Job Description This Position is Contingent Upon Contract Award. Under the direction of the National Medical Director and in collaboration with the Office of the Chief Medical Officer (OCMO) of U.S. Customs and Border Protection (CBP), Regional Physician Supervisors deliver healthcare services to persons in custody in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. Regional Physician Supervisors share the administrative functions that directly impact medical services and collaborate with the management team in overall planning and execution of program directives. Regional Physician Supervisors work to assure delivery of quality healthcare services in accordance with the SOW for the medical services contract within medical units at U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, U.S. Border Patrol Border (USBP) Stations. Performs the clinical responsibilities as agreed upon by the National Program Director. Contracted medical staff will be working alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females. MISSION CBPs Office of the Chief Medical Officer (OCMO) employs a trauma informed care model to provide frontline medical care for persons in CBP custody in accordance with Enhanced Medical Support Efforts CBP Directive (2210-004). This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. Duties and ResponsibilitiesServes as the sector/region medical authority for the medical services contract and medical units at for the U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, and/or U.S. Border Patrol Border (USBP) Stations. Provides medical direction and necessary guidance/oversight as required by state licensure for appropriate advanced practice provider supervision, oversight, consultation, coordination, and direction for all medical services, to include mental health and pediatric care in the absence of a behavioral health advisor or pediatric advisor. Clinical supervisory authority over sector physicians, mid-level providers, all clinical staff, all medical unit functions, laboratory, and pharmacy. Provides on-call coverage for assigned medical units/sector 24 hours a day/7 day a week, however, call coverage may rotate based upon staffing. Responsible for developing and coordinating all aspects of healthcare delivery at his/her assigned facilities. May provide direct care to patients in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges. Maintains non-involvement in the security aspect of patient care and custody. Participate in disease surveillance activities and public health and epidemiology studies/efforts, as needed. Provides age-appropriate screening, treatment, and patient instruction pertinent to the discipline and facility setting for acute and chronic conditions for all ages. Serves as the laboratory director in sites where CLIA waived testing is performed, providing oversight of appropriate diagnostic tests and services, to include monitoring and meeting CLIA requirements. Acts as a reviewer for all outside referrals/consults to specialty services, to include hospital or emergency care that exceed services offered at the medical unit. Audits referrals and post-referral follow-up, as needed, as part of the medical quality management (MQM) program. Provides oversight for any patients requiring enhanced medical monitoring. May be expected to respond to and or coordinate response to medical emergencies and medical sentinel events. Seeks guidance from the Medical Director, Pediatric Advisor, Behavioral Health Advisor, or other leadership as appropriate. Serves on the national and local MQM committees and oversees root cause analyses and quality improvement projects/initiatives in collaboration with the national and local MQM committee. Attends/Leads general staff meetings at assigned medical units and leads or oversees MQM initiatives and reviews, working in close collaboration with the local physician and Patient Safety Risk Manager, as applicable. Performs record keeping functions in accordance with program policies and position. Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position. Completes all initial, annual, and ad hoc training or competencies as required/assigned. Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities as applicable. Adheres to, and maintains awareness of DHS and CBP Policies, Procedures, Directives, and Operational Memoranda. Leads, attends, and participates in general/medical staff meetings at the local and national level. Performs chart reviews as part of MQM, focused professional practice evaluation (FPPE), on-going professional practice evaluation (OPPE), annual performance evaluation, medical sentinel event reviews, quality assurance and perform improvement initiatives. Completes summaries of all completed chart reviews, identifying trends, performance concerns, best practices. Some items may be delegated if a local physician is assigned at a specific facility, for those assigned personnel to that facility. Management and oversight of the Peer review program for the Physicians and APPs assigned as part of OPPE and completion of an annual evaluation process for the assigned Physicians and APPs. Performs collaborative mid-term review of performance with assigned Physicians and APPs as part of an annual performance evaluation process, addressing any clinical practice concerns if identified. Portions of the APP peer and chart review process, FPPE, and OPPE may be delegated, if a physician is assigned to the local facility. Provides emergency care to employees or visitors for life, death, loss of sight/limb situations until Emergency Medical Services Arrives. This list is non-exhaustive, and the role holder may be required to undertake additional duties that are not specifically listed above. Qualifications BASIC REQUIREMENTS Education/Training Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. The degree must have been accredited by the Council on Medical Education of the American Medical Association, Association of American Medical Colleges, Liaison Committee on Medical Education, Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure/Certification Candidates must have a current, active, valid, and unencumbered license, registration, or certification as a Doctor of Medicine (M.D.) or as a Doctor of Osteopathy (D.O.) issued by any United States jurisdiction. Licensure must be maintained current, and any required education or trainings to maintain licensure must be completed within the required timeline of the licensing authority. A temporary license will not be accepted. Candidate must not have had any professional licensure or certification withheld, suspended, revoked, or denied, and the candidate must not have surrendered or allowed a professional license or certification to have expired or lapsed because of an investigation or disciplinary action. Candidate must not have been convicted of, pled guilty to, pled nolo contender to, or received probation before judgement for any crime other than a minor traffic violation, the record of which has not been expunged. Residency trained and board certified is required. 5 years' experience as attending or independently practicing physician in a direct patient care setting. Experience in detention/correctional healthcare, humanitarian care, ambulatory care, or a pediatric setting encouraged, but not required. Knowledge, Skills, and Abilities Expert knowledge of the current standards of practice in clinical medicine. Ability to serve proficiently as a clinical expert, providing technical assistance and consultation to clinic medical staff. Overview
Employed by PAGNY for The Division of Correctional Health Services (CHS) of New York City Health + Hospitals (H+H) is responsible for the delivery of medical care, mental health care, and discharge planning in the jail system. Approximately 25% of new admissions per year to the NYC jail system will receive care on the mental health service. This service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, a strong DBT training program, clinics in each of the facilities, substance use treatment, integrated re- entry services, and relationships with multiple training institutions throughout the city.
In collaboration with the interdisciplinary team, perform crisis and/or de-escalation interventions, therapeutic observations, conducts groups, conducts patient supervision and other behavioral health related duties.
 
Responsibilities

Responsibilities
Summary
The Transportation Manager is responsible for the overall management of the transportation area for the facility, including ensuring that all transportation activities are coordinated and scheduled on a timely basis, sufficient staff is available and ready to transport detainees to various locations, and all operations are in compliance with federal, state, and organization laws, rules, and regulations.
Primary Duties and Responsibilities
<ul>
<li>Ensures that the Transportation staffing plan is maintained according to contract guidelines. Makes final recommendations of new candidates to the Warden for approval. Reviews all employment forms to ensure accuracy and thoroughness. </li>
<li>Ensures and implements the policies and procedures related to transportation of detainees throughout the area. Develops training and mentoring opportunities to assist staff in carrying out their work in a safe and efficient manner.</li>
<li>Provides overall supervisory duties of the Transportation Supervisors and indirect supervision to the Transportation Officers assigned to the facility. Approves scheduling of Transportation Officers. Approves performance improvement plans for staff as needed. Approves disciplinary recommendations when Transportation Officers do not follow the strict policies and procedures for transporting detainees. Recommends additional disciplinary action up to and including termination if Transportation Officers’ performance has not improved.</li>
<li>Ensures the continual improvement the Transportation Officer's knowledge and skills by facilitating training classes and material. Approves refresher defensive driving courses to ensure Transportation Officers are knowledgeable on current policies and procedures. Promotes the Transportation area within and outside of the facility to attract new employees are retain existing ones.</li>
<li>Manages the Transportation budget for the facility. Provides analyses and recommendations for improvements of the area. Works with and locates vehicle contractors in the area to ensure mechanical needs are available for the facility. Manages maintenance costs without jeopardizing safety components.</li>
<li>Reviews maintenance service schedules and repairs of all assigned vehicles. Ensures that all defects identified by the Transportation Officer or an inspector are promptly repaired. Ensures effective recordkeeping and scheduling of vehicle service and inspection dates. </li>
<li>Ensures that all roadside assistance is provided in a timely basis including coordinating with federal, state, and local law enforcement as required for assistance with transport and security issues until additional transport units arrive.</li>
<li>Ensures that all reports and investigations of accidents are conducted and thoroughly written in a timely basis. Provides additional investigations if necessary. Maintains a facility accident report record of all vehicle incidents no matter how minor.</li>
<li>Participates in the facility’s safety committee, and GTI safety reviews of vehicle incidents.</li>
<li>Ensures compliance with federal, state, and organization laws, rules, and regulations. Provides subject matter expert knowledge on the Department of Transportation’s (DOT) compliance and regulation issues.</li>
<li>Attends outside meetings with organizational, federal, or state representatives.</li>
<li>Maintains regulatory knowledge by attending at least eight hours per year of transportation or regulatory topics related to transportation activities. Creates networks with transportation authorities to ensure the facility is knowledgeable on transportation activities.</li>
<li>Performs other duties as assigned.</li>

Qualifications
Minimum Requirements
<ul>
<li>High School diploma or GED certificate.</li>
<li>Must be at least twenty-one (21) years of age.</li>
<li>One (1) year experience in detainee and inmate transportation with demonstrated experience in leading, directing, or supervising the work of others.</li>
<li>Obtain a minimum of a valid “Class B” (CDL) with a Passenger (P) endorsement within six (6) months of appointment to position.</li>
<li>Eighty (80) hours of verified and certified driver’s training from an approved company trainer and as defined by the U.S. Department of Transportation within six (6) months of appointment to position.</li>
<li>A current driver’s license with no preventable accidents, suspensions for driving convictions, Driving While Intoxicated (DWI) or Driving Under the Influence (DUI) or more than two (2) moving violations on any type of vehicle for the past three (3) years.</li>
<li>Passing a company and Department of Transportation (DOT) drug and alcohol test.</li>
<li>Demonstrated experience to function in a supervisory capacity.</li>
<li>Must have completed an approved training program resulting in a certification of satisfactory completion in Corrections, Law Enforcement, or Military.</li>
<li>Must have completed necessary training as defined by the Department of Transportation (DOT).</li>
<li>Must obtain and maintain certification in CPR, First Aid, Defensive Tactics and Firearms.</li>
<li>Extensive knowledge of State/Contracting Agency laws relating to corrections.</li>
<li>Ability to communicate and interact with a variety of personalities.</li>
<li>Ability to interpret complex written/oral communication, documents, and instructions.</li>
<li>Ability to make and implement decisions without assistance.</li>
<li>Ability to give instructions in a manner that provided teamwork and a cooperative spirit.</li>
