordination with UCAWD staff.</li>
<li>Perform other duties and tasks as assigned by the Director.</li>

Requirements:
Required Qualifications:

<li>Associates Degree in related field or equivalent combination of education and experience. </li>
<li>1-3 years of relevant experience in administrative support.</li>

<li>Demonstrated ability to build working relationships with internal staff and external community-based organizations.</li>
<li> Strong writing and verbal communication skills, organization, presentation, leadership, time management skills are necessary.</li>

Clinical/Administrative Support

<li>Assists clinical supervisors with highly confidential and sensitive personnel issues, recruitment processing, re-classification studies, opening of new positions, processing of performance evaluations, and other personnel concerns.</li>
<li>Consults with clinical supervisors to coordinate and monitor implementation of projects; interprets and acts as resource on program policies and procedures.</li>
<li>Acts as primary support staff to process subpoenas requests, following Marion County Health and Human Services Department subpoena policy.</li>
<li>Oversees and facilitates confidential record request(s) per HIPAA requirements from outside agencies. Performs flow of record requests from receipt, logging, clinical/supervisor oversight and approval (if needed) to the photocopying and preparing confidential record request mailing/invoicing.</li>
<li>Recalls records from archiving. </li>
<li>Uses problem-solving methods to make system improvements and support clinical staff with caseload management.</li>
<li>Runs report to monitor intake enrollments for correct insurance data weekly. Initial billing information has already been faxed by Centralized Intake (CI) staff to the Billing Team for set up of coverage screens. May double check insurance information in the Medicaid Management Information System (MMIS).</li>
<li>Runs, tracks, updates and distributes reports.</li>
<li>Verifies release of information (ROIs) forms and updates information in electronic health record (EHR), as needed.</li>
<li>Acts as liaison with the billing team to resolve data entry/billing issues.</li>

<li>Updates information of individuals in service (i.e. change of address, phone numbers, emails, PCPs, etc.)</li>

Fiscal Duties/Payroll
<ul>
<li>Oversees petty cash and related records.</li>
<li>Receives cash/checks for the department, reconciles and submits bank deposits per cash control policy.</li>
<li>Reconciles receipts/log of payments and deposits per cash control policy.</li>
<li>Processes, audits and submits bi-monthly payroll for ABH. (Includes proofing for errors, facilitating corrections on initial timecard, obtaining supervisor signatures, submission to administration. Also responsible for corrections after submission with both staff and supervisors). Distributes electronically and audits bi-monthly time sheets.</li>
<li>Distributes paychecks/deposit vouchers and maintains confidentiality.</li>
</ul>
Purchasing Agent/Accounts Payable and Receivable
<ul>
<li>Orders primary office supplies from Office Depot using designated purchasing card using the on-line ordering system. Tracks and maintains needed office supplies. Enters purchase information into Works, submits summary monthly and checks for completeness and supervisor's signature on order request (or approval/authorization form) and monthly report. Submits to direct supervisor for their sign off in Works.</li>
<li>Process requests and reimbursement requests for staff training using Pcard.</li>
<li>Completes purchase requisition form for other department supply orders and submits to accounts payable.</li>
<li>Orders printing orders, business cards, forms, books/magazines/education materials, as requested. Assures that items are priced correctly, charged to the proper cost center/account number, then routed to administration for payment. Signs off and submits bills for payment.</li>
<li>Discusses with clinical/program supervisor any problems with any of the payables.</li>
<li>Serves as contacts for P-cards at Silverton Rd Ste B. Signs in and out P-cards to staff and supervisors.</li>
</ul>
Other Duties
<ul>
<li>Provides secretarial support function for program manager, program supervisor, senior office manager, and office manager.</li>
<li>Runs monthly reports from Electronic Health Record (EHR) and distributes electronically to supervisors and staff as requested for all Adult Behavioral Health Programs/Stepping Stones/Horizon House. Runs reports/queries (i.e. open encounter, annual review and caseload reports) to ensure accuracy and proper billing of data entered by clinical staff in BH service areas of ABH and Stepping Stone/Horizon House.</li>
<li>Performs data entry.</li>
<li>Assists with front desk back up and reminder calls, as needed.</li>
<li>Provides reception and medical records assistance.</li>
<li>Track and maintain equipment list for ABH.</li>
<li>Primary contact that facilitates scheduling of Pre-Admission Screening Resident Reviews (PASRRs) between nursing/medical facilities and evaluators. Facilitates scheduling of PASRRs between nursing/medical facilities and evaluators. </li>
<li>Submits PASRR reports to Office of Mental Health and Addictions Services (OMHAS) according to Oregon Administrative Rules (OARs).</li>
<li>Performs other job duties as assigned by supervisor.</li>

Service authorization/Individual Support Planning: Facilitate development of Individual Support Plan for all individuals receiving K plan funded services in their own home, family home, or in a licensed or certified residential setting. Authorize services and support as described in Oregon Administrative Rule 411-415-0070. Complete enrollment, termination, and transfer on required forms.
Functional Needs Assessment: Facilitate or participate in an annual functional needs assessment process per current ODDS procedure. 
Plans and Annual Summaries: Complete annual summary for all individuals not enrolled in any K plan funded service (case management only). 
Coordination with school: Participate in service planning by attending Individual Educational Plan meetings for students. It is mandatory to attend IEP meetings for individuals aged 15 and older to complete transition planning.
Documentation: Maintain an accurate client record including Marion County generated documents and documents received from other individuals/agencies. Document all targeted case management activities in a progress note per Marion County policy.
Service Monitoring: Monitor services and support for individuals enrolled in case management as described in Oregon Administrative Rule 411-415-0090 and document per ODDS guidelines. Report Serious Events per published guidelines.
Information and Referral: provide information, timely referral, and assistance to individuals regarding available services to meet assessed needs.
Coordination with other agencies: Coordinate with community partners regarding provision of required support from Community Developmental Disabilities Program to ensure safety and support needs are adequately met.
Staff Meeting: Attend staff meeting, vacancy meeting, and team meetings.

Typical Duties - Duties include, but are not limited to the following
Enhanced Care Services

<li>Review referrals with OHA/DHS (Oregon Health Authority/Oregon Department of Human Services), and other stakeholders. Coordinate on-site screenings at various settings, including Oregon State Hospital (OSH), Acute Psychiatric Units, and other APD- and MH-licensed treatment programs. Consult with Supervisor on final decisions.</li>
<li>Coordinate admissions with Providence Benedictine Nursing Center (PBNC) staff and referring entity.</li>
<li>Determine treatment needs, diagnose, and develop: Comprehensive Mental Health Assessments, Individualized Service Plans, Behavioral Support Plans, and Crisis Plans, with the goal of transitioning individuals to lower level of care. Update as necessary, with annual required according to Oregon Administrative Rules (OARs).</li>
<li>Meet with individuals on a weekly basis to provide therapy; may also provide case management, group therapy, and/or skills training as determined by the Individualized Service Plan. Provide crisis stabilization when necessary.</li>
<li>Oversee and coordinate daily functioning and activity programs with residents on the unit including outings with Qualified Mental Health Associates (QMHA) and PBNC staff. Facilitate daily huddles with QMHAs and Nursing Staff to identify priorities.</li>
<li>Coordinate and facilitate weekly IDT (Inter-Disciplinary Team) meetings to review treatment progress of residents, as required by OARs. All residents have to be reviewed monthly. Complete Transition Tool quarterly for each resident. Record notes for dissemination for all participants.</li>
<li>Facilitate Learning Circles (MH training for PBNC staff) with Supervisor, QMHAs, and/or Older Adult Behavioral Health Coordinator. Frequency will be determined by needs of unit, at minimum quarterly. Attend Focus Meetings (facilitated by PBNC) as necessary.</li>
<li>Determine, with consultation with Supervisor and Prescriber (Psychiatric Mental Health Nurse Practitioner (PMHNP) or Psychiatrist), appropriateness of continued enrollment in ECS.</li>
<li>Coordinate discharge planning with NorthWest Seniors and Disability Services (NWSDS) Case Manager (CM) and Providence Benedictine Nursing Care staff. Identify MH needs to be addressed at future placements; relay MH, Neurocognitive, and Physical Health needs to NWSDS CM. (Physical Health and Neurocognitive needs will be identified by PBNC and other appropriate entities.)</li>
<li>Assist in screening residents for discharge. Explore placement options identified by NWSDS CM and review with treatment team, resident, and legal representative.</li>
<li>For all of the above, complete clinical documentation professionally and accurately in a timely manner as directed by Marion County HHS policy. Submit paperwork to OHA/HSD or other entities as required. Maintain accurate and comprehensive MH charts. If necessary, transports charts following HIPAA regulations to support staff at Marion County ABH.</li>
<li>Submit Monthly Census to OHA/DHS.</li>
</ul>
Enhanced Care Outreach Services
<ul>
<li>Review referrals with OHA/DHS (Oregon Health Authority/Oregon Department of Human Services), and other stakeholders. <li>Provides level of care determinations and eligibility reviews for youth being referred to the Wraparound Program. Presents cases at the System of Care Review Committee, which include eligibility recommendations.</li>

Ensures the collaborative development, periodic review and revision of an individual service plan. Provides service coordination to assist families in accessing formal and informal supports and services; facilitating communication between the family, natural supports, community resources, and involved child-serving providers and agencies; participates in team meetings at which strengths and needs are identified and safety planning occurs; and provides for continuity of care by creating linkages to, and managing transitions between levels of care, and transitions of older youth to the adult service system.</li>
<li>Completes required documentation and documents services to meet contract, administrative rule, and billing requirements and maintains acceptable level of productivity for these requirements. Expectation is that employee will strive for 60% of work hours on average to be billable hours with a minimum of 50% billable hours on average each month.</li>
<li>Provides consultation, training, &amp; orientation regarding mental health and co-occurring disorders treatment to team members, student interns, and other professionals.</li>
<li>Develops a proactive safety/crisis plan; ensures intervention to meet safety needs of children.</li>

Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for service. Screen individual for psychiatric hospitalization. Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary hospitalization based on dangerousness and ability to care for self. Maintain current knowledge of, and contact with, community agencies to make referrals appropriately.</li>

Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING
<li>Master's degree in psychology, social work, recreational therapy, music therapy, art therapy or a behavioral science field; OR</li>
<li>Bachelor's degree in nursing, or occupational therapy and licensed by the State of Oregon; AND</li>
<li>One year of postgraduate degree experience in the behavioral health field.</li>
PREFERENCES Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired. SPECIAL REQUIREMENTS

<li>Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. </li>
<li>This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).</li>
<li>Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Ability to establish positive working relationships with other employees, individuals and their families, other agencies, and the public; prepare concise and complete clinical documentation related to individual treatment and progress in services in a timely and professional manner; work within a team and collaborate with team members; knowledge of and ability to act professionally with regard to a code of ethics and confidentiality. 
PHYSICAL REQUIREMENTS Operates a motor vehicle; sees using depth perception; sits; stands; moves about the work area; climbs 1 floor of stairs; operates a keyboard; lifts, carries, pushes, pulls and moves carts weighing up to 10 lbs.; speaks with a clear and audible voice; reads a 12 pt. font; hears a normal speech level; works in areas that may be exposed to heat, cold, and noise; works in areas that may be wet or uneven.
