Position Summary:
Under direction, supervises inmates on assigned shift, enforces rules and regulations to ensure personal safety and that of staff and inmates; prevent escapes, maintain order and discipline and escort inmates to and from their assigned housing units. This work is distinguished by the severity of consequences in the error and the on-going threat to personal safety. 
 
What You’ll Do:

<li>Observe inmates, monitor behavior during movements, recreation time, visitation, meals and other activities. Communicate established limits for behavior and consequences and enforce rules of conduct and security. Prepare written reports or verbal reports of significant violations or irregularities or relief officers and/or shift supervisors. </li>
<li>Inspect cells, dormitories, yards, work locations and other assigned areas within the facility for unauthorized objects or materials; check sanitary conditions, and fire and safety hazards. </li>
<li>Certify commitment, transfer or discharge documents. Evaluate, screen and conduct pat and visual searches. Store, log and return inmate property. Notify shift supervisor of special circumstances with inmates. </li>
<li>Assist adverting riots and escapes; assist in physically suppressing aggressive acts undertaken by prisoners in accordance with established policy. </li>
<li>Distribute cleaning and sanitation supplies, personal laundry and bedding for inmates. </li>
<li>Escort medical staff in the distribution of medication. </li>
<li>Complete forms and update records to ensure ongoing documentation of operation. </li>
<li>Receive incoming telephone calls, respond to request(s) for information in a profession and intelligent manner, provide basic information as required. </li>
<li>If serving as a shift supervisor in the absence of a sergeant or lieutenant, ensure work assignments are completed in accordance with policy, train new employees, intervene and direct staff in crisis situations in accordance with procedures. </li>

Overview
Employed by PAGNY for The Division of Correctional Health Services (CHS) of New York City Health + Hospitals (H+H) is responsible for the delivery of medical care, mental health care, and discharge planning in the jail system. Approximately 25% of new admissions per year to the NYC jail system will receive care on the mental health service. This service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, a strong DBT training program, clinics in each of the facilities, substance use treatment, integrated re- entry services, and relationships with multiple training institutions throughout the city.
 
Responsibilities
Full Time: Tuesday - Saturday: 2:00pm - 10:00pm

<li>Orients patients to the unit policies, procedures, rules, regulations and routine schedule</li>
<li>Utilizes crisis and/or de-escalation intervention practices, when necessary and appropriate, with patient whose behavior cannot be otherwise supported without such interventions</li>
<li>Identifies patient characteristics and environmental variables that may trigger agitated behaviors(s) and communicates such information to the treatment team</li>

Serves on the national and local MQM committees and oversees root cause analyses and quality improvement projects/initiatives in collaboration with the national and local MQM committee. Attends/Leads general staff meetings at assigned medical units and leads or oversees MQM initiatives and reviews, working in close collaboration with the local physician and Patient Safety Risk Manager, as applicable. Performs record keeping functions in accordance with program policies and position. Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position. Completes all initial, annual, and ad hoc training or competencies as required/assigned. Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities as applicable. Adheres to, and maintains awareness of DHS and CBP Policies, Procedures, Directives, and Operational Memoranda. Leads, attends, and participates in general/medical staff meetings at the local and national level. Performs chart reviews as part of MQM, focused professional practice evaluation (FPPE), on-going professional practice evaluation (OPPE), annual performance evaluation, medical sentinel event reviews, quality assurance and perform improvement initiatives. Completes summaries of all completed chart reviews, identifying trends, performance concerns, best practices. Some items may be delegated if a local physician is assigned at a specific facility, for those assigned personnel to that facility. Management and oversight of the Peer review program for the Physicians and APPs assigned as part of OPPE and completion of an annual evaluation process for the assigned Physicians and APPs. Performs collaborative mid-term review of performance with assigned Physicians and APPs as part of an annual performance evaluation process, addressing any clinical practice concerns if identified. Portions of the APP peer and chart review process, FPPE, and OPPE may be delegated, if a physician is assigned to the local facility. Provides emergency care to employees or visitors for life, death, loss of sight/limb situations until Emergency Medical Services Arrives. Qualifications BASIC REQUIREMENTS Education/Training Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. The degree must have been accredited by the Council on Medical Education of the American Medical Association, Association of American Medical Colleges, Liaison Committee on Medical Education, Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure/Certification Candidates must have a current, active, valid, and unencumbered license, registration, or certification as a Doctor of Medicine (M.D.) or as a Doctor of Osteopathy (D.O.) issued by any United States jurisdiction. Licensure must be maintained current, and any required education or trainings to maintain licensure must be completed within the required timeline of the licensing authority. A temporary license will not be accepted. Candidate must not have had any professional licensure or certification withheld, suspended, revoked, or denied, and the candidate must not have surrendered or allowed a professional license or certification to have expired or lapsed because of an investigation or disciplinary action. Candidate must not have been convicted of, pled guilty to, pled nolo contender to, or received probation before judgement for any crime other than a minor traffic violation, the record of which has not been expunged. Current unexpired Basic Life Support (BLS) Certification must be maintained from one of the following approved organizations: American Heart Association (AHA) BLS for health care providers American Heart Association Advanced Cardiac Life Support (ACLS), if applicable American Red Cross CPR/BLS for the professional rescuer American Safety and Health Institute (ASHI) CPR and AED for healthcare providers and professional responders Course components must include Adult, Pediatric, and Infant CPR, Foreign Body Airway Obstruction, and Automatic Defibrillator (AED) proficiency Applicant/ Employee must be certified upon hire and may also be a certified instructor BLS must be renewed prior to expiration date. Board certified/board eligible in a primary care field, to include Family Practice, Internal Medicine, or Emergency Medicine by the American Board of Medical Specialties (ABMS) or American Osteopathic Association (AOA) approved board. Other relevant board certification / eligibility will be considered by OCMO upon request. Experience Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate is required to have successfully completed a medical residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Residency trained and board certified is required. 5 years' experience as attending or independently practicing physician in a direct patient care setting. Experience in detention/correctional healthcare, humanitarian care, ambulatory care, or a pediatric setting encouraged, but not required. Knowledge, Skills, and Abilities Expert knowledge of the current standards of practice in clinical medicine. Ability to serve proficiently as a clinical expert, providing technical assistance and consultation to clinic medical staff. Ability and proficiency to properly use equipment, materials and supplies in simple diagnostic and treatment procedures. Ability to provide input for congressional inquiries and to effectively communicate with Federal Agencies and other organizations as indicated. Mastery of managerial and administrative practices, to include expertise in routine management of ambulatory clinic functioning and responsibilities. High degree of independence, initiative, clinical judgment, and follow-through on a wide range of sensitive, complex, and clinical issues. Teaching experience acknowledging a level of expertise and capacity for developing and accessing clinical educational programs. Knowledge of issues confronting the healthcare delivery system, including specific problems and concerns of special population groups. Knowledge of program policies and guidelines, and operating procedures relating to healthcare delivery systems. Ability to work in a multi-cultural and multi-lingual environment. Ability to utilize telephonic interpreter/translation services to complete assigned duties if not fluent in a language the patient understands. Ability to adapt to sudden changes in schedules and flexibility in work requirements. Ability to communicate proficiently in English (verbal and written) in order to develop positive rapport with patients, co-workers and other stakeholders. Ability to establish and maintain positive working relationships in a multidisciplinary environment. Ability to navigate in an electronic work environment including electronic health records, web-based training and communications. Moderate proficiency in, common word processing, presentation and spreadsheet software programs. Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII). Ability to initiate and maintain compliance with DHS and CBP policies and any overriding federal standards/policies, or accreditation standards that may apply. Ability to develop and maintain compliance with standard operating procedures and protocols.
