You will investigate and prepare case narratives and statements of position based on clinical information, benefits and applicable regulations related to member or provider disputes of decisions. You will clearly articulate the facts and CalOptima Health's position regarding disputes to the Administrative Law Judge hearing the case and also be responsible for creating and reviewing resolution letters for appropriateness of clinical criteria and regulatory requirements. Program Specialist Int

PHI’s Senior Workforce Intervention Specialist works to improve job quality for direct care workers by contributing to the development, implementation, and evaluation of PHI’s practice-based employment and training models. As a part of PHI’s Workforce Innovations Team (WIT), they will specialize in leading engagements related to operationalizing and evaluating meaningful advancement opportunities that expand the direct care career ladder; additionally, they may support programs aimed at strengthening recruitment and retention practices, creating a coaching culture, developing adult-learner centered training, and assessing direct care job quality. Outstanding skills in critical thinking, proactive leadership, written and verbal communication, relationship building, and workforce and organizational development are essential for success in this role. &nbsp;
POSITION RESPONSIBILITIES
<ul>
<li>Lead the implementation of PHI practice-based job quality interventions, including creating and maintaining work plans and timelines, managing partner relationships, executing project activities, and reporting progress to PHI’s Vice President of Workforce Innovations through verbal and written communication.</li>
<li>Build and manage relationships with numerous strategic workforce partners – including long-term care employers, payors, advocates, and others - to support collaboration and the successful integration of job quality practices.</li>
<li>Provide technical assistance and consulting to project-based partners to support program design, implementation, and evaluation; this will include intensive, hands-on support to project partners to assess and modify organizational practices in support of implementing and maintaining workplace environments conducive to high-quality direct care jobs.</li>
<li>Routinely meet programmatic deadlines and proactively communicate impediments to the Vice President of Workforce Innovations.</li>
<li>Produce high-quality project deliverables in line with PHI and WIT acceptance criteria including PowerPoint slide deck presentations, external and internal reports, project worksheets, assessment tools, workflows, and other items as needed to meet project goals.</li>
<li>Plan, facilitate, and document meetings, informational sessions, webinars and other interactions with external partners; this could include coordinating planning with WIT and other PHI staff members, sending meeting invitations and conferencing information to attendees, creating and disseminating agendas, facilitation, documenting and archiving associated notes, and establishing next steps.</li>
<li>Collaborate with WIT staff to coordinate team roles, optimize efficiency, and meet project goals.</li>
<li>Work with WIT staff to support the development of PHI’s online and in-person workforce training curricula; act as a subject matter expert to inform the creation of contextualized content that reflects the lived experiences of workers within a PHI intervention.</li>
<li>Work with WIT to apply principles of diversity, equity, and inclusion to PHI’s job quality models; contribute to the development of new workforce training and practice strategies aimed at improving job quality for a diverse direct care workforce.</li>
<li>Collaborate with PHI’s Vice President of Research and Evaluation and Vice President of Workforce Innovations to develop and implement evaluation efforts that build the evidence base for sustained investment in direct care job quality interventions.</li>
<li>Collaborate with PHI’s Director of Philanthropy to provide project data and information as needed to support funder reporting and communication efforts.</li>
<li>Serve as a resource to PHI’s Policy Team on workforce and organizational development practices as needed.</li>
<li>Promote PHI’s school of thought and the dissemination of effective practice models through speaking at conferences, contributing to PHI’s blog, and cultivating external relationships to bring in new business. QUALIFICATIONS</li>
<li>Minimum five years’ experience in workforce and organizational development, preferably within the long-term care, aging, and/or disability sectors.</li>
<li>Proven experience successfully designing, leading, and evaluating complex interventions from inception to completion in alignment with organizational strategic impact aims.</li>
<li>Advanced ability to show proactive, independent leadership while maintaining communication and connection to team members.</li>
<li>Experience working within an Agile framework preferred, though not required.</li>
<li>Experience with adult-learner centered curriculum development and facilitation preferred though not required.</li>

PRINCIPAL PURPOSE OF JOB: As the Extension State Specialist for Disaster Health and Wellness Chief, you will be responsible for leading and coordinating disaster health and wellness programs within the extension services of your state. <li>Ensure provider schedule meets the needs of patients (visit and non-visit).</li>
<li>Participates in daily huddles and regular team meetings to improve workflows and contribute to improving patient population outcomes.</li>
<li>Performs and documents necessary ancillary tests such as EKGs, PFTs, Peak Flow Rates, Rapid Strep, HCG's, Glucose Checks, INR's, and H. Pylori Testing. May perform various waive lab tests as ordered by provider. Performs and documents lab specimen collection/processing, eye screening and audiology screening in accordance with current protocols and policies.</li>
<li>Depending on level of licensure, may administer immunizations, allergy shots and medications in accordance with current protocols ensuring level and scope of practice standards.</li>
<li>Ensure exam rooms are prepared for patient visits, including equipment operability, supply inventory, and cleanliness utilizing standard stocking procedures.</li>
<li>Ensure patient care equipment operates in accordance with quality standards.</li>
<li>Provides patient education in support of patient visit and ongoing care.</li>
<li>Assist with orientation and training of new staff members.</li>
<li>Maintain clinical/technical skills and knowledge through ongoing development and continuing education.</li>
<li>See attached Scope of Practice Addendums related to certification and licensure.</li>
</ul>
 Education/Experience: 
<ul>
<li>High School diploma or equivalent</li>
<li>For Clinical Support I : Must hold a current MA certification by AAMA, AMT, NHA or NCCTand retain active certification for duration of employment. Completion of a two year accredited Medical Assistant Program/Associate Degree is preferred. </li>
<li>For Clinical Support II : Completion of Licensed Practical Nurse program and an active, unrestricted LPN license required. </li>
<li>Basic Life Support (BLS) certification is required</li>
<li>Related experience in a physician's office, medical setting or outpatient clinic required.</li>
</ul>
 Clinical Skills, Knowledge and Abilities - Demonstrated ability to: 
<ul>
<li>Identify necessary equipment and materials for patient visits</li>
<li>Room patients in accordance with established protocol and visit purpose</li>
<li>Obtain and record vital signs.</li>

 Scope of Practice for Clinical Support I (aligned with Medical Assistant) MAs work under the license of their supervising physician. MA's may report to Clinical Leadership staff for tasks that do not require clinical judgment. Tasks requiring clinical judgment and health counseling must be overseen by the physician they are supporting. 
<ul>
<li>MA's may assist Physicians, Physicians Assistants and Nurse Practitioners with patient preparation and treatment, patient chart organization, dissemination of reports; referrals, telephone calls, inventory, ordering and general organization.</li>
<li>MA's may be required to have an authorization by the state to perform needle injections and venipunctures. MA's may be required to demonstrate knowledge and demonstrate competence in vaccine/medication administration prior to and/or ongoing in their regular assignment of duties.</li>
<li>Some states require that the medical assistants who draw blood for lab tests are certified and have passed a practical exam as part of phlebotomy training. </li>
<li>Duties vary according to state law and include taking medical histories and recording vital signs, explaining treatment procedures to patients, preparing patients for examination, and assisting during diagnostic examinations.</li>
<li>Medical assistants collect and prepare laboratory specimens or perform basic laboratory tests on the premises, dispose of contaminated supplies, and sterilize medical instruments.</li>
<li>MA's may instruct patients about medications and special diets as directed, prepare and administer medications as directed, authorize drug refills according to protocols as directed, telephone prescriptions to a pharmacy, draw blood, prepare patients for X-rays, take electrocardiograms, remove sutures, and change dressings.</li>
<li>MA's serve as direct link and communicator between patient and other health care professionals.</li>
</ul>

Qualifications
Knowledge: Master’s degree in higher education, educational administration, organizational development, leadership or a related area.&nbsp;&nbsp;
Experience: Three to five years in higher education with progressive levels of responsibility. Candidates should have experience in fostering students’ professional and personal development, working with diverse student populations, advising students, and student advocacy.&nbsp; The successful candidate will be able to demonstrate success in establishing partnerships with academic departments and external partners as well as planning and evaluating career support programs.
Skills/Aptitude: The ideal candidate is energetic, creative, and entrepreneurial. The director must have the ability to work independently as well as collaboratively with students, staff, and faculty. Excellent communication and organizational skills are a necessity. The director will take initiative in planning and problem solving and must have proficiency with data collection and analysis.&nbsp; Ability to manage multiple priorities, including budgets and scheduling, is a requirement. The director should also exhibit a strong service orientation and an understanding of and commitment to liberal arts education rooted in the Catholic tradition of the charism of the School Sisters of Notre Dame.&nbsp;
