Criminal Intelligence Analysts are vital components of the Criminal Operations Information Section of the Bureau of Criminal Apprehension (BCA). The Criminal Intelligence Analyst I is assigned to the BCA Operations Unit which operates 24/7. The position monitors, analyzes and evaluates general criminal investigative intelligence and emergency information to prevent further crisis. The position is a point of contact for public, private, and law enforcement entities responding to all threats, emergency and disaster situations, critical incident calls, requests for information, and technical expertise and is key in deciding when to ask for and assign other state emergency resources, such as bomb squads, chemical assessment teams, and search and rescue resources. The position is expected to initiate activation of the State Emergency Operations Center when needed, facilitate a coordinated response, and maintain command until an “on-site” incident commander is identified. The position also includes intake and processing of evidence for storage, handling large amounts of currency and access to sensitive files and data.

The Criminal History Access Analyst position is responsible for maintaining and disseminating complete, accurate and timely adult and juvenile criminal history records for individuals in Minnesota. An individual’s criminal history record is a core information service within the criminal justice system that the BCA is responsible for and is used for various critical criminal justice and non-criminal justice purposes both within Minnesota and nationally. For criminal justice purposes, the information is used to make key decisions regarding arrest, detention, release, sentencing, charging etc. For non-criminal justice purposes, the information is used to make key decision regarding employment, licensing, housing, child welfare etc. This position serves as a subject matter expert in the area of criminal history information, background checks and/or biometrics and works with all facets of the criminal justice system to ensure that state and federal statutes, as well as other federal, state, and local rules and policies are applied appropriately to provide the most comprehensive picture of an individual’s criminal history.

Qualifications
Minimum Qualifications
<ul>
<li>Two (2) years of experience analyzing data, interpreting technical material (such as legal documents, legislation and other technical documents), and explain complex procedures in easy to understand terms.</li>
<li>Familiar with the legal and criminal justice processes, terminology and Criminal History Records.</li>
<li>Computer proficiency sufficient to utilize multiple systems simultaneously to access and verify data.</li>
<li>Good written and oral communication skills.</li>
<li>Good customer service skills and the ability to work with diverse groups of people and diverse working styles.</li>
<li>Good problem-solving skills and the ability to effectively organize work.</li>
</ul>
Preferred Qualifications
<ul>
<li>Knowledge of state and federal statutes, rules, and policies related to adult and juvenile criminal history information and background checks.</li>
<li>Experience reading, interpreting, and managing criminal history records.</li>
<li>Knowledge of III, NLETS and NFF.</li>
<li>Knowledge of the various components of the Minnesota Criminal Justice System and their functions.</li>
<li>Bachelor's degree in criminal justice.</li>
<li>Ability to prioritize multiple projects and heavy volume of work.</li>
<li>Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.</li>
</ul>
Physical Requirements
Requires occasionally moving and transporting 50-pound items and frequently moving and transporting objects such as heavy tools and heavy file boxes. This job may require positioning self to move to a significant degree across rough terrain or may involve maintaining a stationary position for extended periods.

This position is eligible to telework up to two (2) days per week.
The Director, Criminal History and Biometrics, provides management, strategic planning, and leadership for the Bureau of Criminal Apprehension (BCA) Minnesota Justice Information Services (MNJIS) Criminal History and Biometrics business services programs. This includes the administration, direction, and supervision of the staff and activities of the BCA Criminal History and Biometrics business services programs, to include the state’s criminal history and fingerprint repositories. With general administrative direction from the Deputy Superintendent, MNJIS, this position sets strategic direction and coordination for all areas within the Criminal History and Biometrics business services programs.
This position also plans and carries out organizational changes, manages grant-related activity and funding, represents the BCA Criminal History and Biometrics business programs and provides strategic leadership for criminal history and biometric business services that have statewide and national impacts. As a member of the MNJIS Management Team, this position participates in short- and long-term planning, including strategic planning and budget development, and MNJIS culture activities. This position is responsible for analyzing and making recommendations on legislative initiatives.

1. Five (5) years* of criminal justice work experience with responsibility for (must include all):

2. Master's level or advanced degree in law enforcement, criminal justice, public administration, or related degree from an accredited institution.
3. Experience interpreting, communicating, and applying state and federal laws related to criminal history, criminal history background checks, data practices, criminal history access, expungements, and data retention.
4. Familiarity with legal and criminal justice processes and terminology related to reading, interpreting, and managing criminal history records.
5. Knowledge of and experience implementing FBI CJIS Security Policy requirements.
6. Experience with state and/or federal grant administration.
7. Skill in navigating local, state, and federal government systems, including policies and procedures.
