Marion County Health &amp; Human Services is looking for an adaptable, collaborative, and experienced Program Manager who will assist the department in achieving its mission: To create a safe and welcoming environment where all people can access high quality health and human services and are supported to achieve their highest level of health. This position is responsible for oversight and support of our Youth and Family Service (YFS) array which includes outpatient mental health, peer delivered services, wraparound, EASA and intensive services.

GENERAL STATEMENT OF DUTIES Provides leadership and manages the planning, development, support and delivery of efficient and high-quality mental health, behavioral health or health administration services with a broad scope of authority and responsibilities within multiple small to mid-size related service areas or one or more large programs. Responsibilities include supervision of other supervisory staff, program staff as well as financial and operational performance of the service(s) and program(s).
SUPERVISION RECEIVED Works under the general supervision of a Health Department Division Director who assigns and oversees work, establishes goals and reviews results obtained for overall effectiveness and for meeting department and county objectives.
SUPERVISION EXERCISED Exercises full supervision for supervisory, professional, technical and support staff. May also supervise interns and volunteers.
Typical Duties - Duties include, but are not limited to the following
Program Development &amp; Management Provide program development and management/oversight of a diverse group of programs and teams. Program oversight includes the details of the programs, including contracts and deliverables, and the goals, values, and objectives of the programs, to ensure high-quality service delivery.

<li>Develop performance management systems and set metric benchmarks to ensure accountability and monitor program effectiveness and efficiency.</li>
<li>Develop, implement, and ensure agency policies and procedures. </li>
<li>Execute action plans to address departmental priorities, goals, and objectives. </li>
<li>Analyze complex, sensitive issues and situations; identify and implement solutions that support the division's priorities, goals, and policies. </li>
<li>Manage complex, highly visible, and time-sensitive projects. Strategically problem solve; identify quality gaps, set quality outcome measures and benchmarks, design/implement/monitor/modify operational plans to achieve desired outcomes. </li>
<li>Serve as a policy advisor to executive leadership to formulate recommendations, policy decisions and strategic action plans, and participate in long-range agency planning and development.</li>
<li>Collaborate and provide back-up and support to other programs of the Behavioral Health Division with an eye toward reducing barriers and treating the whole person.</li>
</ul>
Leadership Provide leadership to the Clinical Supervisors, and Program Supervisor and teams in YFS. Leadership includes adherence to department mission, values, and policies, with a focus on staff and supervisor development and high-quality service provision. Leadership occurs both by action and example.
<ul>
<li>Use best practices to develop, empower, and support employees and supervisors. Create and reinforce a positive workplace culture, engage supervisors and staff to evaluate the needs of the workforce and provide professional development opportunities. </li>
<li>Model to supervisors and support supervisors to prioritize, assign, review, and give feedback to employees about their work; provide guidance to employees on their assigned job duties; delegate work to enhance employee growth, success, and sense of achievement; coach new and seasoned employees to increase their knowledge and skills; facilitate conflict resolution. </li>
<li>Coach and support new supervisors to build leadership skills and confidence that enhances the program and organizational culture. Review supervisors work for completeness, accuracy, quality, and quantity. </li>
<li>Provide regular feedback on performance to supervisors and their employees. Use reports and data to provide transparent, data-driven feedback on outcomes and performance measures. Assist the supervisors to use data in a similar way with their teams. </li>
<li>Conduct regular meetings with supervisors to assign priorities, discuss work progress and operational policy direction. </li>
<li>Partner with the Human Resources Department to assure that appropriate and timely actions are taken to maintain and support employees through equal opportunity recruitment, hiring, merit reviews, resolving grievances, progressive discipline, training, and providing a safe and supportive work environment. Community Partnerships The YFS Program Manager is responsible to build and maintain collaborative community partner relationships with key stakeholders including Oregon Health Authority, CCO, schools, Early Learning Hub and Salem Health.
<ul>
<li>Collaborations should be focused on breaking down barriers and silos with an eye toward whole person-centered care, trauma-informed practices, and behavioral health access for all.</li>
<li>Build positive relationships and collaborate with internal leaders and external stakeholders. </li>
<li>Represent the Marion County Behavioral Health Division by participating in meetings, committees, and Board sessions as assigned by the Division Director. </li>
<li>Program development opportunities should include input and opportunities for collaboration with community partners.</li>
<li>Create regular opportunities to identify existing strengths and gaps in existing service delivery system.</li>
</ul>
Budget, Contract and Grant Management Provide expertise, oversight and support of grant application and implementation, contracts, and budget, including required outcomes.
<ul>
<li>Review expenditures for all YFS programs and support YFS supervisors to regularly review and analyze program budgets. </li>
<li>Work with Administrative Services budget analyst to prepare budget requests by projecting resource needs and preparing required documentation. </li>
<li>Provide advice and input on the division's budget to the Division Director. </li>
<li>Maintain knowledge of financial contract requirements/deliverables and ensure that these are timely fulfilled.</li>
<li>Work with the Behavioral Health Operations Team to research and applies for grants and other funding/revenue sources to finance services provided in programs.</li>
</ul>
Quality Assurance and Program Development Supports supervisors and ensures that data drives decision making, alongside adherence to department mission and values, trauma-informed and person-centered care, and evidence-based practices.
<ul>
<li>Use data, client, and community input to inform decision-making and design actionable solutions to challenges, optimizing the services and supports provided by the division.</li>
<li>Work with Behavioral Health Operations Team and Quality Assurance Coordinator to assess program-level performance and quality gaps; initiate continuous quality improvement projects; make data-driven program development recommendations to the executive leadership team.</li>
</ul>
Response Level 1: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING
<li>Possession of a master's degreein a social science field, and five (5) years of responsible, professional experience in the mental health system, including three (3) years in a supervisory capacity; OR</li>
<li>Any satisfactory equivalent combination of education, training and/or experience relevant to the position. </li>

SUMMARY: Responsible for all administrative and recordkeeping functions of the Gaming Investigations Department. Will carry out supportive clerical job tasks related to the day-to-day responsibilities of the Investigations Department. Completes Investigative preparation, field work, and dispositions at the direction of the Investigators. Must be able to extract, interpret and analyze data from various Casino and TGC systems. Must have strong human relations skills. Ability to review appropriate records related to the various operating areas and inspecting physical aspects of the facility. Support the Investigators in an efficient, effective and diverse environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
• Performs excellent internal and external customer service at all times. • Answers telephone in cordial, professional manner, taking detailed, accurate messages as necessary, then directs to appropriate person or department.
• Composes and types correspondence, forms; prepares research for TGC Investigators as needed. Will ensure independence and impartiality of team members and patrons to whom you will be providing Investigative field work on. • Maintains strict confidentially on all departmental issues and investigations.
• Prepares Investigative case files for the TGC Investigators gathering data from Casino and TGC systems, having knowledge of both criminal and civil matters occurring on property. Ability to complete all data and analytical entries during the case preparation phase in the Investigations database and hard files. • At the direction of the Investigators will complete all needed Investigative field work as assigned. • Must be able to identify and articulate (verbal and written) noted violations to Tribal, State, and Federal Regulations proficiently. Forwarding case preparation and field work to the Investigators in a timely fashion. Must be a self-starter on case preparation, to include extraction of supportive documentation, data entry, and file management. • Will answer incoming communications with the general public, giving proper direction and answers to common inquiries (i.e. patron non-voluntary exclusions, casino bans, patron disputes, etc.). • Coordinate and schedule interviews, prepare interviewing rooms, ensure quality assurance of digital recording and retention.
• Will assist Investigators with any aspect of conducting Notice to Show Cause Hearings (OTCs) to include planning, scheduling, organizing, and recording of hearings. Must have the ability to compile and organize documentation, prepare evidence, and assist the Investigators with any aspect of the hearing as requested. Also, must have the ability to transpose OTC timelines, testimony, and dissemination of Findings and Decision, to include any case supplemental(s).
• Must be able to multi-task in a fast-paced department where teamwork is a basic expectation. • Works with the TGC Investigator on monthly report preparation. May also be asked to provide quality assurance over monthly budget expenses with the TGC Administrative Assistant.
• Will assist the Investigators as needed with facilitating the petition of workplace violence restraining orders (WVROs) and civil injunctions as needed. Attends Court proceedings as necessary. Serves as a supportive role to the Investigators. At the direction of the Investigators, will complete required communications at different phases of the WVRO with key partners, with necessary data entry, and or file organization. • Ensure investigational files are properly structured, numbered and filed in accordance with the departments numbering system. Responsible to conduct quality assurance checks to ensure the Investigations Database and associated files are adequately maintained. • May be tasked with archive duties to include data entry, preservation of historical files, scanning, archiving, and transposing of file numbering.
• Prepares and coordinates the release of materials to outside agencies. Ensuring timely and accurate information is shared with the authorized requestor. Responsible to track all releases utilizing the release numbering system utilized by the department. Will serve as a conduit between the Investigators and outside agencies in this regard. • Intakes all non-voluntary patron exclusion appeal requests with department standards, sending the required Patron Exclusion Removal Request forms with the necessary instruction letter(s) to the requestor. Verbally communicates with the requestor as needed, providing a full explanation of the process, responsibilities, and timeline associated with their request should they wish to pursuit the formal process. Coordinator must be proficient in regulations effecting PRCI Tribal Members and their appeals/ inquiries. Coordinator will open and prepare all appeal cases once requestor has satisfied TGC documentation requirements, notifying Investigators. • Monitors the Gaming facility ensuring that the health, safety, and welfare of patrons and team members is achieved.
• Works well independently or in a group setting. • Utilizes necessary systems and equipment to identify, record, and document suspicious or unusual activities occurring at the facility.
• Ability to develop a strong working knowledge of all rules and regulations of the Federal, State, and Tribal Regulations as well as the Casino’s system of internal controls. • Maintains basic working knowledge of State and Federal enforcement codes. • Supports the departments goal to protect Tribal assets and gaming integrity, promoting factual, consistent, and thorough investigations. • Must be able to read and interpret information from the on-line slot data system reports, accurately transferring information appropriately.
• Must have basic knowledge of criminal procedures and chain of custody evidence.
• Develops and participates in special projects and completes other duties as requested or assigned. • Performs any reasonable request made by the Gaming Investigators.
• Must attend SAR, Title 31, and basic Sexual Harassment classes.

Description:
The Patrol Deputy in the Criminal Division position is a sworn police officer. They are responsible for patrolling all unincorporated areas within Umatilla County, enforcing state, county and federal laws; investigating crimes and citizen complaints as well as other matters relating to criminal law enforcement in the county. The position participates in the achievement of departmental goals, with a strong emphasis towards community oriented policing.

Conducts investigations in accordance with state law and Board policy in response to complaints received by the Board. The position reports to the Supervisor of the Special Investigations Unit.
Excellent investigative, writing and verbal communication skills are mandatory. The ideal candidate for the position must be experienced in all aspects of investigative practices, policies and procedures for criminal and civil administrative proceedings. Conducts investigations of commercial and residential projects involving unlicensed contracting, unlawful advertising,construction fraud, embezzlement, theft, and diversion of funds in response to complaints.
Conducts investigations of licensees and applicants for possible violations of NRS 624 as assigned. Coordinates with law enforcement agencies and respective prosecutorial agencies in furtherance of active investigations and investigative support. Overnight travel to other counties in southern Nevada may be necessary.
EDUCATION AND EXPERIENCE
Have one of the following:
(a) A high school diploma and have at least 5 years of experience in criminal investigations, or equivalent experience, as determined by the Board; or
(b) A bachelor’s degree from an accredited college or university with a major in criminal justice, law enforcement, or a related area of study as determined by the Board, and have at least 4 years of experience in criminal investigations, or equivalent experience, as determined by the Board; or
(c) Any sufficient combination of education and experience as determined by the Board.
Ability to analyze data and conduct complex investigations. Ability to write detailed investigative reports and professional business correspondence. Ability to effectively communicate with people from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.
