JOB FUNCTIONS:

Serves as a Logistics Management Specialist, with responsibility for Developing/coordinating the integrated logistics support plans for the Army portion of one or more major vehicle system programs.
Duties require occasional travel for purposes such as customer support evaluation visits, hand-off activities, and to study particular logistics problems.
Essential Job Functions:
Develops integrated logistics support plans which address all the principal elements of total life-cycle planning for assigned program, including maintenance plans, manpower and personnel, training and training devices, support equipment and TMDE, supply support, technical data, computer resources support, packaging, handling and storage, transportation and transportability. Monitors the logistics support analysis program to assure definition of support criteria and identification of support systems requirements. Develops/coordinates contract scopes of work for logistics support, with maintenance and supply, from concept through production. Performs technical evaluation of contract proposals. Develops independent government cost estimates for all logistic work and secures validation of the estimates through the proper channels.
Serves as a monitor of contractor ILS performance under the terms of contracts; monitors the implementation of the modification work order program by the appropriate Materiel Readiness Commands as set forth in AMC, Army, Marine Corps regulations; directs development of logistics support data for input to materiel release reviews; is the point of contact for Level I or Level II system assessment program and monitors operational readiness trends. Represents the Program Manager at logistics meetings both with industry and with other Government agencies, including higher authority.
Directs participating NICP/NMP managers to take specific actions related to ensuring full support for deployed and/or deploying system/subsystems. Participates in meetings with functional managers representing TACOM Materiel, Maintenance, RD&amp;E, Product Assurance and Procurement activities. Conducts similar efforts with other AMC commodity command managers, either via correspondence, telephone or visits to those commands.
Reviews Army Materiel Planning documents for both overhaul/rebuild and new procurements and/or redistribution of available assets. Analyzes and evaluates the adequacy and effectiveness of the supply system with respect to both logistic and operational readiness. Identifies the cause of existing or potential supply and maintenance problems and recommends appropriate corrective action or preventative measures. Participates in special TACOM multi-Directorate task forces to carry outstudies to precisely identify critical supply and maintenance problems and to effect timely and adequate action to solve problems identified.
Coordinates the development of system information for use in establishing qualitative and quantitative personnel requirements and in the new equipment training problem for assigned system. Participates in the planning and scheduling of the design and acquisition of training devices.

<li>Provide support for the Security Education, Training and Awareness (SETA) Program. This support includes developing, disseminating, presenting and tracking of all training materials. Materials may include training plans, briefings, slides, web-based products, refresher training, and specialized training for all classification levels and accesses. </li>
<li>Collect PERSEC data related to clearance investigations, security incident trends, System Access Authorization Requests (SAARs), classified meetings and overall processes internal to NSWC PHD in support of weekly and monthly reports and corporate metrics. </li>
<li>Conduct Defense Central Index of Investigations (DCII), Defense Information System for Security (DISS) or future system of record and SF 86 reviews of candidates being submitted for command wide access. The Contractor shall review, track, and monitor security clearance processing activities with appropriate Government personnel to achieve appropriate clearance actions. </li>
<li>Lead Personnel Security Specialist III shall process personnel checking in and out of the command. This support includes: reviewing and filing new hire documents for accuracy and completion; reviewing security related documents for accuracy; processing access requests (e.g. building, space), and ensure all Government materials are returned upon exit from command </li>
<li>Perform data entry to the current personnel security database and maintain personnel security files for all personnel supported by the Command Security Division. </li>
<li>Support NSWC PHD administration of the requirements of SECNAV M-5510.30C as they relate to Personnel Security for the Command Security Division. </li>
</ul>
SCI Personnel Security (SCI PERSEC) Support: 
<ul>
<li>Provide support for the Special Security Office SCI Security Education Training Awareness (SETA) program. This support includes developing, disseminating, presenting and tracking of all training materials. Materials may include training plans, briefings, slides, web-based products, refresher training, and specialized training for all classification levels and accesses. </li>
<li>Verify personnel in current and future databases [e.g. Defense Central Index of Investigations (DCII), DISS, and NBIS], and also perform SF-86 reviews of candidates being submitted for SCI access. </li>
<li>Process any and all incoming and outgoing visit requests for the Special Security Office related to classified meetings, compile the classified meeting attendance and clearance verification roster. </li>
<li>Interface with senior leaders and Government Program Managers for Access Approval decisions. </li>
<li>Assist in the indoctrination of SCI personnel. This support includes personnel screening interviews, gather and disseminating of documentation, and performing/coordinating of indoctrinations briefings. </li>
<li>Perform miscellaneous and administrative support functions as directed by the Contractor site lead. </li>
<li>Maintain various daily logs for a variety of administrative functions associated with PERSEC. </li>
<li>The Lead Personnel Security Specialist III shall review, track, and monitor SCI security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions. </li>

Knowledge, Skills, and Abilities (KSAs):
<ul>
<li>Proficient in Microsoft Office: Word, Excel, PowerPoint, and Outlook.</li>
<li>Familiarity in Security Information Management System Software (SIMS).</li>
</ul>
Minimum/General Experience:
<ul>
<li>Six years of experience reflecting a demonstrated knowledge of personnel security policies and procedures. This experience includes:
<ul>
<li>Reviewing background investigations and case files for security relevant information;</li>
<li>Preparing accurate and concise synopses for each case and checking the status of pending cases;</li>
<li>Developing recommendations with supporting rationale to enable the customer to decide whether to grant, deny, or revoke a security clearance or eligibility to occupy sensitive positions; and </li>
<li>Prepare written reports and briefings as required. </li>
</ul>
</li>
<li>Four years of experience in:
<ul>
<li>Reviewing forms to ensure accuracy in accordance with policy and directives and </li>
<li>Maintaining personnel security files and suspense logs for all phases of the personnel security process, coordinates fingerprinting, and submission of unclassified material. </li>
<li>Insider Threat and incident reviews. </li>
</ul>
</li>
<li>In addition to the above, SCI positions shall have six years of experience in:
<ul>
<li>Intelligence Community Directive (ICD) 704 Personnel Security Standards and Procedures Governing Eligibility for Access to SCI; </li>
<li>Indoctrinating SCI personnel, including personnel screening interviews and indoctrinations briefings. </li>

Minimum Education:

<li>Bachelor's Degree from an accredited college/university and six years of experience related to personnel security.</li>

<li>The central point of contact for all communications from United States Attorneys’ offices related to emergency preparedness, planning, and&nbsp;response, including:</li>
