Reports to the Supply Chain Manager. The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity. At NASSCO Bremerton we anticipate making salary offers between the minimum and midpoint of salary range. Serves as a primary point of contact for customers.
POSITION DEMANDS (Education/Training) 
<ul>
<li>Typically has a BA/BS in Business Administration or a related academic field of study plus 2 years directly related experience or AA/AS plus 4 years directly related experience or 8 years directly related experience.</li>
<li>Knowledge of contract requirements including Contract Data Requirement List, (CDRL), Federal Acquisition Regulations (FAR) and Defense FAR Supplement (DFARS) and Cost Accounting Standards (CAS).</li>

WORKING RELATIONSHIPS
<ul>
<li>The position of Contract Administrator reports to the Contracts Director.</li>
<li>The position requires a close working relationship with Program Managers, Planners, Production Managers, Estimators, and Government Personnel. </li>
<li>Have the ability to work independently with minimal supervision.</li>
<li>This position has no direct reports.</li>
</ul>
PRINCIPAL RESPONSIBILITIES
<ul>
<li>Review preliminary specifications, labor, and material estimates, subcontractor quotes, and current rates to develop independent pre-negotiation positions.</li>
<li>Exercise considerable independent judgment in negotiating agreements and committing the company in the performance of the original contract and any changes thereto.</li>
<li>Produce and maintain the hardcopy contracts file plus all documentation, reports, and correspondence required by law.</li>
<li>Maintain a professional and cooperative working relationship with government agencies, subcontractors, and other employees in order to facilitate the timely completion of all contractual requirements.</li>
<li>Demonstrate a continuous effort to improve operations, decrease turnaround time, streamline work processes, work cooperatively and jointly to provide quality and seamless customer service.</li>
<li>Advise Project Managers on courses of action related to contract performance by interpreting contract clauses and government regulations.</li>
<li>Work closely with Planning and Estimating Department to draft and finalize contract line items and all proposed changes.</li>
<li>Develop pricing for and negotiate contract changes; new and growth work.</li>
<li>Research contract/subcontract issues, disputes, and terms and conditions to determine responsibility.</li>
<li>Originate all company correspondence of contractual significance and provide timely notification to the government of cost and funding limitations and coordinate pursuit of additional funding.</li>
<li>Other responsibilities and duties as assigned.</li>

UNIQUE/ADDITIONAL REQUIREMENTS

<li>Regular, reliable attendance on-site is an essential function of the job.</li>
<li>Work may require assignment to offsite locations. </li>
<li>Work will mostly be performed in an air conditioned office, but the incumbent must be able to commute about the yard and on the ships undergoing repair.</li>
<li>Must be willing to travel and have reliable transportation. </li>
<li>Must be a U.S. citizen and qualify for a Common Access Card (CAC) and a security clearance.</li>
<li>Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear.</li>
<li>Must have good eye/hand coordination. </li>
<li>The noise level in the work environment is usually moderate. </li>
<li>Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the dry-dock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. </li>

Summary/Objective 
The ICF Administrator provides daily supervision and direction to the operations of the Boundless ICF and MSY homes in Central Ohio.
Essential Functions

<li>Responsibility for overseeing and monitoring overall options of Boundless’ ICF and MSY programs</li>
<li>Manages and takes responsibility for the provision of the care of individuals served and other activities of associates within the ICF and MSY programs of IAB through supervision of managers within those programs</li>
<li>Identifies and acts on opportunities to help and support associates, individuals served, and families where needs can be met between homes; Always looks for creative ways to serve individuals across the different homes</li>
<li>Works with managers to plan, evaluate, and ensure consistent and sufficient staffing to meet the needs of the individuals served in each home</li>
<li>Assists in development and management of the operating budgets for each area; Provides managers with regular oversight throughout year regarding how operations are matching budget expectations</li>
<li>Ensures that needs of individuals served are addressed by managers and followed up in the IP in an appropriate and supportive manner</li>
<li>Ensures that facility and department policies, procedures, and guidelines – as well as local, state, and federal regulations – are met and followed by everyone in their respective homes</li>
<li>Work in collaboration with Finance Director/Business Office regarding billing of services</li>
<li>Coaches and teaches managers how to communicate with their associates to determine their needs as well as the needs of the individuals served; May serve as on-call (back-up)</li>
<li>Protects and promotes the rights of the individuals served, including confidentiality, privacy, dignity, and freedom from abuse</li>

Position Type/Expected Hours of Work

Travel is rare, but primarily local during the business day, although some out-of-the-area and overnight travel may be expected on occasion.
Required Education and Experience
1. Bachelor’s degree from an accredited institution or at least four years of full-time paid work experience as a supervisor of programs or services for individuals with developmental disabilities.
2. At least one year of full-time, paid work experience in the provision of services to individuals with developmental disabilities which includes responsibility for the following functions: personnel matters, supervision of employees, program services, and financial management
3. Excellent computer skills – including spreadsheets and word processing tools – and ability to learn new programs expeditiously.
Preferred Education and Experience
1. 10 or more years of experience as a supervisor of programs or services for individuals with developmental disabilities.
2. Experience with Advisor software.
